                     {Purchase of Variable Message Signs}

        Delhi Traffic Police intends to Purchase 06 Nos. of Variable Message Signs
(VMS), on Payment against supply basis.             The functional specifications of
Variable Message Signs are enclosed as annexure-1. The interested agencies may
quote after carefully study of the following terms & conditions and technical
specifications of Variable Message Signs. The quantity of Variable Message Signs
and hardware can be increased/decreased as per requirement of Delhi Traffic Police
as per requirement.


                    TERMS & CONDITIONS OF THE TENDER


1.        Separate envelope should be used for TECHNICAL BID as well as for
          PRICE BID. The words “TECHNICAL BID/PRICE BID FOR
          PURCHASE/INSTALLATION OF VARIABLE MESSAGE SIGNS (VMS)
          shall be prominently super scribed on the top of each envelope item wise
          separately. Both these bids shall further be put in one envelop.

2.        Tender envelop must be sealed and duly super scribed “TENDER FOR
          PURCHASE/INSTALLATION OF VARIABLE MESSAGE SIGNS (VMS)
          OF DUE TO OPEN ON 26.05.2006 AT 1100 HOURS” which shall be
          addressed to the Deputy Commissioner of Police, Traffic-HQ, R.K. Puram,
          Sector-12, New Delhi.

3.        The tender should reach in the office of DCP/Traffic-HQ, Delhi by 1030
          hours on 26.05.2006. Late tender shall not be accepted at any cost.

4.        The specification of VMS is enclosed as Annexure-1. Before quoting the
          rates, bidders are directed to go through the annexure. Incomplete
          tender/conditional tenders will not be accepted and shall be rejected
          straightway.

5.        A pre-bid conference/briefing meeting to brief the agencies
          interested in participating for tender of Variable Message Sign will be
      held on 05.05.2006 at 11.00 AM in the Conference Hall, Office of Dy.
      Commissioner of Police, Traffic-HQ, 1st Floor, P.S. R.K. Puram, New
      Delhi. All the interested agencies are requested to attend the
      meeting on the scheduled date, time & venue.

6.    The bidder shall arrange presentation/demonstration of the proposed
      system within a weeks time from the date of opening of technical bids
      i.e. 26.05.2006. No plea what-so-ever shall be entertained in this context.

7.    The TECHNICAL BIDS WILL BE OPENED first on 26.05.2006 at 1100
      Hours in the Conference Hall, 1st Floor, P.S. R.K. Puram, New Delhi.
      The representatives of the agencies are at liberty to attend the meeting.
      The PRICE BIDS will be opened of those successful bidders who are
      technically qualified after scrutiny of technical bids and technical
      evaluation/demonstration of their quoted system.

8.    Only manufacturers authorized dealers and authorized distributors dealing
      in the field can participate in the tender, the firm should submit proof of
      their manufacturing, dealership & authorized distributorship. This is
      subject to verification, if necessary.

9.    The specification of VMS and its Software is enclosed as Annexure-1.
      Before quoting the rates, bidders are directed to go through the annexure.
      Incomplete tender/conditional tenders will not be accepted and shall be
      rejected straightway.

10.   Earnest Money Deposit of Rs. 1, 50, 000/- (One lac fifty thousand) shall
      be deposited by the bidders in form of Bank Draft in favour of the Deputy
      Commissioner of Police, Traffic-HQ, Delhi, payable at Delhi with the
      Technical Bid.

11.   No tender will be accepted without requisite Bid Security (E.M.D). The
      Bid Security shall be in the shape of Account Payee Demand Draft from
      any of the commercial bank in an acceptable form in favour of Deputy
      Commissioner of Police, Traffic-HQ, Delhi payable at Delhi. Earnest
      money deposited with the tender shall bear no interest.

12.    Bidder(s) shall provide comprehensive on-site warranty for all
      items/equipment at least for a period of 36 months form the date of
      installation of the System.

13.   The quantity of the VMS is 06 Nos, however, it can be increased or
      decreased at any stage till the delivery of consignment is completed as
      per the requirement of Delhi Traffic Police.

14.   Bidder(s) shall indicate make/model/product’s name of the equipment in
      the tender along with complete specification and all features, in the
      Technical bid.
15.   Sufficient training of handling/operation of equipments shall be arranged
      by the successful bidder (s) to the requisite number of personnel of Delhi
      Traffic Police, within the quoted rates. No extra charges shall be given in
      this regard.

16.   The un-acceptable stores shall be subject to replacement at the risk and
      responsibility of the bidder.

17.   In case the performance of any equipment fails to meet the contract
      specifications and not fulfill our requirements then the firm shall replace
      that equipments/systems free of cost, during the warranty/guarantee
      period, within shortest possible period, as decided by the DCP/Traffic-HQ,
      Delhi. In case of any defect/fault noticed during the warranty period that
      shall be attended within 4 hours by the qualified engineer of the agency.

18.   Firms registered with the Central Purchase Organization, National Small
      Industries Corporation for this item as per enclosed specification are
      exempted from Bid Security (EMD) on production of valid registration
      document along with the technical bid.

19.   All the components of the equipment should be of best/reputed brand,
      However, bidder shall indicate make/model and complete specification in
      the Technical bid.

20.   The bidder (s) will submit the documentary proof of having qualified
      engineers/workshop as well as technical infrastructure in Delhi/New Delhi,
      along with company profile, to maintain the equipments during the
      warranty/guarantee period and also furnish a certificate of guarantee to
      maintain for at least 5 years after post warranty/guarantee period, on
      reasonable rates, as per norms of AMC, in case equipments not entered
      into AMC.

21.   In case the successful bidder (s) found in-breach of any condition(s) at
      any stage during the warranty/guarantee period the legal action as per
      rules/laws, shall be initiated against the agency concerned. In that case
      Earnest Money and Security deposits can be forfeited as deemed fit,
      besides debarring/Black listing the agency concerned for at least 5 years,
      for further dealing in the Govt. departments.

22.   Before award of the supply order, the committee through its any members
      or responsible officer can inspect and verify the genuineness of the
      Bidders Company and availability of infrastructure.

23.   After award of work and during the installation till taking over the charge of
      complete systems, any equipment can be tested or put for test through
      approved technical agency/lab. If any equipment found sub-standard or
      otherwise, legal action shall be initiated against the firm as enumerated in
      forgoing terms & conditions.
24.   Bidder(s) shall furnish a certificate of guarantee to the effect that the
      offered equipments will be entered into AMC on normal rates, after
      warranty period, if department so desired.

25.   The bidders shall submit a certificate to effect that the firm will maintain
      and provide all spares of the offered equipment (s) after warranty period
      on normal rate of AMC, for a period of at least 5 years.

26.   A list of critical spares of offered equipments has to be attached by the
      bidders.

27.   In case, the bidder is not manufacturer of offered equipment(s), a
      certificate of source of supply with authorization from the manufacturer (s)
      shall be submitted with the Technical bid.

28.   Price should be quoted in Indian currency only.

29.   Bidders must quote the net price both in words as well as in figures. Any
      over writing/cutting etc. will render the tender invalid.

30.   The quoted price must be inclusive of excise, customs duty, freight,
      insurance, VAT etc. and other charges. If these taxes/charges are not
      mentioned separately, it will be presumed that the price quoted are
      inclusive of all taxes/charges. No claim for taxes/charges will be
      entertained at a later stage.

31.   The bidders themselves or their authorized representatives can remain
      present at the time of opening of tender.

32.   A copy of terms and conditions duly signed by the bidder as a token of
      acceptance of the same should be attached along with the tender.

33.   Foreign Companies can participate in the tender only through their
      authorized Distributors/Agents in India. No foreign company shall be
      entertained directly.

34.   Only firms registered with Sales Tax Department in VAT are eligible to fill
      this tender. Interested agencies shall quote their TIN/Registration No. in
      their quotation and also attach documentary proof of having registered
      with Sales Tax Department for sale of equipment etc. with technical bid
      alongwith latest Sales Tax clearance certificate.

35.   In case of violation of any clause of the Terms and Conditions, the
      explanation of the firm can be called by issuing Show Cause Notice.

36.   Non-compliance or breach of any clause of the tender will render the
      tender to be rejected.

37.   Those firms who have been blacklisted in the past or whose services have
      come to adverse notice and/or criminal case have been registered against
      it/any Director/ Proprietor of the firm, must indicate details of the same
      alongwith the tender documents, failing which they will be disqualified.

38.   Bidder(s) shall indicate complete specifications and all features of the
      offered item (s).

39.   The rates will be valid till supply of the item(s) is completed, in all
      respects.

40.   The rates will be F.O.R. at desired locations in Delhi/New Delhi.

41.   Payment will be made only after receipt of complete supply and
      installation/commissioning and survey committee approved it.

42.   The firm whose rates are accepted will have to deposit 8% of the total
      cost of the item as Performance Security in the shape of Account Payee
      Demand Draft, Fixed Deposit Receipt, Banker’s Cheque or Bank
      Guarantee from any of the commercial banks in an acceptable form in
      favour of Deputy Commissioner of Police-HQ, Traffic, Delhi payable at
      Delhi, safeguarding the purchaser’s interest in all respects, within a week
      time after the supply order is placed to the firm. Security Money Deposit
      shall bear no interest. The Security deposit validity should be 38 months.

43.   In case the firm fails to deposit the Performance Security, the Bid
      Security/EMD deposit of the firm will be forfeited and supply order shall be
      rejected.

44.   In case, the firm fails to supply the equipment within the delivery period,
      liquidated damage charges will be made/charged @ 2% of total actual
      cost of the item per week and action will be taken against the firm to lead
      black listing the firm and forfeiture of Performance Security Money.

45.   The Purchase Committee in order to satisfy itself can order on the spot
      enquiry to verify the soundness, capability, viability and any other
      information given by the tendering firms.

46.   After technical evaluation of the item/system and examination of the price
      bids, the Purchase Committee will have discretion to award the contract to
      more than one firm, if their rates are same.

47.   The firm, whose rates are accepted, shall have to inscribe “DELHI
      TRAFFIC POLICE” on the equipment alongwith manufacturing MONTH
      & YEAR of the item.

48.   The successful bidder will organize a training program for a week or more
      time to train the Delhi Traffic Police Personnel for proper handling of the
      equipment/system.
49.   The security deposits shall be released only after the expiry of
      warranty/guarantee   period of three years of the store. However,
      payment of the agency shall be released after the complete supply,
      commissioning and successful installation of the stores.

50.   It is mandatory that all the desired features should be demonstrated at the
      time of technical evaluation of the system. No second chance shall be
      provided for demonstration. Technical offers, which shall be found
      half/partial complied, shall be treated as cancelled.

51.   All desired customization shall be provided free of cost. One technical
      expert is to be provided        at no cost to Delhi Traffic Police for
      customization.

52.   Successful bidder (s), if shown inability/incapability to complete the project
      after acceptance of the tender, besides legal action, as enumerated
      above, difference of higher cost, if the work/supply is/are got completed
      from other bidder (s)/any agency from market, would be recovered from
      the earnest money/security deposits of the bidder (s).

53.   The committee reserves the right to keep a panel of qualified bidder (s).

54.   The committee also reserves the right to award works/supply order on
      quality/technical basis, which depends on quality/capability of the
      equipments. Bidder(s) are, therefore, again advised to also submit the
      technical specification/features of the equipment and also requisite
      documents as asked for. Bidder(s) should not have any objection in this
      regard

55.   The payment will be made only after receipt of stores in good condition as
      per prescribed specification. No advance payment will be made.

56.   Delivery of stores at desired location shall be completed by the supplier
      within 30 days from the issue of supply order.

57.   The stores shall be accepted only after inspection or test of the stores as
      per Tender specifications.

58.   The Purchase Committee reserves the right to relax any terms & condition
      in the Govt. Interest.

59.   The Purchaser shall have the right to terminate the Contract in whole or in
      part at any time for its convenience.

60.   Force Majeur clause, as standard of DGS&D shall be applicable.

61.   The Purchase Committee reserves the right to reject any tender or all
      tenders without assigning any reason thereof on administrative grounds.
62.         In case of any difference, the firm can be called for negotiation to patch up
            the differences amicably on table before approaching court.

63.         All disputes are subject to the jurisdiction of the Courts in the N.C.T. of
            Delhi.

64.         Technical support of all types should be available within four hours of
            lodging any complaint in case of major problem, solution is to be provided
            within 24 hours of lodging of complaint.

65.         The bidders shall, also quote AMC               rates   for   5   year   after
            Guaranty/warranty period of 3 years.

66.         For non attending the calls within four hours (working hours-24 hours) Rs.
            500/- as penalty charges and the actual cost incurred by the Delhi Traffic
            Police to get the solution from the open market.

FUNCTIONAL SPECIFICATIONS

VMS Requirements Definition

Specifications define the requirements for the Variable Message Sign system
(VMS).

Requirement Description
The VMS’s are to be programmable traffic control devices that display messages
composed of letters, pre-defined symbols or both. They are used to provide
information about changing conditions in order to improve operations, reduce
accidents, and inform travellers. VMS’s are to provide the following information:
      recurring congestion,
      non-recurrent congestion,
      weather-related problems,
      congestion due to special events,
      routes,
      speed restrictions, and
      other changing conditions or requirements.

The information displayed on VMS’s can be classified as advice, warnings, guidance
and other requirements.

FUNCTIONAL REQUIREMENTS
The following functional requirements are specified.

Warning and Advisory
VMS to warn drivers of traffic problems such as the existence of a downstream
incident, work zones, or hazardous road conditions, and provide some advice for the
drivers.

Guidance
To directly provide drivers with instructions on route selection, lane changes,
diversions, etc. Advisory for a Future Event. The advisory message for a future
event, such as a lane to be closed, can help drivers divert to alternative routes, or
make decisions by themselves.
Technical Requirements
The VMS shall have self-test diagnostics features to test the VMS for correct
operation. In the event of any problems, this shall be reported to the Central
Control Computer.

Sign Technologies
Electronic – High Luminosity wide viewing angle Oval LEDs for outdoor ambient
light.

Display Requirements
The display background shall be non-reflective and the display shall be U.V.
resistant. There are 3 types of displays:
     Text only display, and these shall be displayed in two contrasting colours
      (Red & Amber)
     Graphics only display
     This display must be able to produce colours (2 colours only) and
      shapes according to the standard road traffic requirements
     Combination display, i.e. which combines the text only and graphics only
      units into one unit.
VMS’s located adjacent to the carriageway shall have a minimum dimension of
3m length x 1.8m height x 0.2m depth.
The minimum vertical clearance under the sign shall be 5.5m to the road surface.
Text displays shall be capable of displaying 3 lines of text characters. There shall
be a minimum of 10 characters per line. Minimum default character height shall
be 300mm. For variable font height, FONT generator module is to be provided
wherein user can create .bmp files & later convert to image file to preview &
display on required VMS. The sign panel display shall be legible from a distance
of at least 200m.

Language Requirements
The system must be bilingual, able to display English and Hindi.

Sign Data Storage
Each individual VMS’s shall be able to store all the required data for displaying
information locally. The equipment shall be capable of storing minimum 10 frames that
can be triggered on receiving the command.
Connectivity to Central Control Computer
      VMS unit shall be able to communicate with existing Central Control
       Computer using GSM Data/ SMS Channel. Each GVMS unit shall be
       provided with a unique Identification Number and shall communicate with
       designated Central Control Computer only. Sufficient security checks shall
       be implemented before accepting message for storage or display. VMS
       unit shall respond to Poll command, generated by Central Control
       Computer, for Communication link diagnostics.
      VMS unit shall be able accept messages created on Central Control
       Computer, using Graphical User Interface application, operating on MS
       windows XP or higher version operating systems. Messages shall be
       accepted either for storage or display. It shall display various message
       attributes like message blink, message blank, and message entry styles
       (Left, Top Bottom entry).
      VMS unit shall have the provision to store multiple message received from
       Central Control Computer. It shall be able to receive text, graphic or text &
       graphic message stored in MS SQL Server Database installed on Central
       Control Computer.
      VMS unit shall be able to send its health status to the Central Control
       Computer on query basis. This query shall be generated by Central
       Control Computer and transmitted to VMS unit on GSM data channel. The
       Health status info shall include individual display matrix LED status,
       Controller status, RTC status and message displayed. All this information
       shall be time & Date stamped for proper MIS report generation.

Communication Requirements
Through GSM - DATA channel. Text messages can also be displayed via GSM -
SMS channel. Data communication shall be provided with sufficient security
check to avoid unauthorised access.

Location of Equipment
The location of the equipment shall be strategically placed to:
      Ensure maximum visibility for the road user from all the traffic lanes of
       the carriageway,
      Allow the road user sufficient time to read and comprehend the message
       and react.


Equipment shall be placed off-shoulder (pole mounted) and clear of the traffic
and any emergency lane and position shall be determined so that extraneous
effects such as direct sunlight are negated.

Power requirements
VMS’s shall be powered by 230V AC, 50 Hz single phase power supply. The
equipment components shall have adequate surge and lightning protection.
Power failure back-up
Inverter of adequate power capacity having 6 hours back will be provided.
GSM sim card and recurring expenditure
Vendor shall supply the requisite number of GSM sim cards and also bear the
recurring expenditure during warranty and AMC period.

Mounting and Installation requirements
Mounting Structure shall use minimum 6 Meters high hexagonal/ octagonal MS
pole (minimum 300mm diameter and 5mm thickness) with minimum 520mm
x520mmx 16mm base plate (with sufficient stiffeners). It shall be painted with
one coat of primer and two coats of PU paint. Structure shall be provided with
suitable stiffeners and support angles to survive wind speed up to 150 Kmph.
Structure shall provide appropriate support to the VMS unit from all four sides as
well as top & bottom. Structure shall have provision to interface with VMS unit
with at least seven interface points along unit periphery. It shall be provided with
suitable walkway for maintenance access.
Supplier to provide full design and detail drawings of VMS sign mountings
arrangement and installation methods. The sign panels shall be installed on
structures in such a manner that they are aesthetically pleasing.

Design life.
The minimum design life for the equipment before replacement shall be 10
years.

        Sealed tenders are invited either by post or by hand for the purchase of six
numbers of Variable Message Signs (VMS) for Delhi Traffic Police from
manufacturer, authorized dealers/suppliers who have expertise in the field on
PAYMENT AGAINST SUPPLY BASIS, by the undersigned. The number of Variable
Message Signs could be increased/decreased as per requirement. Detailed terms and
conditions and specifications of the proposed system, are mentioned in the Tender
Form, which can be collected by the interested agencies from 29.04.2006 to
26.05.2006 before 10.00 AM. The tender form with terms & conditions can also be
downloaded from the website of Delhi Traffic Police and Delhi Police i.e.
www.delhitrafficpolice.nic.in and www.delhipolice.nic.in.   Last date of submission of
tender form in the office of undersigned is 26.05.2006 at 10.30 AM. Tender Form
can be collected from In-charge General Branch/Traffic, P.S. R.K. Puram, 1st Floor,
Sector -12, New Delhi - 110 022, on cash payment of Rs. 500/- (the tenderer who will
download the tender form from the websites mentioned above, shall attach a DD of Rs.
500/- from any nationalized bank in favour of DCP/Traffic-HQ) {non-refundable}.
Tenders shall be opened at or after 11.00 AM on the same date i.e. 26.05.2006, in

        A pre-bid conference/briefing meeting to brief the agencies interested in
participating for tender of Variable Message Sign will be held on 05.05.2006 at 11.00
AM in the Conference Hall, Office of Dy. Commissioner of Police, Traffic-HQ, 1st Floor,
P.S. R.K. Puram, New Delhi. All the interested agencies are requested to attend the
meeting on the scheduled date, time & venue.

In continuation of the tender for the purchase of 06 Nos. of Variable Message Signs
released vide No. 8025/General Branch (T), dated, 28.04.2006, PRE-BID meeting was
held on 05.05.2006. After discussion on the issues raised by the participating vendors,
the following amendments have been made in the earlier technical specifications.

   1. The message to be displayed should be clearly legible within range of 25 mtrs. to
      300 mtrs., from all the lanes.
   2. The Variable Message Signs board must be water/dust proof and conform the
      International standard of IP-65.
   3. The VMS to be mounted on circular poles instead of hexagon/octogan poles.

The vendors may add above amendments in the technical specifications.
