     SUMMARY OF THE ACTION                             Describe the activities and the main project objectives


    The project will assist the Government of the Seychelles in setting up a virtual One-Stop-Shop for investors. This will entail the
    undertaking of an assessment study and a design study that will be used as a basis for setting up the system at a later stage. The project
    will also increase awareness about the new system and train key people from relevant government bodies. While proposing a new
    system, the project will support adjustments in government agencies’ procedures whenever needed.

                                                     The „Seychelles Investment Bureau‟ was established on the 1st of July 2004 with the
                                                     aims of: (i) promoting Seychelles as an investment friendly destination, (ii) facilitating
                                                     inward investments while at the same time (iii) providing the legal framework for
                                                     investment. In effect the ultimate objective was to create a one-stop-shop for substantive
                                                     investors. However, the setting up of the „one-stop-shop‟ has never materialised 100 per
                                                     cent, as until of late, SIB was only providing the mandatory approvals to investment
                                                     proposals based on existing laws and policies. An investor still had to go through all the
                                                     other business procedures such as for business registration, obtaining construction and
                                                     work permits and applying for a business license, clear Environmental and Health
                                                     regulations, consult with Community Administrators, etc, many of the times needing to
                                                     provide similar information all over again. Consequently Seychelles rated poorly in the
                                                     Ease of Doing Business Ranking of the World Bank.

                                                     possible try and get all key stakeholders of the approval process under one roof. The main
                                                     obstacle identified is one of timely, accurate and uncontroversial responses to the clients –
                                                     the potential investors.

                                                     The main decisions have been taken whilst the finer details of the review continue to take
                                                     place. The „Seychelles Investment Bureau‟ has been mandated to research and come up
                                                     with or outsource for an information management system commonly known in other
                                                     countries as a virtual one-stop-shop, which could easily connect all the business regulatory

                                          authorities in Seychelles to harmonise the business procedures. Proper installation of the
                                          system, accompanied with the proper network and training, will go a long way in providing
                                          potential investors with a more efficient service. It will also deliver a more effective „One-
                                          Stop-Shop‟ objective. This will allow the “Seychelles Investment Board” that will soon
                                          replace the “Seychelles Investment Bureau” to deliver on its mandate and improve
                                          significantly the “ease of doing business” in the Republic of Seychelles.
