Planning Application D52389 - Construction of three new Metrolink

stops at Maclure Road, Drake Street and Smith Street



Proposed Highway Conditions.





1. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a final scheme detailing the highway

layout of Station Road has been submitted to and approved in writing

by the Local Planning Authority. The submitted scheme shall include

full design details of the parking and service arrangements, road signs

and markings and Traffic Regulation Orders. Unless otherwise agreed

in writing by the Local Planning Authority the scheme shall be fully

implemented and completed prior to the first use of the Maclure Road

Metrolink Stop.





Reason. In order to ensure that the development provides safe and

convenient access for vehicles, pedestrian and cyclists in accordance

with Policies A/3 – (New Development - Access for Pedestrian and

Disabled People), A/4 – (New Development - Access for Cyclists), A/7

(New Development - Access for Service Vehicles) and A/9 (New

Development - Access for General Traffic) of the Council’s Unitary

Development Plan.



2. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a final scheme detailing the highway

layout of the westerly side of Maclure Road, has been submitted to and

approved in writing by the Local Planning Authority. The submitted

scheme shall include details of the access to St Johns Church, road

signs and markings, physical works and any Traffic Regulation Orders

required. Unless otherwise agreed in writing by the Local Planning

Authority the scheme shall be fully implemented and completed prior to

the first use of the Maclure Road Metrolink Stop.





Reason. In order to ensure that the development provides safe and

convenient access to St. Johns Church and that the highway layout of

the westerly side of Maclure Road is safe, in accordance with Policies

A/3 – (New Development - Access for Pedestrian and Disabled

People), A/4 – (New Development - Access for Cyclists), A/7 (New

Development - Access for Service Vehicles) and A/9 (New

Development - Access for General Traffic) of the Council’s Unitary

Development Plan.





3. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a final scheme detailing the highway

layout of the easterly side of Maclure Road for its whole length, has

been submitted to and approved in writing by the Local Planning

Authority. The submitted scheme shall include the full design details of

the access to all the properties which adjoin it, a pedestrian crossing

facility to the northern end of the Maclure Road Metrolink Stop

Platform, road signs and markings, physical works and any Traffic

Regulation Orders required. Unless otherwise agreed in writing by the

Local Planning Authority the scheme shall be fully implemented and

completed prior to the first use of the Maclure Road Metrolink Stop.





Reason. In order to ensure that the development provides safe and

convenient access for vehicles, pedestrian and cyclists in accordance

with Policies A/3 – (New Development - Access for Pedestrian and

Disabled People), A/4 – (New Development - Access for Cyclists), A/7

4. Unless otherwise agreed in writing by the Local Planning Authority, no

development shall take place until the design, construction and

drainage details of the proposed link road and ‘kiss and ride’ facility to

be located between Station Road and Lower Tweedale Street has

been submitted to and approved in writing by the Local Planning

Authority. Unless otherwise agreed in writing by the Local Planning

Authority the approved scheme shall be fully implemented and

completed prior to the first use of the Maclure Road Metrolink Stop.





Reason. In order to ensure that the development provides safe and

convenient access for vehicles, pedestrian and cyclists in accordance

with Policies A/3 – (New Development - Access for Pedestrian and

Disabled People), A/4 – (New Development - Access for Cyclists), A/7

(New Development - Access for Service Vehicles) and A/9 (New

Development - Access for General Traffic) of the Council’s Unitary

Development Plan





5. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a final scheme detailing a pedestrian

and cycle route from Oldham Road to Maclure Road utilising High

Level Road, has been submitted to and approved in writing by the

Local Planning Authority. The submitted scheme shall include full

design details, road signs and markings, physical works, street lighting

and any Traffic Regulation Orders required. Unless otherwise agreed

in writing by the Local Planning Authority the scheme shall be fully

implemented and completed prior to the first use of the Maclure Road

Metrolink Stop.

Reason. In order to ensure that the development provides safe and

convenient access for pedestrian and cyclists in accordance with

Policies A/3 – (New Development - Access for Pedestrian and Disabled

People) and A/4 – (New Development - Access for Cyclists) of the

Council’s Unitary Development Plan.





6. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a reinstatement scheme to detail the

surfacing materials to be used either side of the Metrolink track along

High Level Road and Maclure Road has been submitted to and

approved in writing by the Local Planning Authority. Unless otherwise

agreed in writing by the Local Planning Authority the scheme shall be

completed in accordance with the approved details before the first use

of the Maclure Road Metrolink Stop.





Reason. In the interests of highway safety and to ensure that the

development does not harm the appearance of the area in accordance

with Policies BE/2 - (Design Quality for New Development) of the

Council’s Unitary Development Plan.





7. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a final scheme detailing the highway

layout of Richard Street and it’s junctions with Maclure Road and

Station Road has been submitted to and approved in writing by the

Local Planning Authority. The submitted scheme shall include full

design details, parking and service arrangements, cycle lanes, resident

parking schemes, road signs and markings and Traffic Regulation

Orders. Unless otherwise agreed in writing by the Local Planning

Authority the scheme shall be fully implemented and completed prior to

the first use of the Maclure Road Metrolink Stop.





Reason. In order to ensure that the development provides safe and

convenient access for vehicles, pedestrian and cyclists in accordance

with Policies A/3 – (New Development - Access for Pedestrian and

Disabled People), A/4 – (New Development - Access for Cyclists), A/7

(New Development - Access for Service Vehicles) and A/9 (New

Development - Access for General Traffic) of the Council’s Unitary

Development Plan

writing with the Local Planning Authority the scheme shall be fully

implemented and completed prior to the first use of the Maclure Road

Metrolink Stop.

scheme shall be fully implemented and completed prior to the first use

of the Maclure Road Metrolink Stop.

fully implemented and completed prior to the first use of the Maclure

Road Metrolink Stop.

scheme shall be fully implemented and completed prior to the first use

of the Maclure Road Metrolink Stop.

13. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a Stage One Safety Audit for each

junction and road affected by the development has been submitted to

and approved in writing by the Local Planning Authority.

Reason. In order to ensure that the development provides safe and

convenient access for vehicles, pedestrian and cyclists in accordance

with Policies A/3 – (New Development - Access for Pedestrian and

Disabled People), A/4 – (New Development - Access for Cyclists), A/7

(New Development - Access for Service Vehicles) and A/9 (New

Development - Access for General Traffic) of the Council’s Unitary

Development Plan





14. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a highway signage scheme

associated with the implementation of the Maclure Road Metrolink Stop

has been submitted to and approved in writing by the Local Planning

Authority. The submitted scheme shall include full design details of the

signs which will require alteration and any new signs required due to

re-routing of the vehicular and pedestrian traffic. Unless otherwise

agreed in writing by the Local Planning Authority the scheme shall be

fully implemented and completed prior to the first use of the Maclure

Road Metrolink Stop.



Reason. In order to ensure that the development provides safe and

convenient access for vehicles, pedestrian and cyclists in accordance

with Policies A/3 – (New Development - Access for Pedestrian and

Disabled People), A/4 – (New Development - Access for Cyclists), A/7

(New Development - Access for Service Vehicles) and A/9 (New

Development - Access for General Traffic) of the Council’s Unitary

Development Plan





15. Unless otherwise agreed in writing by the Local Planning Authority, no

development shall take place until a timetable outlining the proposed

highway works associated with the construction of the Maclure Road

Metrolink Stop hereby approved has been submitted to and approved

in writing by the Local Planning Authority. Unless otherwise agreed in

writing by the Local Planning Authority the approved timetable of

highway works shall be carried out prior to the first use of the Maclure

Road Metrolink Stop.



Reason. In order to ensure that during the construction of the Maclure

Road Metrolink Stop safe and convenient access for vehicles,

pedestrian and cyclists is provided, in accordance with Policies A/3 –

(New Development - Access for Pedestrian and Disabled People), A/4

– (New Development - Access for Cyclists), A/7 (New Development -

Access for Service Vehicles) and A/9 (New Development - Access for

General Traffic) of the Council’s Unitary Development Plan





16. Unless otherwise agreed in writing by the Local Planning Authority, the

construction of the Phase 3b Metrolink Extension between Maclure

Road Stop and Smith Street shall not take place until a Transport

Assessment to illustrate any highway works and other necessary

transport measures required to improve access, and improve

accessibility by walking and cycling has been submitted to and

approved in writing by the Local Planning Authority. Unless otherwise

agreed in writing by the Local Planning Authority the agreed scheme

shall be fully implemented prior to the first operation of the Phase 3b

Metrolink Extension between the Maclure Road Stop and the Smith

Street Stop.



Reason. In order to ensure that the development provides safe and

convenient access for vehicles, pedestrian and cyclists in accordance

with Policies A/3 – (New Development - Access for Pedestrian and

Disabled People), A/4 – (New Development - Access for Cyclists), A/7

(New Development - Access for Service Vehicles) and A/9 (New

Development - Access for General Traffic) of the Council’s Unitary

Development Plan



17. Unless otherwise agreed in writing by the Local Planning Authority no

development shall take place until a final scheme detailing the highway

layout of Lower Tweedale Street has been submitted to and approved

in writing by the Local Planning Authority. The submitted scheme shall

include full design details, parking and service arrangements, road

signs and markings and Traffic Regulation Orders. Unless otherwise

agreed in writing by the Local Planning Authority the scheme shall be

fully implemented and completed by the developer prior to the first use

of the Maclure Road Metrolink Stop



Reason. In order to ensure that the development provides safe and

convenient access for vehicles, pedestrian and cyclists in accordance

with Policies A/3 – (New Development - Access for Pedestrian and

Disabled People), A/4 – (New Development - Access for Cyclists), A/7
