Executive Summary

    The statewide commuting rate, the percent of workers leaving their county to

    work, more than doubled from 11.3 percent in 1970 to 23.8 percent in 2000.



    From 1970 to 2000, there has been a 62.0 percent increase in the numbers of

    workers but a 241.2 percent increase in the number of commuters that cross

    county lines to work.



    Wagoner County has the highest commuting rate in the state with 75.5 percent of

    the workers leaving the county to work.



    17,854 workers come to Oklahoma to work while 48,557 leave the state.



    Oklahoma County has the largest number of workers coming into the county to

    work while living in a different county at 107,813.



    Downtown Tulsa has 33,590 persons each day as a daytime population

    compared to only 3,506 residents.



    Downtown Oklahoma City has 24,115 persons each day as a daytime population

    compared to only 3,995 residents.

Introduction

The Demographic State of the State is a report to the Governor and the Legislature that
fulfills, in part, Statute 74, Section 5018 of 1986.


Prior Demographic State of the State report topics include labor force characteristics
and trends, population estimates by place, state and county age trends, a geographic
atlas, commuting patterns, 1990 demographic trends, and 2000 demographics by
Oklahoma Senate and House districts.


This report details characteristics and trends of the Oklahoma commuting patterns at
the county level including out-of-state commuting. There is also information about the
daytime population for counties, places, and selected census tracts in the state. The
daytime population includes all workers who live within an area plus the workers that
commute to that area to work.


The Oklahoma Census Data Center is the state’s lead agency affiliated with the Census
Bureau through the State Data Center Program. Through the State Data Center
program, the Oklahoma Census Data Center receives data and map products, periodic
updates, and training on all Census related issues. The State Data Center Program also
has agencies throughout the state as affiliates to the program. For more information or

The data for this report are taken from the Census Bureau’s Census 2000 County to
County Worker Flow File, and Census 2000 PHC-T-40 and the U.S. Department of
Transportation’s Census Transportation Planning Package 2000. The Census Bureau

Commuting Patterns
Historical Trends
In 1970, the commuting rate for the State was 11.3 percent. Commuting rate is
calculated by dividing the total number of out-commuters of a county by the total
workers living within the county. By 1980, the commuting rate had risen to 15.6 percent
and rose again to 20.9 in 1990. In 2000, the commuting rate had increased to 23.8
percent. This is a 111 percent increase in the commuting rate from 1970 to 2000. Table
1 shows the number of workers, out-commuters, and commuting rates from 1970 to
2000.

Of the 1,539,792 statewide workers in 2000, 367,018 left their county of residence to
travel to their county of work. To find valuable employment, 48,557 workers left the
state. In 1990 there were 1,374,338 statewide workers, with 287,221 workers finding
work in other counties and 40,559 leaving the state to work, mostly in neighboring
states. This is an increase of 27.8 percent for all workers leaving their county of
residence to work. The increase of out-of-state commuting between 1990 and 2000 was
only 19.8 percent.


In the past three decades, from 1970 to 2000, there has been a 62.0 percent increase in
the numbers of workers but a 241.2 percent increase in the number of commuters that
cross county lines to work.

These trends show how workers are willing to travel further to work in recent years than
in the past. The trend increased even as the price of gasoline increased. Many workers
will travel longer distances to work so they may live in areas that they consider more
suitable to raising a family or where they have strong ties. Gasoline prices may change
attitudes and tendencies for some people to travel farther to find employment or could
change their modes of transportation (car-pooling, public transportation). Graph 1
shows the rise in commuting rate from 1970 to 2000.

Metropolitan Commuting
Metropolitan counties have the largest movement of commuters in the state. Suburban
counties to Oklahoma’s two largest metropolitan areas have the highest commuting
rates in the State. Of the eleven counties with a 50 percent or higher commuting rate,
nine are suburban counties to Oklahoma City or Tulsa. Wagoner County has the
highest commuting rate in the State at 75.5 percent.


Oklahoma and Tulsa counties receive the largest number of in-commuters; Oklahoma
County has 107,813 and Tulsa County has 77,576 workers coming from other counties.
The only other county with more than 10,000 workers from other counties is Cleveland
County with 16,118.

Cleveland County has the largest number of out-commuters with 51,685, for a
commuting rate of 49.4 percent. Seven other counties have more than 10,000 out-
commuters and all of these are located within a metropolitan area. Maps 1 and 2 show
the Oklahoma City and Tulsa metropolitan areas with in- and out-commuting, and the
commuting rate for each county.

The majority of workers commuting into Oklahoma County come from Cleveland County
(46,421) and Canadian County (25,060).

Of the twelve suburban counties in the Oklahoma City and Tulsa metropolitan areas,
Okmulgee County has the lowest commuting rate at 37.9 percent. This is still well above
the statewide commuting rate of 23.8 percent.

The majority of the workers commuting to Tulsa County come from Wagoner County
(16,814), Rogers County (16,550), and Creek County (14,146).


The central counties of the three metropolitan areas within Oklahoma have some of the
lowest commuting rates in the state. Tulsa and Comanche counties have the lowest
commuting rate at 5.8 percent. Oklahoma County is the fifth lowest at 7.2 percent.

The other metropolitan counties, Le Flore and Sequoyah, are part of the Ft. Smith, AR
metropolitan area and also have fairly high commuting rates, 36.2 percent and 44.0
percent respectively.


Non-Metropolitan Commuting
Only two non-metropolitan counties have a commuting rate greater than 50 percent.
Nowata, in far northeast Oklahoma and Cotton, in far southern Oklahoma, each have
substantial out-commuting. Both of these counties also have a significant number of
commuters that cross the state line to work. Nowata County sends 886 workers to
Montgomery County, KS and Cotton County sends 410 workers to Wichita County, TX.


Only five non-metropolitan counties have over 1,000 net-commuters. Net-commuting is
the difference between those coming into a county to work and those leaving a county
to work. Muskogee County has the highest number of net-commuters with 3,071 for a
commuting rate of 17.1 percent. Other non-metropolitan counties with high net-
commuters include Carter, Kay, Jackson, and Pontotoc. Each of these counties has a
large city that acts as a hub to draw in workers from other counties. Jackson, Kay, and
Pontotoc counties are also three of the eight counties with a commuting rate lower than
ten percent.


Other counties with positive net-commuters and significant in-commuting include Payne,
Garfield, and Custer. One common thread to these counties is a very strong educational
component: Oklahoma State University in Payne County, Northern Oklahoma College in
Garfield County, and Southwestern Oklahoma State University in Custer County.
Garfield County also draws workers due to Vance AFB.


Only seventeen of Oklahoma’s 77 counties have positive net-commuting. Positive net-
commuting are those counties that bring more workers into a county to work than send
to other counties. Only one county has a positive net-commuting and a commuting rate
higher that 20 percent; Craig County at 23.4 percent. Two factors contribute to this: the

second lowest number of workers for counties with a positive net-commuting and a
large state-run health care facility to bring workers into the county.


There are only eight counties with a commuting rate lower than ten percent. Five of
these are non-metropolitan counties and include Jackson (6.1 percent), Garfield (6.6
percent), Kay (8.3 percent), Woodward (9.6 percent) and Pontotoc (9.8 percent). Each
of these counties has a large city with sufficient employment opportunities for county
residents. Table 2 displays commuting rate for the top and bottom 5 non-metropolitan
counties.

Out-of-State Commuting
Oklahoma’s commuting is higher for those leaving the State to work versus those
coming into the State to work. Only 17,854 workers come to Oklahoma to work while
48,557 leave the state.


Arkansas draws the most workers from Oklahoma with 17,787 commuting across state
lines and Texas comes in a close second with 12,856. Kansas (5,867) and Missouri
(3,613) are the only other States to draw more than 1,000 commuters from Oklahoma.
These four states account for 82.6 percent of all of the out-commuting from the State.


Oklahoma receives the most commuters from Texas (5,853), Arkansas (2,877), Kansas
(2,851), and Missouri (1,287). These states account for 72.1 percent of the in-
commuting for the State.


There are eight border counties in Oklahoma that send more than 1,000 workers each
across state lines. All six counties along the eastern border of Oklahoma send more

than 1,000 workers into Arkansas and Missouri. Le Flore County sends 5,966 workers
out-of state-to work with the majority of these (83.9 percent) commuting to Sebastian
County, Arkansas, home of Ft. Smith.


Only one bordering county receives more than 1,000 workers into Oklahoma. Texas
County, which is located in the Panhandle, gets 1,152 commuters from out-of-state to
work. Table 3 shows the commuting to and from the surrounding states.

One issue with Oklahoma sending so many workers across state lines is the age of the
communities in the other states. Because Oklahoma is relatively young as a state, many
of the communities that draw Oklahoma workers in Arkansas, Missouri, Kansas, and
Texas were long ago established as trading hubs to Indian Territory.


Oklahoma and Tulsa counties also have significant out-of-state commuting. Oklahoma
County sends 2,679 commuters out-of-state while receiving 2,781 out-of-state
commuters. The communities that send the most workers to Oklahoma City are Dallas,
Ft. Worth, Wichita, KS, and Denton, TX. Oklahoma City sends the most workers to
Dallas, Ft. Worth, Wichita Falls, TX, and Houston.


Tulsa County sends 2,113 out while receiving 3,121. The communities that send the
most workers to Tulsa are Ft. Worth, Houston, and Fayetteville, AR. Tulsa sends the
most workers to Dallas, Houston, and Ft. Worth.

Daytime Population
While similar to commuting patterns, the daytime population information gives us
another picture about what workers are willing to do to find suitable work. The daytime
population includes all workers who live within an area plus the workers that commute
to that area to work. Daytime population numbers are calculated at the county, city, and
census tract level. Using the census tract information, detailed analysis may be done on
concentrated work areas like downtown areas, major retail areas, and high labor areas.


Counties
As expected, Oklahoma and Tulsa counties have the largest daytime populations in the
State. Each county’s daytime population is much higher than their resident population.
Oklahoma County added 85,860 workers for a total of 746,308 daytime population and
Tulsa County added 61,759 workers to 625,058 daytime population.


The State’s daytime population is 30,703 persons less than its resident population.
Cleveland County is the only county of the top five in resident population to have less
daytime population than resident population. Cleveland County has the largest negative
difference between resident and daytime populations at 35,560. This is in direct
relationship of the county having the highest number of out-commuters in the state.


Oklahoma and Tulsa counties have the highest employment ratio in the State at 1.28
and 1.23 respectively. The State average employment ratio is 0.98. Employment ratio is
the calculation of workers working in an area divided by workers living in that area.

An employment ratio over 1.0 means more workers travel into that area to work and a
ratio below 1.0 means workers leave that area to work. The bottom five employment
ratio counties are very similar to the highest commuting rate counties. All five of these
bottom counties are suburban counties to the Oklahoma City and Tulsa metropolitan
areas. The only county in the top five commuting rate not in the bottom five employment
rate is McClain County. A main reason for this is that Purcell is also a draw for
employment from Cleveland, Garvin, and Grady counties.


Tulsa and Comanche counties lead the State in the percent of workers who live and
work in the same county, with 94.2 percent. Wagoner County at 24.5 percent has the
lowest percent of workers that live and work in the same county. Table 5 shows the top
and bottom 5 counties by percent of workers who live and work in the same county.

Places
Daytime population by place is gathered for all cities with at least 2,500 workers living in
the city or 2,500 workers working in the city, based on the 2000 Census.


Oklahoma City and Tulsa have the highest daytime populations. Oklahoma City has
94,645 additional persons, raising the resident population of 506,132 to 600,777 during
the day. Tulsa’s daytime population is 467,885, which is 74,836 higher than the resident
population of 393,049.


Seven of the top ten cities in daytime population are higher in number than their
resident population. The three that did not are all suburbs to Oklahoma City or Tulsa

(Norman, Broken Arrow, and Midwest City) and all send many residents out of their
cities to work.


Stilwell has the highest employment ratio (workers working in an area relative to the
workers living in an area) in the state at 2.52. There are 3,029 workers in Stilwell
compared to only 1,200 working residents. Grove also has an employment ratio over 2
at 2.17. Oklahoma City and Tulsa have an employment ratio of 1.40. Glenpool has the
lowest employment ratio in the state at 0.31. Table 6 shows the top and bottom 5 places
in employment ratio.

The top three cities with the largest percent of workers who lived and worked in the
same city are major cities outside of the metropolitan areas of the state. Lawton (88.4
percent), Enid (87.1 percent), and Stillwater (85.1 percent) are each hub communities
away from Oklahoma City and Tulsa. The bottom five cities are all bedroom
communities with significant commuting to Oklahoma City. Table 7 shows the top and
bottom 5 places by percent of workers who live and work in the same county.

Downtown Areas/Military/Other
There are selected areas in the State that have a significantly higher daytime population
than evening and nighttime hours. This daytime population or working population may
be quite different than the resident population. In the two largest cities – Oklahoma City
and Tulsa, the downtown areas have very small resident populations when compared to
the working populations.

Lawton’s downtown (census tract 12) is bounded by Gore Blvd. on the north, Fort Sill
Blvd. on the west, and the railroad tracks on the south and east. There are 4,315
workers with only 432 residents in this area.

Two of the States military installations are located within census tracts by themselves;
Tinker Air Force Base in Oklahoma City (census tract 1075) and Fort Sill Army Base in
Lawton (census tract 24). The other two, Vance Air Force Base in Enid and Altus Air
Force Base in Altus, are located in census tracts that cover a much larger area than the
bases alone and make it difficult to capture the daytime population for the bases only.
There are 21,900 workers at Tinker compared to 3,107 residents. At Fort Sill, which
does not have as large a civilian labor force as Tinker, there are 16,585 workers and
12,033 residents.

DAYTIME POPULATION NOTES
Workers – people 16 years and over who were employed and at work during the reference week. The
estimate of workers includes part-time and full-time civilian personnel and people in the Armed Forces.

(Col. 3) Total resident population – the total number of persons living in the area, as shown in Census
2000 100-percent data such as Summary File 1.

(Col. 4) Total workers working in the area – this is the number of workers who reported working in the
area, regardless of their place of residence. In other words, it is the total that worked there no matter
where they lived. Residence locations are not considered, only workplace locations are reflected in this
number.

(Col. 5) Total workers living in the area – this is sometimes referred to as the number of resident
workers. It is the number of people living in the area who are workers. It includes workers who live there
regardless of where they worked, or in other words, no matter where their workplace was located. Place
of work location is not considered, only residence location is reflected in this number.

(Col. 6) Estimated daytime population – this is the estimate arrived at by adjusting the total resident
population by the number of in-commuters and out-commuters to the area, using data from Census 2000.
It does not adjust for people entering or leaving the area for purposes other than commuting, nor does
the commuting adjustment take the time of day of the work trips into account. The estimate is calculated
by adding the total resident population (col. 3) and the total workers working in the area (col. 4), and then
subtracting from that result the total workers living in the area (col. 5). This method yields the same result
as would be obtained by adding the in-commuters and subtracting the out-commuters from the total
resident population.

(Col. 7) Daytime population change due to commuting: number – this is the numeric increase or
decrease in the population of the area as a result of work-related commuting. It is the net change in the
population due to work travel and is computed by subtracting the total resident population (col. 3) from
the estimated daytime population (col. 6). Positive numbers indicate more commuters entering the area
than leaving it. Negative numbers occur when more workers leave the area to go to work than enter it to
come to work.

(Col. 8) Daytime population change due to commuting: percent – this is the percentage increase or
decrease in the population of the area as a result of work-related commuting. It is calculated by dividing
the numeric change due to commuting (col. 7) by the total resident population (col. 3), and multiplying the
result by 100. Positive figures denote the percentage increase experienced by the population, while
negative numbers show the percentage decrease in the population as a result of commuting.

(Col. 9) Workers who lived and worked in the same county: number – this value shows how many
workers who lived in a particular county also worked in that same county. It is derived from place of
residence location information and responses to the question on workplace location during the week prior
to filling out the census questionnaire.

(Col. 10) Workers who lived and worked in the same county: percent – this measure is sometimes
used as an indicator of worker retention, but it does not reflect variation in area size (some counties cover
a large area while others are small) or other attributes very well. It is computed by dividing the number of
workers who lived and worked in the same county (col. 9) by the total workers living there (col. 5) and
multiplying the result by 100.

(Col. 11) Employment-residence (E-R) ratio – this is a measure of the total number of workers working
in an area (col. 4), relative to the total number of workers living in the area (col. 5). It is often used as a
rough indication of the jobs-workers balance in an area, although it does not take into account whether
the resident workers possess the skills needed for the jobs that are available. E-R ratios greater than 1.00
occur when there are more workers working in the area than living there. These areas can be considered
as net importers of labor. For example, an E-R ratio of 1.19 means that there are 19 percent more
workers working in the area than living in the area. Values less than 1.00 indicate areas that send more
workers to other areas than they receive, i.e., they are net exporters of labor.
