                       Recruitment and Retention Project
                      Personnel Development Scholarships

Outcome: To increase the number of licensed special education
personnel in Oregon schools through the provision of funds to school
districts and Education Service Districts (ESDs) for scholarships to
individuals to complete special education endorsement. These scholarships
are being provided under the goals of the Oregon Department of Education
(ODE)/Office of Special Education (OSE) State Improvement Grant.

Total Amount Available: $15,000

Proposed number of grants:
Three or more grants will be awarded to districts or ESDs, up to a
maximum of $5,000 per district/ESD.

Eligibility:
The scholarship funding will be available only to school districts and ESDs
who identified Recruitment and Retention of Qualified Personnel as a
priority for personnel development in their LEA Application, Comprehensive
System of Personnel Development survey and/or requested specific
assistance in the System Performance Improvement Plans.

Purpose and Background:
The purpose of the these scholarships is to provide school districts and
ESDs ways to support personnel employed within their programs to obtain
Oregon Special Education endorsement and assume special education
teaching positions. Programs receiving awards must:

     1. Describe the need for these funds through a history of retention
         issues, e.g. high turnover, extended vacancies and/or lack of ability
         to fill posted positions and retain those employees.
     2. Describe a clear and fair process for selecting individual(s) to receive
         scholarship(s) that will ensure: a) the individual’s potential for
         successfully completing an endorsement program, b) potential for
         hiring the individual for a special education teaching position after
         obtaining an initial license, and c) potential for long-term retention of
         the individual.
     3. Indicate the university or college preparation program in which
         individual(s) will be participating.

Application Process:
PROPOSALS MAY NOT EXCEED 4 PAGES (single-sided and double spaced) IN
LENGTH. THE FONT MUST BE 12 POINT OR LARGER. PROPOSALS MUST BE
ARRANGED IN THE ORDER OF THE CRITERIA ON THE ENCLOSED TABLE
ENTITLED “CRITERIA TABLE”.

    Only one proposal may be submitted per school district or ESD.

    A hard copy of an original plus three additional copies of the proposal must be
     submitted for the proposal to be considered.

    Proposals will be reviewed and considered in accordance with the requirement on
     the Criteria Table.

    Applicants must agree to provide a final written report and a budget report to the
     Teaching Research/Western Oregon University.

 Funding will be a one time award. Recipient agencies will be notified by November
     28, 2003.
