1. Is LCC paying for part of the capital costs? If so, how much?
2. Does LCC
I. Condone …misuse of planning powers regarding the proposed
superstore?
II. Intend to meet the inevitable deficit in the new offices scheme?
3. If not contributing to the capital cost of the proposed offices, is LCC
committed to renting or leasing floorspace in the new building? If so, how
much, at what cost per year?
4. If unitary authorities are a serious proposition, are you able to explain what
this would mean? Would MBC take over some LCC functions, or would LCC
take over MBC? Could it involve combining with any adjoining authority?
5. Re above - what real benefits will there be to the taxpayer? What are the
likely figures for district/unitary authority services?
6. What benefits will there be to local democracy?
7. Regarding local authority housing, if LCC took over or a unitary authority
evolved, would this be put to housing association administration, as Rutland
CC?
8. Regarding education, would this be retained by LCC or taken over by a
unitary county/ district authority as Rutland, possibly using ‘foundation’
schools?
9. Regarding environmental Health, open space maintenance, processing
planning applications and building regulations, plus bylaws and licensing. Any
comments on these, whether at district or unitary level?
10. What input has LCC had to location, accommodation and new office
design?
11. What advice, if any, has your conservation officer given to MBC?
12. Does LCC subscribe to the ‘philosophy’ … of ‘working from home’ as a
‘new method of working’.
