					             GREAT KILLS LITTLE LEAGUE, INC. (G.K.L.L.)
               GENERAL RULES 2007 – ALL DIVISIONS


1. The following will be applicable except where a Divisional Rule supercedes. All
   rules are not covered in the Special Division Rules, or the official LITTLE
   LEAGUE RULES AND REGULATIONS. Copies of which SHALL BE
   CARRIED BY ALL MANAGERS.

2. The Director on Duty (D.O.D.) shall decide the playing condition of each field
   BEFORE EACH GAME BEGINS. A Director can only cancel the game during
   the time he or she is on duty.

   If a HAZARDOUS CONDITION occurs (i.e. lightening in the area of the ball
   field), the D.O.D. shall have the right to delay or call the game or ALLOW the
   game to continue.

3. On all unlit fields, it will up to the discretion of the D.O.D. as to when the game
   ends due to the prevailing conditions. An umpire or the D.O.D must mark actual
   starting of all games. No game shall begin after 8:10 P.M. on lighted fields
   from Sunday through Thursday. No games shall begin after 8:30 P.M. on
   Friday or Saturday. No inning shall start after 10:00 P.M.
4. The actual starting time of a game will be within five minutes of the last out of the
   previous game. Practice time will be included in the time limit as follows:
           Boys Majors, Sr. Minors and Jr. Minors                 1 hour and 45 minutes
           Girl’s seniors, Majors and Minors                      1 hour and 45 minutes
           Boys Farm                                              1 hour and 30 minutes
           Boys Clinic, “T”-Ball, and Girl’s Clinic               1 hour and 15 minutes
           Girls Farm                                             1 hour and 30 minutes
   ALL GAMES MUST START ON TIME!!
5. All Games will be played so that no inning will start after 1 hour and 45
   minute time limit has elapsed. This will allow the completion of the inning that
   is being played. Not necessarily the 6th inning. The 1 hour and 45 minute time
   limit shall be waived if: No other game follows the game in progress and there
   is no conflict with the curfew.
6. In all competitive divisions, four complete innings will constitute a game. In non-
   competitive divisions, the game will end at the end of the time limit.
7. In all competitive divisions (girls and boys) the 15 run rule will be in effect (see
   Rule 4.10e).

8. The waiting time for a game to prevent forfeiture will be 15 minutes from the
   scheduled start time. In the event one team fails to appear for a scheduled game,
   that team will lose by forfeit (6-0).
9. Prior to the start of the game, if time allows, players from both teams will police
   the playing field and the dugout. Managers should ensure that dugouts are clean
   prior to leaving the playing field. Both teams must supply one coach to prepare
   field for play.
10. BASEBALL MUST PLAY RULE: All divisions – all players must play three
    consecutive innings per game. This is the 3-inning play rule. Any game ending
    before six innings due to time; all players that come in for the second half must
    start the next game.
   EH (Extra Hitter) rule: Children playing 3 innings in field and batting. The
   whole game will be counted as a full game. No child can be EH 2x until every
   player on the team has been a EH.
   Penalty: Manager will be suspended 2 games and child will play ½ games
   until minimum is met.
   BOYS: MAJOR, SR.MINOR JR. MINOR DIVISIONS: When playing half
   games, players must play three consecutive innings. With 12 players or less on a
   team, a player is not allowed to play more than two consecutive half games (1 in
   3). With 13 or more players on a team, a player is not allowed to play more than
   3 consecutive half games (1 in 4).
   GIRLS CLINIC AND FARM DIVISIONS: All must play.


   ALL OTHER SOFTBALL WILL PLAY ROTARY.
   ***Violation of this rule will cause the manager to be suspended for the next
   game, and the player will have to play the next two games as full games. This
   will apply even if the infraction is discovered at a later date.
   Minor, Major girls will play on a rotary basis.
   ROTARY FORMAT: Every child on the team is in lineup during interdivision
   games. When playing within same division, 1 in 3 rule applies. All players will
   bat when rotary lineup is in effect. Players must not sit on the bench 2
   consecutive innings. Every player must play the field before you can sit a player
   a second time.
11. Players arriving by the third inning must play. Players arriving after the third
    inning cannot play unless the team has only eight players.
   In junior softball, players arriving by the fourth inning must play. Players
   arriving after the fourth inning cannot play unless the team has only eight players.

12. In the event the player misses practices or games regularly, doesn’t have a
    reasonable excuse, and doesn’t give prior notification to their manager, their name
    will be submitted to the division player agent with full particulars for possible
    disciplinary actions.
13. Subject to the divisional player agent approval, managers may bench a player for
    unruliness, or repeatedly missing games or practices. The player’s agent must
    receive full details and a written report and practice sheets at least 24 hours prior
    to the benching. In the case of gross unruliness, where immediate discipline is
    required, a manger may bench a player without approval of a player agent. If this
    occurs the D.O.D. must be notified. However, the player agent must be notified
    immediately following the benching, prior to the next regularly scheduled game.
    Opposing managers shall be notified and score sheets marked to indicate
    benching. The notifications shall be made prior to the start of such a game. Failure
    to follow these procedures can result in forfeiture.
14. The League, any Vice Presidents,or Player Agent shall have the authority to
    discipline or suspend any manager, coach, or player whose conduct is considered
    detrimental to the welfare of the league. This can only be done pending a hearing
    of duly constituted committee of the Board of Directors.
   Any Director who witnesses an act of gross misconduct on the part of any
   manager, coach, scorekeeper, or player has the authority to resolve such
   misconduct through remedial action, up to and including the ejection of the
   offending individual from the premises. (It is the manager’s responsibility to have
   the parent or coach leave the complex).
   In any case involving discipline, the Director must submit a full written report of
   the details to the President of the G.K.L.L. within 48 hours of the incident.
15. Both teams will report the results of the game to the G.K.L.L. by presenting the
    original score sheets immediately after the game to the administration room. A
    copy of the score sheet will remain with the manager’s records. The manager of
    the wining team shall make provisions for the game results to be reported to the
    S.I. Advance. (981-1234). No manager should report any game that will
    embarrass the opposing team. Be courteous if a player of another team does well,
    and then report it. Managers or coaches (in the absence of the manager, are
    required to have all previous game score sheets with them at each of their games.
    Although a manager may delegate the score sheet preparation to a coach, it shall
    be the managers responsibility to be sure that the score sheets have been properly
    dated and completed and handed in for each game prior to leaving the G.K.L.L.
    complex. All score sheets in all DIVISIONS must be complete with full names
    (first and last).

   ***Be certain that all information for BOTH teams is clearly indicated on
   score sheets. This includes pitches age, innings pitched, last date pitched,
   half and full games, for both teams. Baseball/Softball Presidents, D.O.D., or
   Player Agent reserve the right to inspect your score sheets at any time!
   All managers must be familiar with the pitching rules in the LITTLE
   LEAGUE RULE BOOK, UNDER SECTION VI.
   WHENEVER AN INELIGIBLE PITCHER IS DETERMINED, A FORFEIT
   WILL RESULT, AND THE MANAGER WILL BE SUSPENDED FOR
   ONE GAME.
   Pitchers must be removed from the mound if: they hit 3 batters in one inning, or 5
   batters in one game. The pitcher may remain in the game at another position.
16. All managers shall note Rule in Section 8.06 of the LITTLE LEAUGE RULE
    BOOK regarding the number of trips to the foul line: A pitcher shall be removed
    on the managers 5th trip in one game, or the third trip in one inning. managers can
    cross the foul line to talk to his pitcher. Everyone must wear protective cups in
    order to play. Catchers must wear full equipment. All male catchers must use a
    catcher’s mitt. (All competitive divisions).
17. Players may use their own one-piece Little League Approved bats and gloves. All
    bats in excess of seven (7) must be kept in the equipment bag during games.
    There is no on deck batter.
18. Adult managers or coaches may not warm up pitchers either on the field or in the
    bullpen area. Children warming up pitchers must wear a mask.
19. Each team must put one new ball into the game and will receive one ball back
    when the game ends.
20. Only designated and “BOARD” approved coaches will receive 8 hours credit. In
    the event any person so designated and approved (a manager, a coach, or team
    mother) is not fulfilling their obligation, it shall be the manager’s responsibility to
    report this fact to the Player Agent IN WRITING. In such instances a
    replacement for the delinquent party may be secured. The actual hours credited to
    the delinquent party, shall be at the discretion of the “BOARD”, and computed on
    a pro-rated basis. It is the responsibility of the manager to provide the player
    agent with the names of his/her coaches and team mother. The manager will not.

21. Have extra coaches at practices and tell them they are getting hours for “Helping”.
    If this occurs, the manager will be penalized by having his/her hours removed.
22. Only coaches approved by the BOARD OF DIRECTORS are allowed in the
    dugout. A maximum of three adults are allowed in the dugout. No children other
    than team members shall be allowed in the dugout. During the game the umpire
    will stop the game and remove children. For girl’s games: In the event that the
    scheduled woman is not in the dugout, the team must supply one at all times.
    VIOLATION: If a non-approved person in the dugout or on the field (Except for
    the exception for the girl’s divisions). The manager will be suspended for 1 game.
    The second violation will result in the termination of the manager. NO
    PROTEST of this game will be accepted due to this rule. (No loss of game
    either).
23. Managers and coaches shall remain in the dugout unless time out is asked for and
    granted by the umpire. Time out can only be requested by the manager.
    Managers may only discuss the ruling with the umpire provided that they have a
    rulebook with them. If there is nothing to substantiate their appeal, they will not
    be given the right to discuss it. Protest must be in accordance with the Little
    League official procedure. There will be no protest on umpire’s judgment calls.
    No coach may talk to the umpire unless he/she is filling in for the manager.
24.
      a) Any manager coming out onto the field may be ejected from the game (and
         suspended from his next game) if they do not comply with G.K.L.L. rules
         governing discussion of a rule, or interpretation of a rule with the umpire.
      b) A Director or Asst. Director/Manager ejected from a game will be suspended
         three games. The director or Asst. Director/Manager has the right to appeal to
         the protest committee in writing within 24 hours of being ejected for the 2nd
         and 3rd game.
      c) If a coach gets ejected, said coach will be suspended for two games and or
         removed permanently.
      d) If a coach gets suspended, the manager may be suspended for one game as
         decided by the President of G.K.L.L.
      Note: All suspensions will be for the next scheduled played game.
25. Subsequent to notifying an umpire of an official protest, a written report must be
   submitted within 24 hours. The point of the protest must be indicated on the score
   sheet. The umpire must sign the score sheet at the time of the infraction. If
   umpire refuses, D.O.D. must be notified.

26. Any manager or coach that constantly argues after a decision has been rendered
    on a play, a judgment call, or a rulebook interpretation, may be removed from the
    game. The umpire or the D.O.D. has the right to eject the manager for any of the
    above, and their name will be submitted to the Board of Directors for disciplinary
    actions.
27. All protests must be submitted to the Baseball/Softball Presidents who will rule
    on the validity of said protest and determine whether the protest should be
    forwarded to the protest committee.
28. During play-offs, protests shall be settled immediately. A protest committee
    consisting of three Directors present.
29. Managers at all games have the responsibility of: controlling coaches, players,
    and over enthusiastic parents. Parents must remain in their designated areas. The
    umpire in charge of the game has the right to hold up play or even forfeit the
    game if, in their judgment, the infraction referred to in this rule makes it
    necessary. The D.O.D., Baseball/Softball Vice Presidents and Player Agents
    have similar jurisdiction in all divisions.
30. Rained out or upheld protest games will only be rescheduled by the Division
    President, the Scheduling Director and the involved player agents. It will be the
    responsibility of the player agents to inform all managers of the rescheduled
    game.
31. Coaches shall assist managers at games and practices, and act as managers when
    the manager is not available. Coaches will umpire when necessary.
32. In all divisions 2 adults will be allowed to coach the bases if so desired. If a base
    coach argues a call, he will be suspended three games. Base coaches cannot
    speak to the umpire.
33. Managers are responsible for players at games and at practices. They must
    practice at least once a week. They are also responsible for seeing that equipment
    is not abused, and to notify players of schedule changes and rain outs. They must
    also ensure that their team is represented at the managers meetings. They also
    have the responsibility to see that their equipment is returned at the
    completion of their last game. (This includes playoff games).
34. No players will be replaced after May 15th, except from the waiting list.
35. The President or his representative is responsible for all league rule
    interpretations.
36. In competitive divisions, after the draft, there will be no trading of any players
    without the consent of the player agent and the approval of the President of

   Baseball/President of Softball. In non-competitive divisions, player agent
   approval is necessary.
37. Prior to the start of the game, both managers and umpires will meet and review
    the ground rules.
38. No children will be allowed in the press box without the approval of the D.O.D.
39. The minimum number of players needed to play a game will be 8. Any team that
    starts with the minimum number of players may add to this number. Should
    players be late see general rule #11. A team that starts with nine or more players
    and then drops to the minimum during the game will no longer be grounds for
    forfeit. A team will be allowed to start and complete the game as long as they
    have the minimum number of players. Should injury or illness prevent a manager
    from fielding the minimum number of players, the manager may, without penalty
    of forfeiture, replace the injured or ill player with a player previously in the line-
    up, only if the use of all other eligible players on the roster has been exhausted.
    Should an ejection of a player prevent a manager from fielding the minimum
    number of players, the manager of the opposing team will select a player
    previously in the line-up, but only if the use of all other eligible players on the
    roster have been exhausted. This applies to Senior Minor and Major Boys, as
    well as Major and Senior Girls.
40. All girls’ softball teams must have one woman at practice and in the dugout at
    all times.
41. Games may only be rescheduled for religious or school reasons. This will only be
    done by the President of Baseball/Softball, the Scheduling Director and the Player
    Agent.
42. If a player is absent for 2 consecutive games or practices (AWOL or excused), the
    manager must notify the player agent. Failure to do so may result in the
    suspension of the manager.
43. Directors are not allowed to wear any apparel indicating that they are directors
    while they are managing or coaching. Violations of this rule will result in an
    automatic one game suspension.
44. All children must play three consecutive innings and have one at bat to qualify for
    the half game rule.
45. The Board of Directors has the right to bench a child for the parent’s failure to
    fulfill the hour’s requirement as stated below.

IN ORDER FOR ANY CHILD AGE 9 OR OLDER TO BE CONSIDERED
FOR ALL-STARS, ALL HOURS MUST BE COMPLETED BY JUNE 1ST.

It is the Player Agent’s responsibility to notify a manager when a benching is about
to occur. If a manager fails to follow through on the benching, disciplinary action
will be taken against the manager.

               GROUND RULES FOR ALL DIVSIONS – 2007

1. An overthrown ball into the dugout area, either thrown or misplayed by a fielder,
   is one base plus the base the runner is going to. The ball then becomes dead.
   UMPIRES JUDGEMENT (except rule 7.05of the Little League Rules and
   Regulations).
2. A ball going under the fence and out of the playing area, either thrown or
   misplayed by a fielder is a DEAD BALL. Runner advances to the base he is going
   to, plus one base. ON BALL 4, BATTER GOES TO 2ND BASE ONLY.
3. As a result of a play – not a pitch, a ball lodged or stuck under the fence or behind
   the canvas, becomes a DEAD BALL. Runners advance the base he is going to,
   plus one base.
4. A fair ground or fly ball bouncing over the outfield fence is a GROUND RULE
   DOUBLE
5. A ball hitting an obstruction over the top of the fence in fair territory and
   bouncing back on the playing field is a HOME RUN ON ALL FIELDS.

6. No ball can be thrown while in a dead ball area (i.e. if a ball goes behind the
   dugout, the fielder has to come out from behind the dugout to throw the ball onto
   the playing field). The ball can’t be thrown from inside the dugout. The ball can’t
   be thrown over the dugout onto the playing field.

                      GIRLS CLINIC SOFTBALL
                        2007 SPECIAL RULES


1. The clinic division will play a 20 game schedule.
2. Every player appearing for the game must stay in a complete team batting order.
   There will be no change in the lineup for the duration of the game.
3. There will be a maximum of nine batters or three outs per inning. The final inning
   (not necessarily the 6th inning) ends immediately after the ninth batter completes
   her turn at bat.
4. Managers or coaches will pitch to all batters.
5. After the batter is pitched five pitches and does not hit the ball, the manager or
   coach will place a ball on the tee. The batter will be allowed two additional
   swings from the tee.
6. The manager or coach from the team at bat will umpire 3rd base and home plate.
   The manager or coach from the defensive team will umpire 1st and 2nd bases. All
   umpires shall provide instruction and guidance to all players (from either team)
   whenever appropriate.
7. Four adults will be allowed in the dugout at any given time INCLUDING THE
   TEAM MOTHER.
8.    Managers or coaches may call time out and interrupt the game at any point to
     show the proper way to execute a play.
9. Children will not coach at 1st or 3rd base in this division.
10. There is no bunting, stealing, or infield fly rule in this division.
11. Girls on the pitchers mound must wear a helmet with the protective mask. (When
    the manager or coach is pitching the girl must remain behind the rubber until the
    ball is hit.)
12. All batters and base runners will wear a helmet with the protective facemask.
13. The clinic is an instructional division with no standings.
14. The ball used in this division will be a Reduced Injury Factor ball (11” ball).
15. All games will be one hour in this division.
16. The manager or coach that is catching must wear a facemask.
17. All players in this division will receive a trophy for participation.

                      GIRLS FARM SOFTBALL
                       2007 SPECIAL RULES


1. The girls farm division will play a 20 game schedule.
2. There will be on field instruction given during the games. Two adults will be
   allowed to coach bases.
3. Four adults will be allowed in the dugout at any given time INCLUDING THE
   TEAM MOTHER. The team mother must be present at practices as well.
4. Three (3) outs or five (5) runs will constitute an inning.
5. Pitching machines will be used from opening day to and including May 12th to
   give time to develop pitchers.
6. From May 14th to close of season pitchers will be used. Any player can pitch.
   Each team must pitch a minimum of 4 pitchers in a week (3 game week). In a 1
   or 2 game weeks, there is a 4-pitcher minimum. Any player can pitch. 6 and 7
   year olds will pitch one inning per game/Maximum 3 innings per week. 8 year
   olds will pitch 3 innings per game/Maximum 6 innings per week.
7. All pitchers (6,7 and 8 yr. Olds) will pitch from 33’.
8. From opening day a player will be allowed to steal from 2nd base to 3rd base only.
   There will be no advancement to home on an overthrown ball.
9. Every player appearing for the game must stay in complete batting order. There
   will be no change in the lineup for the duration of the game, but you may have
   fielding changes.
10. Score sheets must account for all players on both teams (in lineup, excused or
    AWOL)
11. Scorekeeper will note that each player has batted by marking the proper symbols
    in each box. You must indicate the position that each girl has played and
    completed all pitching information. This must be completed for both teams.
12. All managers are to have with them at all times, their practice sheets and
    attendance records. If not properly kept, disciplinary action will be taken
    according to each circumstance.
13. This division will receive a participation trophy.

                     GIRLS MINOR SOFTBALL
                       2007 SPECIAL RULES

1. The Minor Girls division will play a schedule of 20 games.
2. Line-up changes will be made at the end of the 3rd inning or the inning closest to
   45 minutes of play (whichever comes first).
3. Sixteen foot pitching circle – when the balls is in the circle, the runner must
   commit to a base or they will be called out.
4. If a team will only have 7 girls present for a game, the player agent will be
   notified within 24 hours of the game. A replacement will be given to the team
   from a pre-determined pool of players. This list will be made by the divisional
   player agent. (The player agent will have a list of players willing to fill in, the list
   will be rotated). The manager will not have a choice of what player they shall
   receive. They will not be allowed to use this player to pitch. The replacement
   player will be guaranteed to play at least 3 innings, and will only start or play a
   full game if there are no rostered players on the bench. A full game if there are no
   rostered players on the bench. Under no circumstances will a manager be able to
   recruit the replacement player from the complex or in any other manner. The
   manager who violates this rule will be suspended for one game, and the game will
   be a loss for the team.
5. All teams will be allowed to use one player as designated hitter. This player will
   be counted as playing half a game even if they DH the first half and play the field
   the second half. The same player can’t DH for two consecutive games.
6. This division will be a 1 in 3 division. All players in this division must play a
   minimum of 4 half games. Note: A game in which a child is a DH cannot be
   counted in this 4 half game minimum.
7. Four adults will be allowed in the dugout at any given time including the Team
   Mother. The Team Mother must be present at practices as well.
8. The 15 run rule will be in effect in this division (see Rule 4.10 e)
9. There is stealing, bunting, and the infield fly rule in this division.
10. 8 Year olds will pitch from 32 ½ feet. 9 and 10 year olds will pitch from 35’.
11. An 11” ball will be used in this division.
12. Rainouts or suspended games will be made up in the order they occur. They will
    be scheduled by the President of Softball and the scheduling Director.
13. Managers are responsible for the actions of their coaches. Only the manager can
    discuss a rule interpretation with the umpire.
14. PLAYOFFS: All teams will qualify for playoffs. 1st place will play 4th place. 2nd
    Place will play 3rd place. One game elimination. The winners will play a 2 out of
    3 series.
15. Playoff Winners Trophy – if the same team wins playoff winner and the division,
    a larger trophy will be awarded.
16. Morasco/Ripley – all teams must be present.

1. The Major Girls division will play a schedule of         games.

13. Managers are responsible for the actions of their coaches. Only the manager can
    discuss a rule interpretation with the umpire.
14. PLAYOFFS: All teams will qualify for playoffs. 1st place will play 4th place. 2nd
    Place will play 3rd place. One game elimination. The winners will play a 2 out of
    3 series.
15. Playoff Winners Trophy – if the same team wins playoff winner and the division,
    a larger trophy will be awarded.

                       2007 SPECIAL RULES

1. The Junior Girls division will play a schedule of      games.
2. Sixteen foot pitching circle – when the balls is in the circle, the runner must
   commit to a base or they will be called out.
3. If a team will only have 7 girls present for a game, the player agent will be
   notified within 24 hours of the game. A replacement will be given to the team
   from a pre determined pool of players. This list will be made by the divisional
   player agent. (The player agent will have a list of players willing to fill in, the list
   will be rotated). The manager will not have a choice of what player they shall
   receive. The replacement player will be guaranteed to play at least 3 innings, and
   will only start or play a full game if there are no rostered players on the bench.
    Under no circumstances will a manager be able to recruit the replacement player
    from the complex or in any other manner. The manager who violates this rule
    will be suspended for one game, and the game will be a loss for the team.
4. The 10th player will be the designated hitter. If a girl is a DH for the first half of
   the game, she must play the field for the second half of the game. This will be
   counted as playing half a game. The same player can’t DH for two consecutive

                   2007 SPECIAL RULES
1. The T-Ball division will play a 20 game schedule. The division will be
   divided into odd and even birth months and each division will play each other.

2. All games in this division will be six innings, or one hour and 15 min
   maximum. All players will play a full game.
3. Every player appearing for the game must stay in a complete team batting
   order. All players must play all innings in the field.
4. The manager will place up to five players in the infield (including the pitcher).
   The remaining players will be placed in the outfield.
5. Each half inning is completed when every player on the offensive team has
   batted once. The last batter will keep running until he reaches home plate.
6. If an out is achieved by the defensive team, the runner is removed from the
   base. However, 3 outs will not end the inning (all players must bat every
   inning).
7. The manager or coach must remove the “T” when the runner is advancing to
   the plate.
8. The manager or coach from the team at bat will umpire 2nd base and home
   plate. The manager or coach from the defensive team will umpire 1st and 3rd
   bases. All umpires shall provide instruction and guidance to all players (from
   either team) whenever appropriate.
9. At least one adult (Manager or Coach) shall remain in the dugout at all times.
   It shall be this individual responsibility to supervise and control the players.
10. Infield ball: One base must stop. Outfield ball: as far as you can go.
11. Children will not coach in this division.
12. Any play is automatically ended when the ball is thrown into or through the
    pitching circle, regardless of possession.
13. There are no strikes or outs. Every player will be allowed to hit the ball. There
    is no bunting, stealing, or infield fly rule in this division.
14. The player on the pitchers mound must wear a helmet with the protective
    mask. (The pitcher must in the confines of the pitchers rubber or behind it
    until the ball is hit.)
15. Scoring and Score Sheets:
       A) Since all boys in the ”T” ball division play full games, the 1 in 4 rule
          does not apply.
       B) Score Sheets must account for all players on both teams (in lineup,
          excused, or AWOL). (Full names - first & last).

   will be no changes to the batting lineup for the duration of the game.
3. There is a maximum or three outs per inning. The final inning (not necessarily the sixth
   inning) will end one hour and 30 minutes after the start of the game.
4. The manager or coach will pitch to their team while they are at bat. There will be a total
   of eight pitches maximum allowed per batter. No balls or strikes are permitted. Three
   swinging strikes will constitute an out.
5. The manager or coach from the team at bat will umpire 3rd base and home plate. The
   manager or coach from the defensive team will umpire 1st and 2nd bases. All umpires
   shall provide instruction and guidance to all players (from either team) whenever
   appropriate.
6. At least one adult (Manager or Coach) shall remain in the dugout at all times. It shall be
   this individual responsibility to supervise and control the players.

13. You can only use five boys in the infield including the pitcher. The remaining players

   game week, there is a four-pitcher minimum. See Last Page of Rules for
   Pitch Count Rules (New for the 2007 Season)
4.    If there are any problems with the pitching rubber or mound, either the
     baseball player agent or the D.O.D. will make the final ruling.
5. Stealing: From May 7th stealing will be allowed from second to third base
   only. There will be no advancement to home on an overthrown ball.
6. Two adults will be allowed to coach the bases.
7. There will be on field instruction during the game in this division by the
   manager and coaches. The manager can stop the game to show the player
   how to make a play.
8. All lineups will include all players – no batting changes, only fielding
   changes.
9. Score Sheets and Scoring:
          A. Score Sheets must account for all players on both teams (in
          lineup, excused, or AWOL).
          B. Score Keepers will note that each player has batted by making the
          proper symbols in each box. You must indicate the position that each
          boy has played and complete all pitching information. This must be
          completed for both teams.
10. All managers are to have with them at all times their practice sheets and
    attendance records. If not properly kept, disciplinary action to be taken
    according to each circumstance.
11. From March 31st to May 6th, five outfielders (if available) are to be used
    in this division. Ten fielders will be on the field at a time. From May 7th to
    the end of the season, four outfielders will be used.
12. A catcher will be used from May 12th on.
13. This division may play with seven players in attendance.
14. This is a non-competitive division - all players will receive a participation
    trophy.

            ROTARY FORMAT: Every child on the team is in lineup during
            interdivision games. Players must not sit on the bench 2 consecutive innings.
            Every player must play the field before you can sit a player a second time.
3. 8 year olds must pitch from the baseball rubber. (1st rubber with at least one foot on
   the rubber upon releasing the ball). If there are any problems with the pitching rubber
   or the mound, either the baseball player agent or the D.O.D. will make the final
   ruling. 9 year olds will pitch from the second rubber.
4. Three outs or five runs will constitute an inning.
     a. Three (3) outs or five (5) runs will constitute an inning in Junior Minor - 8-year-
     old division.
     b. Three (3) outs or six (6) runs will constitute an inning in Junior Minor - 9-year-
     old division.
5. Stealing: Base stealing will be allowed from 1st to 2nd base, and 2nd to 3rd base. There
   will be no advancement passed third base on overthrows. There is no stealing of
   home plate at any time
6. There is stealing and bunting in effect in this division.
7. There will be no on field instruction during the game in this division by the manager
   and coaches. The manager cannot stop the game to show the player how to make a
   play.
8. All lineups will include all players – no batting changes, only fielding changes.
9. Score Sheets and Scoring:
            A. Since this is a 1 in 3 division, all score sheets must indicate if a boy has
               played a full or a half game. You must account for boys on both teams.
            B. Score Sheets must account for all players on both teams (in lineup,

   will play each other. The Major Division will be open to 10, 11 and 12 year olds

   ROTARY FORMAT: Every child on the team is in lineup during interdivision
   games. When playing within same division, 1 in 3 rule applies. All players will
   bat when rotary lineup is in effect. Players must not sit on the bench 2
   consecutive innings. Every player must play the field before you can sit a player
   a second time.
2. EH or OP will be a full game at bat, half in game in field split between two boys.
   Each will receive credit for a full game.
3. Pitching Rules: See Last Page (NEW RULE FOR 2007 SEASON)
   Four innings constitute a game. Win, Lose or Tie.
4. If a game goes only four innings, all 2nd half players must start the following
   game, which they are present for.
5. The 15 run rule will be in effect in this division (see Rule 4.10e).
6. All rainouts are to be scheduled by the President of Baseball along with the Player
   Agent and the Scheduling Director.
7. All boys who achieve the age of 10 before August 1st, 2001 will be eligible for the
   Majors.
8. FORFEIT PREVENTION RULE: If a team will have less than 9 players present
   for a game the player agent will be notified 24 hours before the game. A
   replacement will be given to the team from the Sr. Minor eligibility list through
   the player agent. They will not be allowed to use this player to pitch. The
   replacement player will be guaranteed to play at least 3 innings, and will only
   start or play a full game if there are no rostered players on the bench. No team
   will be allowed more than 2 replacement players per game. Under no

   opening day on.
   ROTARY FORMAT: Every child on the team is in lineup during interdivision
   games. When playing within same division, 1 in 3 rule applies. All players will
   bat when rotary lineup is in effect. Players must not sit on the bench 2
   consecutive innings. Every player must play the field before you can sit a player
   a second time.
4. There will be only 10 players maximum in the line up at any one time. This is a
   one in three division. Changes in the line up will be made after 3 innings. There
   is no maximum of how many batters can get up in one inning. See GKLL
   General Rule #9.
5. 9 and 10 year olds will pitch no less than 4 innings in a week unless there is a rain
   out. A violation will result in a loss of final game of week and suspension as per
   General Rules.
6. DH will be a full game at bat, half in game in field split between two boys. Each
   will receive credit for a full game.

                              2007 SPECIAL RULES
                                  Pitching Rules

1. Any Player on a regular season game may pitch. (NOTE: There is no limit to the
number of pitchers a team may use in a game.) EXCEPTION: A player who has
attained league age of twelve (12) is not eligible to pitch in the Senior Minor
Division.

   2. The manager must remove the pitcher when said pitcher reaches the limit for
      his/her age group as noted below, but the pitcher may remain in the game at
      another position:


    Pitch Counts: 10, 11, and 12Year olds April        May   June

                  8 And 9 Year Olds       40 Max      50 Max 60 Max


   3. Eleven (11) Year olds MUST pitch 50 pitches in one week. And a Max of
      Above Max Counts. *In Major Division only*

   4. Rest Requirements: 10, 11 and 12 Year Olds
    - If a player pitches 61 pitches in one day, Four (4) calendar days rest must be
      observed.
    - If player pitches 41-60 pitches in a day, Three (3) calendar days of rest must
      be observed.
    - If a player pitches 21-40 Pitches in a day, Two (2) calendar days of rest must
      be observed.
    - If a player pitches 1-20 pitches in a day, One (1) calendar day of rest must be
      observed.

    8 and 9 Year Olds- If a Player Pitches More then Half of the Max Amount Of
    Pitches in a day, Three (3) Calendar Day Rest must be observed.
    -If a Player Pitches 1-20 Pitches in a day, Two (2) Calendar Days of Rest must
    be observed.

    NOTES:
      1.The withdrawal of an ineligible pitcher after that pitcher is announced, or
after a warm-up pitch is delivered, but before that player has pitches a ball to a
batter, shall not be considered a violation. Little League® officials are urged to take
precautions to prevent protests. When a protest situation is imminent, the potential
offender should be notified immediately.
       2. Pitches delivered in games declared “Regulation Tie Games” or
“Suspended Games” shall be charged against the pitcher’s eligibility.
     3. In suspended games resumed on another day, the pitchers of record at the
time the game was halted may continue to pitch to the extent of their eligibility for
that day, provided said pitches has observed the required days of rest.
