Report to the Community for 2006

Mission Statement of the

Bernal Heights Neighborhood Center

Bernal Heights Neighborhood Center works to preserve and

enhance the ethnic, cultural and economic diversity of Bernal

Heights and surrounding neighborhoods. We promote community

action to build a just and equitable community for all.

BHNC focuses on the needs of people with low and moderate

incomes. We work to accomplish our mission by:

• Developing affordable housing throughout San Francisco;

• Providing linguistically and culturally responsive services

to our community’s most vulnerable adults, seniors, youth,

and their families;

• Developing leaders; organizing and empowering our tenants,

clients, members, and allies to advocate for their needs

and for the needs of the community.





Neighbors Coming Together

Dear Neighbors, Friends and Colleagues:

With over 30 staff, 16 Board members, 13 affordable housing developments, 4 program sites,

nearly 1,100 members, and more than 16,000 volunteer hours, maintaining a single focus is no

small task, but BHNC is obviously capable of making a big impact! Therefore, during the past

year, BHNC’s staff and Board worked hard on a Strategic Plan which will guide us for the next

five years.



As a result, our Mission Statement more clearly states BHNC’s purpose to preserve and en-

hance the diversity of our community; acknowledges that doing work in adjacent communities

and developing affordable housing City-wide have for 15 years been core to our

work and will continue to be; and clarifies our commitment to developing

leadership, building a broad constituency to advocate for social jus-

tice, and providing supportive services, all for the purpose of pre-

serving and enhancing diversity.



2006 saw some operational and program changes as well.

The Excelsior Neighborhood Commercial Revitalization

Project (ENCoRe) which BHNC led in partnership with the

Excelsior Action Group (EAG) for the past 4 years, be-

came a project solely under the direction of the EAG. Our

work will continue in the Excelsior through continued col-

laboration with the EAG; our running the Greater Mission

Consortium youth center; our Senior Case Managers work-

ing with frail, homebound seniors; our Safety-Network orga-

nizing; our Crocker Amazon Senior Apartments; and our ongo-

ing quest to establish a multi-service center to anchor services in

that community.



Of course, Bernal Heights is our home, so all of our first-rate support programs for

Seniors and Youth, our Community Organizing and our Affordable Housing development con-

tinue unabated. To underscore this, our Bernal Gateway development won its second presti-

gious national award, this time as Best Supportive Housing from Enterprise/ Met Life. We also

continue to work to have the best public housing in the City, publish the New Bernal Journal,

run the Gifts on the Hill thrift store, produce the Hillwide Garage Sale and Fiesta on the Hill.

And, with our new Strategic Plan, our Annual Community Congress will take on even more es-

sential meaning as the annual venue for convening issues and electing our Board of Directors.

Bringing the

Community Together

Communities thrive when its members have ample opportunities to come

together in common space for fun activities or to deal with serious issues

affecting all of us.

Community Congress, our annual meeting of BHNC members and other interest-

ed community members provided an opportunity for discussion of issues ranging from land-use

planning on Mission St. in the Excelsior and in Bernal, healthcare access, environmental justice

and violence prevention. Results from these discussions can be seen and felt around Bernal and

in the Excelsior.



Fiesta on the Hill 2006 brought together almost 15,000 neighbors, friends and

visitors from all around the Bay Area to enjoy music, food, fun and to experience our unique

community. By closing off 9 blocks of Cortland Ave. to automobile traffic for 12 hours, visitors

and neighbors were able to take advantage of the expanded public space to meet friends and

make new friends from amongst the diverse people who call Bernal Heights home.



The Hillwide Garage Sale provided an opportunity for neighbors and visitors to

take walking tours throughout Bernal, talking with friends and strangers alike, looking for that

adoptable treasure offered for sale or trade by a neighbor who had used it long enough.

Resources for an Active &

Vibrant Community

Thriving communities provide a variety of resources for its mem-

bers including, medical, recreational, nutritional, educational,

shelter, art and culture, open space, green space, public space,

sanctuary,and basic human interaction

in a variety of languages and for a

range of cultures, ethnicities and

incomes.



BHNC is committed to and proud of our work to

foster an active, diverse, thriving and compassion-

ate community. All of the work we do with seniors,

youth, and families is done with the goal of making

the place we live a more just and equitable com-

munity for all. From the newest homeowner or

renter to the 4th generation resident, our work seeks

to touch the lives of all who live and work here.



While resources abound in San Francisco, access is not

equally available to all. Barriers may be caused by age, health,

culture, language, education, income, etc. Whether it’s job training for

youth, facilitating health access for frail seniors or organizing community resources to provide safe

living conditions for Bernal’s public housing tenants or providing a congregate lunch for

seniors every day, our commitment and our mission is and has been for the past 29

years to assure that those who need assistance to gain access to these life-enrich-

ing resources get it.



Our Winter holiday activities were once again a warm reminder of how friendly,

compassionate, sharing and caring we are as a community. Through BHNC’s

Senior Star Program, over 100 neighbors shopped for and donated a

present to a senior who needed a little holiday cheer. Our Youth Toy Give-

away Program collected and gave out over 400 toys to youngsters.



Our annual Senior Holiday Luncheon was

cooked and served a great turkey meal with



all the fixings to 70 seniors in our dining room.

With a generous grant from the McKesson Employee Community Fund, we purchased and

installed 4 computer stations at BHNC for use by our Active Seniors. Volunteer instructors

conduct classes during weekday mornings, teaching computer skills ranging from email and

internet use to using basic computer software programs.



Lupe Bravo, age 74, comes to BHNC a few times a week to participate in the Active Senior

Program. She is a member of the Bernal Tappers, who rehearse at BHNC and perform

throughout the City. She also comes for “Senior Yoga,” our daily lunch program and weekly

computer classes in our new Computer Resource Center (CRC) at BHNC.









Learning, Working and

BHNC provides youth, seniors and community members of all ages

opportunities to learn new skills and apply them to help others and themselves.

Volunteering at BHNC Youth participants in our programs at the Greater Mission Consortium (GMC) and through

the Mayors Youth Employment and Education Program (MYEEP) as well as older youth in

our Youth Employment Services Program (YES) learn the skills necessary to apply for,

interview for, and successfully maintain gainful employment in our community. Additionally,

our youth staff continues to offer workshops and one-to-one counseling, helping youth

learn positive conflict resolution skills and alternatives to gang involvement.



2006 was the first year of the David H. Bernard Youth Education Program, awarding five

youth financial support towards post-high school education.



Many members of our community learned new skills and shared their talents with others

through our volunteer service programs. Over 1,200 volunteer hours were donated

by neighbors who work with our frail and homebound seniors through the Neighborhood

Elders Support Team (NEST) Program. Under the tutelage of our Senior Services staff, vol-

unteers learn how to help our community’s elders remain in the community in their homes

for as long as possible.



11,500 hours of service were donated in the Active Senior Program by volunteers who come

into the Center to share their talents and teach skills to our active seniors every day.



And, of course, Fiesta. Almost 200 volunteers working anywhere from 2 to 12 hours on

that wonderful October day made the 18th annual Fiesta a great day for all.



Finally, it’s hard to quantify all of the hours that community members have spent over the

course of the year in meetings and planning workshops at BHNC and in the community;

hearings and meetings at City Hall and rallies to advocate for the interests of our clients,

allies and neighbors. Suffice it to say thousands of hours!

After being evicted from her apartment 16 years ago, Susanna Kohn



went to a hospital, then to an Acute Diversion Unit, a half-way house



and finally, 14 years ago, she settled in one of BHNC’s supportive



apartments in Bernal Heights. There, she lives with her partner, Kathy



and they both receive residentially-based supportive services. Susanna



teaches arts and crafts at BHNC.









Security Begins with a Home

Without a doubt, the most institutionally destabilizing force in any

community is lack of decent, safe and stable affordable housing.

Without a home, it is virtually impossible to take care of life’s other challenges effectively.

BHNC is proud to have contributed 233 units to the city’s stock of permanently affordable

housing, many of which afford residents on-site access to supportive services. These

homes provide housing stability for almost 500 individuals of all ages.



In 2006, we completed rehabilitation on four properties we own in and around Bernal Heights.

These homes are occupied by people with low and very low incomes. They include formerly

homeless individuals and families as well as those recovering from substance abuse, living

with HIV/AIDS or in need of on-going mental health services. Residents of these homes have

become long-term, stable members of the community. These rehabs were completed

using sustainable “green” building methods, capitalizing on our longstanding

partnerships with local small businesses that are committed to using safe building materials.



In the past year we have made great progress on two new developments. As development

consultants for Episcopal Community Services, we have secured financing and entitlements

for a project with 135 “mini-studio” apartments for chronically homeless

adults on 10th St. at Folsom. This development will have an array of supportive services on-

site. Groundbreaking is expected in the Fall of 2007.



We are also moving ahead on a development in conjunction with St. Peter’s Episcopal Church

to develop 20 apartments of supportive housing on 29th Ave. for households with

very low incomes that include a family member with a developmental disability.

Creating Peaceful and

Safe Spaces

Safety and security are important for our community’s youth to

succeed. Without a safe environment it’s hard to concentrate on

the skills-building activities necessary to develop or maintain

strong commitments to school or employment.



The Greater Mission Consortium, our five-agency collaborative for youth services, continued

to provide a safe haven and positive life-skills development for youth in the Excelsior. Its after-

school programs, case-management services, recreation and employment skills training

served over 1300 youth in 2006. Adult mentors and case workers provide a safe space for

youth to plan and play, to think and question and sometimes simply to relax.



A major part of our mission is to encourage and teach people how to break

down the barriers that stand in the way of all of our communities’ mem-

bers’ full participation in and enjoyment of all the benefits of a healthy

community.



BHNC’s violence prevention and community safety work, brought merchants and neigh-

bors together from four corners of the neighborhood to work towards addressing an up-

surge of violence in the Alemany Housing Development. With broad and active support

throughout the Bernal Community, Alemany residents were able to get increased city fund-

ing to reinstate the successful Alemany Farm Program and to provide other support and

recreational programs for adults and youth. This process has led to an ongoing working

relationship between Cortland merchants,

dress the needs of youth and
