MONTANA HIGHWAY PATROL MISSION STATEMENT The mission of the Highway Patrol Division is to safeguard the lives and property of the people using the highway traffic system of Montana through education, service, and enforcement. Fellow Montanans: The spring of 2005 marks an important anniversary, and I am pleased and proud to congratulate the Montana Highway Patrol on 70 years of service. Looking back on 2004, the men and women of the MHP are to be congratulated for their good work, as fatalities on Montana’s roads decreased more than 13 percent from 2003 and about 15 percent from 2002. The year also marked the opening of the District VIII office in Havre. The new office will improve the Patrol’s service to Montanans in the area, and allow the MHP to work closely with other law enforcement agencies along the state’s Northern Tier. And I commend the Patrol on the important role it has played – last year and every year – assisting local, state and federal law enforcement agencies. In first few weeks of 2004, MHP officers were instrumental in apprehending a fugitive from a Michigan prison, and in catching three young men suspected in the murder of an Arizona businessman. These patrolmen were professional and unselfish under the most difficult of circumstances. I thank the men and women of the MHP for their dedication and good work. Sanders Helena, Montana 59620 Re: 2004 Annual Report Dear Attorney General McGrath: I respectfully submit the Annual Report of the Montana Highway Patrol for the year 2004. This report is required by Montana Statute and contains all reported crashes investigated by Montana Law Enforcement. This report is a collaborative effort on the parts of many individuals and serves to assist all Law Enforcement and the public in determining area’s that are in need of traffic crash reduction work. It also informs and educates those individuals whom are interested in traffic safety. Montana saw a significant reduction in fatalities on the roadways of Montana this past year. Thirty-three fewer people lost their lives in 2004 than in 2003. Still 229 individuals lost their lives in traffic crashes and that is unacceptable. There was a huge push in this legislative session to pass traffic safety measures that would hopefully help us to save lives through engineering, education and enforcement. While some bills did not pass, there were a few of them that did and they will assist all of us in helping to keep the fatalities, injuries and property damage crashes down. The GDL bill and open container bill did pass through the legislature and will help in reducing the attitude that Montana has had regarding drinking and driving. The Primary seat belt law did not pass but put up quite the showing with many people and organizations supporting this important piece of legislation. Through a lot of hard work from the Attorney Generals office, legislature and the Patrol we are on the verge of passing HB 35, which would provide a way to recruit and retain qualified individuals with the Patrol. Along with this is a manpower addition that would allow us to hire an additional 20 officers per year for the next 4 years. This would allow us to better serve the people of this great state and make a difference out on the highway when it comes to traffic safety. We in the Montana Highway Patrol remain dedicated to the mission and take very seriously the job with which we were hired to perform. These officers remain committed to providing a safe highway system for all of us to use. With the help of numerous individuals, the Patrol continues to work diligently towards meeting the requirements set forth by the people of this state to improve traffic safety in Montana. The Bureau employs nine full time inspectors who perform roadside inspections as well as safety fitness reviews on motor carriers in Montana.
