MISSION STATEMENT
The Department of Justice will pursue activities and programs that seek to ensure and promote the public interest, safety and well being through leadership, advocacy, education, regulations, and enforcement.
MONTANA HIGHWAY PATROL
MISSION STATEMENT
The mission of the Highway Patrol Division is to safeguard the lives and property of the people using the highway traffic system of Montana through education, service, and enforcement.
Fellow Montanans: Looking back, 2005 carried with it a number of changes for Montana drivers and the Montana Highway Patrol. These are important changes, and they are long overdue. After years of losing officers because of low salaries, successful legislation created an alternative pay plan for MHP. Under the plan, Patrol salaries are based on the average salary in sheriff’s offices located in the eight counties in which the Patrol has district offices and headquarters. We also got an agreement that exempts the MHP from the vacancy-savings requirements that restrict general-fund agencies each year. These are much-needed improvements, and they will ensure the Patrol recruits and retains quality officers in the future. Also in 2005, Montana lawmakers approved a ban on open containers of alcohol in vehicles. This is a significant step in changing the way Montanans look at drinking and driving. And in the spring of 2005, Patrol recruits graduated alongside other law enforcement basictraining students for the first time. After completing basic training, Patrol cadets go through an advanced course that provides training in the fundamentals of traffic enforcement, including auto theft, crash investigation and criminal interdiction. The combined class is the best way to foster good working relationships between departments, and the additional training ensures that the MHP will maintain the highest level of professionalism. In 2005 and every year, the men and women of the Montana Highway Patrol have worked diligently to keep Montana’s roadways safe. I thank them for their dedication and commitment. Very truly yours,

Honorable Mike McGrath Attorney General Justice Building 215 N Sanders Helena, MT 59620 Re: 2005 Annual Report Dear Attorney General McGrath: I respectfully submit the Montana Highway Patrol’s Annual Report for the year 2005. The report is required by Montana Statute and contains all reported crashes investigated by Montana Law Enforcement officers. This report is a collaborative effort on the parts of many individuals and serves to assist all Law Enforcement, Legislature and the public in determining area’s of the state that are in need of crash reduction work. It also informs and educates those individuals whom are interested in traffic safety. The 2005 Legislature made traffic safety a priority by assisting the Attorney Generals Office/Montana Highway Patrol with recruitment and retention issues. They enabled the Patrol Administration to work on issues that have plagued us for many years. Attorney General Mike McGrath was instrumental in getting this done along with numerous other individuals. There were also important bills passed including Open Container and Graduated Drivers Licensing (GDL). These bills will go along way in changing a culture here in Montana and improving traffic safety issues for all Montanan’s. This state saw an increase in traffic fatalities during the 2005 year from 229 in 2004 to 251 in 2005. Alcohol use is still involved in around 30% of all fatal crashes while the lack of seat belt use is involved in 70% of all fatal crashes. We can significantly change these statistics by having everyone pledge to buckle up and stopping the drinking and driving that is so prevalent in our state. With the public’s help and the measures implemented by both the legislature and the Department of Justice, we can make a difference. We in the Montana Highway Patrol remain dedicated to our mission and take very seriously the job with which we were hired to perform. All officers remain committed to providing a safe highway system for all of us to use. The Patrol continues to work diligently towards meeting the requirements set forth by the people of this great state to improve traffic safety.
