XI. ADMINISTRATIVE RECOMMENDATIONS

A. SCHOOL IMPROVEMENT



The Superintendent recommends the following:

Proposal:





1. Approval of a PROPOSAL for the Educational Talent Search/Summer

Enrichment Camp at Trenton Central High School. This program is designed

to address two primary concerns: the academic needs of the 80 rising

freshmen, and cultural enrichment. Two highly qualified, NJ certified

teachers will be hired to facilitate basic freshman English and Mathematics

courses. Students will receive tutoring, which is built into the instructional

day. Students will participate in self-development, decision making, time

management, listening skills, test taking skills and career exploration

workshops. They will receive an orientation at Trenton Central High School

that will include a description of learning communities, a layout of the school,

graduation requirements, and social deadlines. Students will also be exposed

to art and sciences through weekly field trips. (E-2) Funding Period: July

2004-August 2004. Funding Source: No cost to the board.

Letters of Agreements:





2. Approval of LETTER OF AGREEMENT for Gregory Elementary School

to contract “Bettwansuela Productions Assembly”, a story telling event of

history through the characterization of dolls. There will be two assemblies for

the entire student population and their parents. This program will give

students literacy experiences and will include activities that integrate New

Jersey Core Curriculum Content Standards 3.1.

(E-2) Cost not to exceed $1,000. Funding Period: March 2004-June 2004.

3. Approval of LETTER OF AGREEMENT for Washington Elementary

School to contract the services of the Accelerated School Plus Center at the

University of Connecticut for the 2003-2004 school year. The objective of the

agreement is for the parties to work together in implementing and sustaining

the Accelerated Schools Model at Washington Elementary School.

Additionally, this partnership is to transform Washington into an Accelerated

Schools; philosophy and process within the school. (E-2) Cost not to exceed

$5,000. Funding Period: September 2003-June 2004. Funding Source: Board

Funds GAAP #15-000-223-320-0000-00-30.

4. Approval of LETTER OF AGREEMENT for Franklin Elementary School

to contract the services of the Accelerated School Plus Center at the

University of Connecticut for the 2003-2004 school year. The objective of the

agreement is for the parties to work together in implementing and sustaining

the Accelerated Schools Model at Franklin Elementary. Additionally, this

partnership is to transform Franklin into an Accelerated School and to sustain

the Accelerated Schools’ philosophy and process within the school. (E-2)

Cost not to exceed $5,000. Funding Period: September 2003-June 2004.

5. Approval of LETTER OF AGREEMENT for the district to contract with

the Educational Testing Service to provide a workshop entitled “Pathwise:

Framework Observation Program”. This workshop is designed for educators

who are charged with the responsibility of observing classroom teaching

performance. The workshop involves evaluating complex performances and is

based on the development of assessor training and ongoing research for both

Praxis III: Classroom Performance Assessments and the National Board of

Professional Teaching Standards. 30 district Principals, Directors, and

Assistant Directors will participate in the training. Cost not to exceed

$14,184. Funding Period: April 2004-June 2004. Funding Source: Board

Funds GAAP #11-000-221-320-0000-00-82.

6. Approval of LETTER OF AGREEMENT for Cadwalader Elementary

School to contract the services of The Cameo Cast, Inc., to present “I’m in

Charge of Me!” This program will provide 259 student’s in grades

kindergarten through fifth with the opportunity to be part of a program where

good character traits are portrayed through a series of skits. (E-4) Cost not to

exceed $925.

contractual agreement with New Jersey Principal and Supervisor Association

to provide NJ ELITE training for administrators. The three day seminar and

culminating activity will provide administrators with an understanding of the

latest developments in educational technology and how technology can be

used to improve student achievement. The topics for the courses are

Technology Primer, Leveraging Technology to “NCLB-Proof” your

Curriculum and Technology that Assist in Making Informed Decisions. (E-2)

8. Approval of LETTER OF AGREEMENT for the Daylight/Twilight

Program to contract with KIDBIZ-3000. This program is an Internet-based

learning system for grades 2-8 that improves reading and technological skills.

It uses a proprietary software engine to deliver differentiated instruction

directly to students via a secure e-mail system. The program covers reading,

writing, technological and business which delivers instruction at each child’s

level. (E-2) The cost not to exceed $2,743.00. Funding Period: April 2004-

June 2004. Funding Source: GAAP #13-430-100-610-0000-00-35.

11. Approval of RESOLUTION for permission to apply for and accept if

awarded a grant from the Lucent Technologies Foundation entitled New

Jersey Collaborative Learning Community (CLC) Planning Grant in the

amount of $100,000 starting July 1, 2004 and ending June 30, 2005.

12. Approval of RESOLUTION authorizing the Superintendent of Schools to

submit a School Attendance Waiver to the County Superintendent, Mercer

County Office, NJDOE, as per N.J.A.C. 6:3-9.3 (b). The waiver is required

because on March 16, 2004, Trenton Central High School dismissed at 11:30

a.m. so that police could investigate a potential bomb threat. Because we had

already been forced to close for three instructional days during the school year

for weather emergencies, and have revised the school calendar to add a day,

we are requesting that March 16, 2004, be counted as a full day although it

falls short by 90 minutes.

13. Approval of RESOLUTION to grant permission for additional

programs/staffing at TCHS Main Campus for the Summer of 2004. 400

students in grades nine through twelve need the opportunity to make up core

content area courses to allow them to complete their graduation requirements

in a timely fashion. Teachers will offer instructions in some of the core

content areas subjects most needed for high school graduation during this

summer program. (E-2) Cost not to exceed $73,151.20. Funding Period: July

13. Approval to RESCIND the following items previously approved by the Board:

a. The LETTER OF AGREEMENT between the Trenton Public Schools and the Capital Health

System to provide CPR training for our Medical Department Staff. This training was to be

provided on March 19, 2004, however our nurses were certified last year and their

certification does not expire until March 2005. Funding $1,000. Funding Source GAAP #

11-000-213-320-0000-00-56





b. The Kidsbridge Kurators –YOUNG CURATORS PROGRAM at Franklin Elementary School. The

principal indicates that no services have been provided to Franklin and that at this late date in

the school year it is necessary to rescind this program. Funding $2,448. Funding Source

GAAP # 15-120-100-101-0009-00-19



c. The PARENTS WHO CARE PROGRAM. This is being terminated due to a lack of parental

participation. Funding $13,920. Funding Source NCLB Title IV Safe and Drug Free

Schools GAAP #’s 20-285-100-101-0009-04-82; 20-285-200-200-0000-04-82 and 20-285-

200-500-0000-04-82



d. The LETTER OF AGREEMENT with Mr. William J. Kane as a consultant/trainer regarding the

New Jersey Substance and Abuse Code. We were unable to fit Mr. Kane’s presentation on

f. The LETTER OF AGREEMENT with Dr. H. Lyn Erickson to provide professional development

to History and English teachers at Trenton Central High School next August. Dr. Erickson is

over booked and it is necessary to cancel this professional development. Funding $10,000.

g. The LETTER OF AGREEMENT with Michael Paccione of Learning Plus to provide professional

development with a four hour workshop at Robeson Elementary to assist teachers in meeting

the challenges of giving our children the opportunity to be successful learners in literacy and

numeracy. This workshop was cancelled due to conflicts in scheduling and dates. Funding

$800. Funding Source: School Funds - GAAP #15-190-100-320-0000-00-12



14. Approval of LETTER OF AGREEMENT for the District to utilize the services of the Education

Law Center for technical assistance and consulting services rendered in support of the appeal

of the Trenton district’s 2003-04 and 2004-05 budget; cost not to exceed $5,000. Funding

Period: July 1, 2003 through June 30, 2004. Funding Source: Board funds – GAAP # 11-
