TERMS OF REFERENCE

CONSULTANT: YOUTH LIVELIHOODS

JANUARY - APRIL 2012



Overall Restless Development has been undergoing a period of significant change especially with

context regards to key strategic commitments being taken on by the organization. Among the key

considerations included in this period of change are:



o Recently signed off on a new five-year Global Strategy and Global Logframe with

commitment to very tangible outputs across all three organizational goals and five

approaches.

o New PPA contract with DFID, in consortium with War Child UK and Youth Business

International, including hard and fast high level output and outcome commitments to

DFID

o A re-structuring of the Programme Quality Directorate to allow Restless

Development to increase its capacity in the short and longer term to better meet

these commitments.



Restless Development has been delivering a range of livelihood-focused programmes over

the past 10 years, particularly engaging young people in agriculture. With its new global

strategy, the organization is looking to further develop this work and expand it to new

countries of operation.



As a result, we are looking for a short term Consultant to conduct initial analysis into the

potential for scale up and expansion in this core area of business.



Scope of Work In light of the context above, this terms of reference is for a full-time, four month Consultant

to conduct an assessment and visioning process with three Restless Development country

programmes as described below.



Uganda (5 Context: Restless Development Uganda has been delivering livelihoods-related

weeks) programmes for the past 10 years and are currently delivering and developing programmes

around the following indicators:



 % of the total government allocated for youth livelihoods development

 % of young people reporting receiving skills, information or resources from specialist

livelihoods partners

 % of young people reporting an increase in their household income in the last year

 % of young people reporting practicing skill gains for their livelihood development



Examples of programmes currently being delivered include rural youth agriculture

programme; a rural vocational skills development programme, based on a Uganda Ministry

of Education model; a career development programme with ex-volunteers; research into the

'lifestyle and livelihoods of Karamajong youth' through action research (in partnership with

the Pastoralist Communication Initiative (PCI) and Institute of Development Studies (IDS).



Consultancy process: The consultant will take the following steps

 Review of documents related to livelihoods work to date (Programme Quality

compendium, proposals, evaluations etc)

 Meetings with key informants (management team, programme staff and beneficiaries)

 Desk-based analysis of market opportunities

 Visioning process to explore development of livelihoods work over 3-4 years.



Deliverables: Report describing current status of livelihoods programming, based around

SWOT analysis format, recommended options for developing livelihoods programming over

3-4 years; recommendations of actions required to realise that vision including development

of organizational capacity (people, partnerships, resources).

Tanzania (4 Context: There are a number of pilot programmes being run in Tanzania focused on the

weeks) following indicators related to youth livelihoods:

 % young people employed or setting up a business who are able to contribute to

household income

 # of independently registered youth camps establised in Tanzania with organisational

systems and sustainable sources of income*

 % of young women (and/or other hard to reach groups) entering desired careers or

businesses within three years of support



Examples of activities within these pilots include: Capacity building of youth organisations

(Youth Camps) as registered youth enterprises or organisations; Research on the barriers

affecting young women’s entry into employment, higher education and achieving their career

ambitions leading to position papers; A career and business development project focused on

young women.



Consultancy process: Same as above, related to the Tanzania context

Deliverables: Same as above (separate report for Tanzania)



Zimbabwe (4 Context: Restless Development Zimbabwe are working towards creating an enabling

weeks) environment for young people to create employment within their communities. The two

outcome indicators in their national strategy are concerned with the:

 % young people in target communities employed or setting up a business who are

making a contribution to household income

 % of young people in target communities receiving financial and material resources

from private and public institution



Programme activities currently focus on enterprise development, income generating projects,

career guidance and counselling and engagement of other stakeholders, including lobbying

government to provide adequate resources and opportunities for youth economic

development.



Consultancy process: Same as above, related to the Zimbabwe context

Deliverables: Same as above (separate report for Zimbabwe)



Wrap up (2  Finalisation of reports

weeks)  Collation of good practice resources identified

 Presentation to representatives of the Programme Quality Directorate and the Senior

Management Team



Deliverables (in addition to reports above): Presentation that can be circulated to other

Country Programmes; Document summarizing good practice resources identified



Qualifications Essential:

and  MA or MSc in development or subject directly related to this role, or equivalent expertise.

Experience  Expertise – and substantial practical experience in developing countries – in

agricultural/pastoral livelihoods, vocational training development, micro-finance, food

security enhancement, livelihoods-related cooperatives, cash transfers,

 Ability to analyse, summarise and synthesise learning and evidence and produce high

quality written outputs suitable for publication

 Knowledge of relevant international strategies and frameworks related to youth

livelihoods and poverty alleviation

 Understanding of the role of the private sector in development and poverty reduction.

 Excellent communication skills (verbal & written) in English

Desired:

 Household economic analysis, socio-economic cost benefit analysis or other relevant

development specific training.

 Policy level experience related to livelihood development

 Experience in youth development in Africa and Asia



We are looking for someone who is passionate about the role of young people in

international development and wants to be part of a rapidly growing organisation. You will

need to be creative and self-motivated, with excellent interpersonal, presentation and writing

skills. Restless Development is a hard-working and youthful organisation, so you will have

both a sense of humor and a strong work ethic, as well as be able to uphold our values

personally.

Timeline The Consultant will begin work full-time on January 9th 2012 and conclude duties on 31

April 2012.

Consulting fee £10,000 total fee (gross)

Property Restless Development will retain all property rights to new documents, descriptions, data,

Rights reports, videos, music and graphics produced under or pursuant to this agreement.

Termination Either party without cause may terminate this agreement by thirty (30) days written notice to

Clause the other party. The Consultant will return all Restless Development property, intellectual or

otherwise and pay any outstanding dues to the Charity.
