Thesaurus of ERIC Descriptors (12 Edition – 1990 and current online working version at ERIC

Processing and Reference Facility) – Educational Level and Age Level Terms

The Thesaurus is the master list of ERIC's more than 10,000 subject headings used in indexing and

searching the ERIC database. The Thesaurus includes complete cross-reference structures and rotated

and hierarchical displays. The Thesaurus content is the result of 30 years of work and refinement by the

ERIC system. The Thesaurus was cited by the American National Standards Institute as an exemplary

model in its 1993 explication of the Z39.19 Standard (Guidelines for the Construction, Format, and

Management of Monolingual Thesauri).

The Eisenhower National Clearinghouse for Mathematics and Science Education (ENC) is funded

The UNESCO Thesaurus is a controlled vocabulary developed by the United Nations Educational,

Scientific and Cultural Organisation which includes subject terms for the following areas of knowledge:

and economics. It also includes the names of countries and groupings of countries (political, economic,

Condition of Education, 1999





International Standard Classification of Education (ISCED) levels: The International Standard

Classification of Education (ISCED) was designed as an instrument for presenting statistics on

education internationally. Many countries report education statistics to UNESCO and the Organisation

for Economic Co-operation and Development (OECD) using the ISCED. In this classification system,

education is divided into several levels. The levels that follow are presented in The Condition of

Education.

Education preceding the first level (early childhood education) where it is provided, usually

begins at age 3, 4, or 5 (sometimes earlier) and lasts from 1-3 years. For the United States,

this would be mostly nursery schools and kindergarten classes.



Education at the first level (primary education) usually begins at age 5, 6, or 7 and lasts for

about 5 or 6 years. For the United States, the first level starts with grade 1 and ends with

grade 6.

Education at the second level (lower secondary education) begins at about age 11 or 12 and

lasts for about 3 years. For the United States, the second level starts with grade 7 and ends

with grade 9.



Education at the third level (upper secondary education) begins at about age 14 or 15 and

lasts for approximately 3 years. For the United States, the third level starts with grade 10 and

ends with grade 12.



Education at the fifth level (nonuniversity higher education) is provided at community

colleges, vocational-technical colleges, and other degree-granting institutions in which

programs typically take 2 years or more, but less than 4 years to complete.



Education at the sixth level (university higher education) is provided in undergraduate

programs at 4-year colleges and universities in the United States and, generally, at

universities in other countries. Completing education at the third level (upper secondary

education) is usually required as a minimum condition for admission. Admission is

competitive in most cases.



Education at the seventh level (graduate and professional higher education) is provided in

graduate and professional schools that generally require a university diploma as a minimum

condition for admission.



Education at the ninth level (undistributed) is a classification reserved for enrollments,

expenditures, or programs that cannot be unambiguously assigned to one of the

aforementioned levels. Some countries, for example, assign nongraded special education or

recreational nondegree adult education programs to this level. Other countries assign nothing

to this level, preferring instead to allocate enrollments, expenditures, and programs to levels

as best they can.





Draft Standard for Learning Object Metadata (IEEE P1484.12/D4.0)



Sponsored by the Learning Technology Standardization Committee of the Institute of Electrical and

Electronics Engineers, Inc. (IEEE), the draft IEEE 1484.12 standard specifies the syntax and semantics of

learning object metadata, defined as the attributes required to fully and adequately describe a learning

object. A learning object is defined here as any entity, digital or non-digital, that can be used, re-used or

referenced during technology-supported learning. Examples of technology-supported learning

applications include computer-based training systems, interactive learning environments, intelligent

computer-aided instruction systems, distance learning systems, web-based learning systems and

collaborative learning environments.

national poverty rate, the student is eligible for free- or reduced-price lunches at school, or the

family‘s income meets a program‘s standards and definitions for low family income.

 Racial-Ethnic Minority -- The program specifies that it serves only particular minority groups of

students depending on their race or ethnicity, such as African Americans, Native Americans,

Asian Americans, and/or Hispanic Americans.

 Rural -- The program only serves rural areas and/or farming communities.

The Eisenhower National Clearinghouse for Mathematics and Science Education (ENC) is funded

through a contract with the U. S. Department of Education to provide K-12 teachers with a central source

of information on mathematics and science curriculum materials. The ENC Resource Finder catalogs

thousands of K-12 math and science curriculum resources. The Resource Type element describes the

Dublin Core Working Draft List of Resource Types





 collection -- an aggregation of items. The term collection means that the resource is described as a

group; its parts may be separately described and navigated.

 dataset -- structured information encoded in lists, tables, databases, etc., which will normally be in a

format available for direct machine processing. For example - spreadsheets, databases, GIS data,

midi data. Note that unstructured numbers and words will normally be considered to be type text.

 event -- a non-persistent, time-based occurence. Metadata for an event provides descriptive

information that is the basis for discovery of the purpose, location, duration, responsible agents, and

links to related events and resources. The resource of type event may not be retrievable if the

described instantiation has expired or is yet to occur. Examples - exhibition, web-cast, conference,

workshop, open-day, performance, battle, trial, wedding, tea-party, conflagration.

 image -- the content is primarily symbolic visual representation other than text. For example - images

and photographs of physical objects, paintings, prints, drawings, other images and graphics,

animations and moving pictures, film, diagrams, maps, musical notation. Note that image may include

both electronic and physical representations.

 interactive resource -- a resource which requires interaction from the user to be understood,

executed, or experienced. For example - forms on web pages, applets, multimedia learning objects,

chat services, virtual reality.

 model -- an abstraction of the real thing, i.e. some generalisation and interpretation. Models could be

considered a symbolic representation. Examples include performance models, cost models,

mechanical models, etc.

 party -- a person, organization, cultural group, or institution.

 physical object -- a non-human object or substance. For example - a computer, the great pyramid, a

sculpture, wheat. Note that digital representations of, or surrogates for, these things should use

image, text or one of the other types.

 place -- a geographic area.

 service -- a system that provides one or more functions of value to the end-user. Examples include: a

photocopying service, a banking service, an authentication service, interlibrary loans, a Z39.50 or

Web server.

 software -- a computer program in source or compiled form which may be available for installation

non-transiently on another machine. For software which exists only to create an interactive

environment, use interactive instead.

 sound -- a resource whose content is primarily audio or intended to be realized in audio. For example

- music, speech, recorded sounds. This category includes musical notation, including score, which is

unrealized in sound.

 text -- a resource whose content is primarily words for reading. For example - books, letters,

dissertations, poems, newspapers, articles, archives of mailing lists. Note that facsimiles or images of

texts are still of the genre text.

Draft Standard for Learning Object Metadata (IEEE P1484.12/D4.0)



Sponsored by the Learning Technology Standardization Committee of the Institute of Electrical and

Electronics Engineers, Inc. (IEEE), the draft IEEE 1484.12 standard specifies the syntax and semantics of

learning object metadata, defined as the attributes required to fully and adequately describe a learning

object. A learning object is defined here as any entity, digital or non-digital, that can be used, re-used or

referenced during technology-supported learning. Examples of technology-supported learning

applications include computer-based training systems, interactive learning environments, intelligent

computer-aided instruction systems, distance learning systems, web-based learning systems and

collaborative learning environments.

Attachment F: Dublin Core Metadata Element Set, Version 1.1:

Reference Description





Each Dublin Core element is defined using a set of ten attributes from the ISO/IEC 11179 standard for the

description of data elements. These include:



 Name - The unique token assigned to the data element

 Label - The human-readable label assigned to the data element

 Version - The version of the data element

 Registration Authority - The entity authorized to register the data element

 Language - The language in which the data element is specified

 Definition - A statement that clearly represents the concept and essential nature of the data

element

 Obligation - Indicates if the data element is required to always or sometimes be present (contain

a value)

 Datatype - Indicates the type of data that can be represented in the value of the data element

 Maximum Occurrence - Indicates any limit to the repeatability of the data element

 Comment - A remark concerning the application of the data element



Fortunately, six of the above ten attributes are common to all the Dublin Core elements. These are, with

their respective values:

Datatype: Character String

Maximum Occurrence: Unlimited



The above attributes will not be repeated in the below definitions, however, they do represent part of the

formal element definitions.



The definitions provided here include both the conceptual and representational form of the Dublin Core

elements. The Definition attribute captures the semantic concept and the Datatype and Comment

attributes capture the data representation.



Each Dublin Core definition refers to the resource being described. A resource is defined in RFC2396 as

"anything that has identity". For the purposes of Dublin Core metadata, a resource will typically be an

information or service resource, but may be applied more broadly.



Element: Title

Name: Title

Label: Title

Definition: A name given to the resource.

Comment: Typically, a Title will be a name by which the resource is

formally known.



Element: Creator

Name: Creator

Label: Creator

Definition: An entity primarily responsible for making the content of

the resource.

Comment: Examples of a Creator include a person, an organization,

or a service.

Typically, the name of a Creator should be used to

indicate the entity.



Element: Subject

Name: Subject

Label: Subject and Keywords

Definition: The topic of the content of the resource.

Comment: Typically, a Subject will be expressed as keywords,

key phrases or classification codes that describe a topic

of the resource.

Recommended best practice is to select a value from a

controlled vocabulary or formal classification scheme.



Element: Description

Name: Description

Label: Description

Definition: An account of the content of the resource.

Comment: Description may include but is not limited to: an abstract,

table of contents, reference to a graphical representation

of content or a free-text account of the content.



Element: Publisher

Name: Publisher

Label: Publisher

Definition: An entity responsible for making the resource available

Comment: Examples of a Publisher include a person, an organization,

or a service.

Typically, the name of a Publisher should be used to

indicate the entity.



Element: Contributor

Name: Contributor

Label: Contributor

Definition: An entity responsible for making contributions to the

content of the resource.

Comment: Examples of a Contributor include a person, an organization,

or a service.

Typically, the name of a Contributor should be used to

indicate the entity.



Element: Date

Name: Date

Label: Date

Definition: A date associated with an event in the life cycle of the

resource.

Comment: Typically, Date will be associated with the creation or

availability of the resource. Recommended best practice

for encoding the date value is defined in a profile of

ISO 8601 and follows the YYYY-MM-DD format.



Element: Type

Name: Type

Label: Resource Type

Definition: The nature or genre of the content of the resource.

Comment: Type includes terms describing general categories, functions,

genres, or aggregation levels for content. Recommended best

practice is to select a value from a controlled vocabulary

(for example, the working draft list of Dublin Core Types).

To describe the physical or digital manifestation of the

resource, use the FORMAT element.

Name: Format

Label: Format

Definition: The physical or digital manifestation of the resource.

Comment: Typically, Format may include the media-type or dimensions of

the resource. Format may be used to determine the software,

hardware or other equipment needed to display or operate the

resource. Examples of dimensions include size and duration.

Recommended best practice is to select a value from a

controlled vocabulary (for example, the list of Internet Media

Types defining computer media formats).



Element: Identifier

Name: Identifier

Label: Resource Identifier

Definition: An unambiguous reference to the resource within a given

context.

Comment: Recommended best practice is to identify the resource by means

of a string or number conforming to a formal identification

system.

Example formal identification systems include the Uniform

Resource Identifier (URI) (including the Uniform Resource

Locator (URL)), the Digital Object Identifier (DOI) and the

International Standard Book Number (ISBN).



Element: Source

Name: Source

Label: Source

Definition: A Reference to a resource from which the present resource

is derived.

Comment: The present resource may be derived from the Source resource

in whole or in part. Recommended best practice is to

reference the resource by means of a string or number

conforming to a formal identification system.



Element: Language

Name: Language

Label: Language

Definition: A language of the intellectual content of the resource.

Comment: Recommended best practice for the values of the Language

element is defined by RFC 1766 which includes a two-letter

Language Code (taken from the ISO 639 standard), followed

optionally, by a two-letter Country Code (taken from the \

ISO 3166 standard). For example, 'en' for English, 'fr' for

French, or 'en-uk' for English used in the United Kingdom.

Definition: A reference to a related resource.

Comment: Recommended best practice is to reference the resource by

means of a string or number conforming to a formal

identification system.



Element: Coverage

Name: Coverage

Label: Coverage

Definition: The extent or scope of the content of the resource.

Comment: Coverage will typically include spatial location (a place name

or geographic coordinates), temporal period (a period label,

date, or date range) or jurisdiction (such as a named

administrative entity).

Recommended best practice is to select a value from a

controlled vocabulary (for example, the Thesaurus of

Geographic Names) and that, where appropriate, named places or

time periods be used in preference to numeric identifiers such

as sets of coordinates or date ranges.



Element: Rights

Name: Rights

Label: Rights Management

Definition: Information about rights held in and over the resource.

Comment: Typically, a Rights element will contain a rights

management statement for the resource, or reference

a service providing such information. Rights information

often encompasses Intellectual Property Rights (IPR),

Copyright, and various Property Rights.

If the Rights element is absent, no assumptions can be made

about the status of these and other rights with respect to

the resource.

Attachment G: Edit Specifications for Interwoven TeamSite Metadata

Template for www.ed.gov

General Requirements

 system must be able to create and maintain a metadata record for any individual file on ED web site

that exists in TeamSite; metadata is used to provide more precise and relevant search results (via

both Inktomi and Oracle), dynamically construct web pages, support personalization, and facilitate

administration of site content

 metadata must travel with resource (i.e., the file described by the metadata) throughout the workflow

from file creation through the entire approval workflow, deployment to live site, and any subsequent

file updates, renames, or moves

 anyone with rights to edit the file must be able to elect to edit either the file, the metadata, or both

 anyone who can create a file -- POC author, POC editor, WSG editor, ATG editor – must be able to

create metadata for the file or choose not to

 when a file is deployed, the metadata must be added to the production Oracle database at the same

time; selected elements must be embedded in the resource itself (when resource format will

accommodate such embedding, e.g., html, xml, between the tags)

 when metadata is updated, updates must be reflected in Oracle record and embedded meta tags as

appropriate

 when someone edits the metadata for an existing file, the metadata form shall be populated with

values retrieved from the Oracle record for the file; changes to the metadata shall be saved in the

same Oracle record and the metadata embedded in the resource shall be updated

 if possible, the content management system should protect the metadata and ensure its consistency

with the Oracle record, by either preventing users from manually editing the meta tags or refreshing

the meta tags from the authoritative Oracle version whenever a revised version of the html is loaded

back into the content store

 empty elements should not be embedded in record

 when adding a new record, user should be able to elect to initially populate metadata form with values

from an existing record (by specifying URL or selecting from explorer-like interface) or from previous

record last edited (intended to facilitate entry for multi-file groups such as publications consisting of

multiple html pages where most information remains the same from file to file)

 a regular cron job shall examine the Next Archive/Update Action and Date for each item and shall

update the Status element to a value of ―Archived‖ if the Action is ―Archive Item Automatically‖ and

the date has passed; if the Action is ―Delete Item Automatically‖ and the date has passed, the cron

job shall delete the file; in either case, the cron job shall send an email to the Content Owner email

address notifying the owner of the action



Form Behaviors and Metadata Element Specifications

 form should automatically pre-populate Title element with value derived from file for files in html, doc,

pdf, and other analyzable formats

 form should automatically pre-populate URL element with value assembled from live site prefix

(www.ed.gov) and full path of file within workarea (e.g., /offices/SFA/Students/index.html)

 form should present reasonable defaults or partial pre-fills where helpful, specifically

 default Language to ―en‖

 default Format to ―text/html‖

 default Publisher to ―US Department of Education‖

 default Rights Management to ―Free, no restrictions‖

 form should include brief help text for each element

 form should link to separate help page or set of pages with more detailed help

 each user can establish/maintain profile that pre-populates metadata template for new items with

values, e.g., content owner email, publisher, ED office, etc.

 each user can establish/maintain short list of controlled vocabulary subsets to efficiently apply

frequently used terms (e.g., an office may habitually use 10-30 subject terms repeatedly,

supplementing them infrequently with terms from the rest of the subject vocabulary)

 form must use latest controlled vocabularies (maintained in Oracle database) either by referencing

the Oracle database each time or refreshing static lists in form at least nightly (preferably with a

capability to refresh lists on demand when urgent)

 form should integrate /admin/reference/ tables to let user navigate thesaurus hierarchy, view term

definitions, enter non-preferred terms and have system suggest preferred terms – for vocabularies

with thesaurus relations defined (e.g., subject, audience, resource type, level of education, ED

program, other?)

 form should protect against problem characters embedded in values entered (e.g., double quotes,

greater than, less than) by converting double quotes to single quotes and converting other characters

to escape sequences? (not sure if ampersand is problem character or if semicolon is always

modified to enforce)
