ELECTION NOTIFICATION
FOR THE TERM 2011-13
1. Nominations are invited in the prescribed form, from the eligible members of APSEB ASSISTANT
ENGINEERS’ ASSOCIATION & APSEB ASSISTANT ENGINEERS’ WELFARE FUND COMMITTEE for the
term of 2011 to 2013 for the posts detailed in Annexure-I enclosed. The nominations will be received from
01-09-2011 onwards up to 17:00 Hrs on 06-09-2011. The nominations are required to reach the Chief
Election Officer only at the below indicated address either in person or by post (Contestants are only
responsible for the postal delay, if any for which those nominations are not accepted). The necessary
instructions and other details are given in the Proforma / Annexures enclosed with this notification.
2. The Branch Secretaries are hereby authorized to act as Presiding Officers for Elections at their
Branches for which the polling is to be held on 21-09-2011 by secret Ballot. The Election Officer may
appoint any member of the Association as Presiding Officer for any Branch if he feels it necessary. The
Presiding Officers should conduct polling at Branch Head Quarters at one place only, using required No. of
Ballot Boxes of required size depending on the strength of the Branch. In case the Branch Secretary
himself is the contestant for any post he should nominate any member of that Branch as Presiding Officer
and Assistant Presiding Officer to conduct elections and send their details with attested signature to the
Election Officer along with the list of valid members on or before Dt.05-09-2011.The Branch Secretaries
are requested to give wide publicity among members of their Branch regarding posts to be contested,
eligibility criteria and programme of Election Schedule.
3. The Presiding officers are hereby authorized to conduct Branch Elections (Branch Secretary,
Branch Treasurer and Assistant Secretaries if any) on or before 21-09-2011 by secret Ballot at Branch
Head Quarters only by following usual formalities.
4. Any further clarification in this regard can be had from the Election Officer. The decision of the
Election Officer will be final in any case during the entire election process.

ASSOCIATION FOR THE TERM 2011 TO 2013.
ELECTION SCHEDULE
1. Receipt of Nominations : From Dt: 01-09-2011 to Dt: 06-09-2011(Up to 17:00 Hrs.)
2. Declaration of valid(eligible) Contestants list : 08-09-2011(17:00 Hrs.)
3. Last date for Withdrawal of Nominations : 10-09-2011 (Up to 17:00 Hrs.)
4. Declaration of final valid contestants list : 11-09-2011(17:00 Hrs.)
5. Issue of Ballet Papers : 16-09-2010 to 19-09-2011(17:00 Hrs.)
6. Date of Election (i.e. Date of polling) : 21-09-2011(Wednesday) (09:00 Hrs to 17:00 Hrs.)
7. Receipt of sealed Boxes and un-used : on or before 24-09-2011(up to 08:00 Hrs.)

8. Date of counting of votes and declaration : 24-09-2011(10:00 Hrs onwards) followed by
declaration of results.
Note:-
1. Nominations may be sent by post or in person to the Chief Election Officers, Q.No. BE-50, B-Colony, KTPS,
New Paloncha within the stipulated time.
2. The Ballot boxes received after the stipulated time will not be accepted for counting.
3. Nominations for the posts of Branch Secretary, Branch Treasurer and Assistant Secretary, if any shall be sent
to the Presiding officer of their respective Branches.
4. The contestants must enclose a proof of copy of Life Membership card/Annual membership & Welfare Bond
Membership card/Membership receipts or a certificate from the concerned Branch secretary/Treasurer or
Secretary finance of APSEBAEA that they have Life Membership/Annual membership & Welfare Bond Membership
of APSEBAEA.
5. The candidate proposing/seconding for any post shall be valid member of the Association and shall be
eligible to cast the vote for that particular post.

ELECTION OF CENTRAL OFFICE BEARERS FOR APSEB ASSISTANT ENGINEERS’ ASSOCIATION &
APSEB ASSISTANT ENGINEERS’ WELFARE FUND COMMITTEE FOR THE TERM 2011 TO 2013.
Instructions to the Contestants:
(1) The election of the office bearers shall be through the method of secret ballot.
(2) The contestants for any post shall be valid members of the APSEB Assistant Engineers’
Association.
(3) All the contestants for any post should be invariably the members of the APSEBAEA welfare fund
scheme.
(4) The Contestants shall not hold any post in any other sister association(s) / Societies.
(5) The contestants shall be proposed and seconded by members who are eligible to vote for that
post.
(6) The members shall not propose/ second more than one contestant for the same post. While scrutiny,
such nominations will be declared as invalid.
(7) Any valid member can contest for only one post. After withdrawal of nominations, if any member is
found to contest for more than one post, then all such nominations shall deemed to be invalid.
(8) Over writing, corrections, using of correction fluid etc. shall be avoided.
(9) The contestants must enclose a proof of copy of Life Membership card/Annual membership & Welfare
Bond Membership card/Membership receipts or a certificate from the concerned Branch secretary/
Treasurer or Secretary finance of APSEBAEA that they have Life Membership/Annual membership &
Welfare Bond Membership of APSEBAEA with nomination form; otherwise such nominations shall
be rejected.
(10) All the branch office bearers are instructed to display this notification at certain maximum number of
places well in advance before the last date of renewal of membership list and contact Chief
Election Officer / Asst. Election officer, if any clarifications.
(11) The contestants who are withdrawal his/her nomination through Fax shall be contact the Election
Officer two hours before the schedule time for final conclusion.
(12) All the contestants shall mention cell / Land phone numbers in the nomination form and / or
Withdrawal form.
(13) Any issues can be clarified with Election Officer and his decision is final.
(14) Election for the Branch office bearers shall conduct gets convince of present body of branch.
(15) (a) Presiding Officers of Branches are requested to collect the Ballot papers from the Chief Election
Officer either in person or through their authorized representative from Dt.16.09.2011 to
19.09.2011.
(b) The Presiding Officers at Branches are required to make necessary arrangements along with
Suitable Ballot Box at their end for polling.

(c) Soon after completion of polling, the slit meant for putting polled Ballot papers in to the Ballot Box
must be sealed with a paper signed by Presiding Officer and the available contestants or their
representatives, at polling Booth immediately after the polling is over(i.e. 17:00 Hrs. on 21-09-2011)
(d) The Ballot Box is neatly covered by the cloth and sealed at various stitching points.
(16) (a) The un-used Ballot papers and Counter foils are to be sent in a sealed cover with a covering Letter
containing the details of members participated in the voting, No. of Ballot Papers used, No. of Ballot
papers un-used and handed over to the Chief election Officer in person or through their authorized
representative along with the Ballot Box.
(b) Non compliance of the above, shall lead to invalidation of the votes of the concerned Branch for
counting.
(17) Only the contestant or their authorized representative will be allowed inside the counting Hall. No
other person is allowed till the counting process is completed.
(18) After the completion of the counting for all the posts, the results will be declared and the report will be
communicated to Secretary General, APSEB Assistant Engineers’ Association with details of votes
polled for each contestant, invalid votes and the persons elected with copies to CMDs of
APTRANSCO, APGENCO and DISCOMS.
(19) If no valid nominations are received for any post the decision to fill such posts will be taken up in the
next General Body/Council meeting.

If any declaration furnished by the contestant is found false during the scrutiny of the nominations, the candidature of such
contestant will be declared invalid. If it is found at later date after declaration of results, He/She will automatically cease to be
Office-Bearer.
