Minutes of the regular council meeting held October 5th, 2010 at
7:30 p.m. at the Kazabazua Community Centre located on Begley
Road in Kazabazua.

Opening of the meeting

Forming quorum in the presence of his honour the Mayor, Mr. Ota
Hora, who declares the meeting open at 7:30 p.m. in the presence
of approximately 18 tax payers.

2010-10-251 APPROVAL OF SALARIES PAID IN SEPTEMBER 2010
            AND REMITTANCES TO PAY

          It is proposed by    Denis Bélair

          And resolved:

          That the salaries paid for periods 35 to 39 for September, 2010
          representing an amount of $ 19,728.90 be accepted.

          That the federal and provincial remittances which represent an
          amount of $7,435.13 for salaries paid in September, 2010 be
          accepted and paid in October 2010.

          That the Retirement plan remittances which represent an amount of
          $1,668.27 for salaries paid in September 2010 be accepted and
          paid in October 2010.

2010-10-252 APPROVAL OF ACCOUNTS PAID IN SEPTEMBER 2010

          That the accounts paid in September, 2010 totalling $182,486.43 in
          purchase journals 321 to 326 be approved.

          The course that this council was interested in attending was

2010-10-253 REQUEST FOR REIMBURSEMENT OF OVERPAYMENT
            OF TAXES

          CONSIDERING THAT;
          A request was received from Mrs. C. Laplante to be reimbursed for
          an overpayment of municipal taxes due to an oversight on her part;

          It is proposed by    Ronald Marengère
          Seconded by          Pamela Lachapelle

          And resolved:

          That this Council authorises the Director General to reimburse Mrs.
          Carmen Laplante an amount of $704.12, for her overpayment of
          Municipal taxes due to an oversight on her part and that the
          appropriate corrections be made in the accounts to clearly show the
          reimbursement of overpayment of taxes to the accountant.

2010-10-254 LETTER OF RETIREMENT OF MR. PIERRE RICARD OF
            MUNICIPAL AFFAIRS

          CONSIDERING THAT;
          The Municipality recently received a letter from Mr. Pierre Ricard
          from Municipal Affairs, advising us that he is taking his retirement
          after twenty eight years of service;

          It is proposed by    Pamela Lachapelle
          Seconded by          Robert Rowan

         And resolved:

         That this Council wishes to send a letter to Mr. Pierre Ricard of
         Municipal Affairs, thanking him for all of his help and hard work
         over the past twenty eight years and wish him a happy and healthy
         retirement.

2010-10-255 AUTHORISATION TO CONTACT MUNICIPAL LAWYER
            WITH SEVERAL FILES REQUIRING ATTENTION

          CONSIDERING THAT;
          There are several files that will require the attention of the
          municipal lawyer over the next month;

          It is proposed by    Ronald Marengère
          Seconded by          Denis Bélair

         And resolved:

         That this Council authorises the Director General to contact the law
         firm of Dutton/Rainville (municipal lawyer), with regard to several
         files that require attention over the next month.

2010-10-256 CORRECTIONAL SERVICES CANADA – RESTORATIVE
            JUSTICE WEEK 2010 – NOVEMBER 14-21, 2010

          CONSIDERING THAT;
          The Municipality received a request from Correctional Services
          Canada to support them by designating the week of November 14-
          21, 2010 as “Restorative Justice Week” with the theme this year
          being; “Reflections Past, Present and Future”.

         WHERE AS;
         In the face of crime or conflict, restorative justice offers a
         philosophy and approach that views these matters principally as
         harm done to people and relationships;

         WHERE AS;
         Restorative justice approaches and strives to provide support and
         opportunities for the voluntary participation and communication
         between those affected by crime and conflict (victims, offenders,
         community) to encourage accountability, reparation and a
         movement towards understanding, feelings of satisfaction, healing
         and a sense of closure;

         WHERE AS;
         This year’s theme for Restorative Justice Week is “Reflections
         Past, Present and Future”, it is an opportunity to learn about

         restorative justice, educate and celebrate along with other
         communities across the country during the week.

         And resolved:

         That the Mayor and the Council of the Municipality of Kazabazua,
         do hereby proclaim November 14 – November 21, 2010 as
         Restorative Justice Week in the Municipality of Kazabazua.

2010-10-257 AIR MEDIC – AIR AMBULANCE                           REQUEST OF
            FINANCIAL    SUPPORT FROM                             MUNICIPAL
            CORPORATIONS 2011

         CONSIERING THAT;
         A request of financial support from Municipal Corporations was
         received from Air Medic Air Ambulance Service for the 2011
         season;

         CONSIDERING THAT;
         This is an annual request to support the air ambulance service with
         a donation of ten cents per resident;

         It is proposed by     Ronald Marengère
         Seconded by           Denis Bélair

         And resolved:

         That this Council authorises a Municipal Corporation donation of
         ten cents per resident to the Air Medic Air Ambulance in the
         amount of $127.10 which is the same donation as was given in
         2009.

         INFORMATION
         The ministry delegated to transport in the Outaouais has authorised
         a grant of $511, 500 for collective transport. This will mean
         improvements to the current collective transport throughout the
         Outaouais

2010-10-258 OFFER OF SERVICES FROM SOCIETE SYLVICOLE FOR
            THE PREVENTION OF DAMAGES CAUSED BY BEAVERS

          CONSIDERING THAT;
          Beavers are a very big problem for the Municipality from year to
          year;

          CONSIDERING THAT;
          The Council would like to receive more information with regard to
          what the Societe Sylvicole has to offer with regard to services for
          the prevention of damages caused by Beavers;

          That this Council authorises the Director General to contact the
          Societe Sylvicole with regard to their offer of services for the
          prevention of damages caused by beavers, in order to obtain
          information on what exactly this offer of service covers. The
          information is to be brought back to Municipal Council for
          consideration.

2010-10-259 RIAM – REQUEST FOR SUPPORT OF RESOLUTION #CE-
            01-09-2010-031

          CONSIDERING THAT;
          A request for support of resolution #CE01-09-2010-031 from
          RIAM (Regie Intermunicipal de l’Aeroport Maniwaki Haute
          Gatineau);

          CONSIDERING THAT;
          This resolution states that due to the fact that there are no
          representatives from this MRC on the RIAM committee, they have
          nominated the Prefect Mr. Pierre Rondeau to join them;

          It is proposed by    Kevin Molyneaux
          Seconded by          Robert Bergeron

          And resolved:

          That this Council supports the Regie Intermunicipal de l’Aeroport
          Maniwaki Haute Gatineau resolution # CE01-09-2010-031,
          nominating the Prefect Mr. Pierre Rondeau to be part of the RIAM
          Committee and that a copy of this resolution be forwarded to
          RIAM for support.

2010-10-260 COBALI – FREE COURSE WITH REGARD TO THE BY-
            LAWS FOR WETLANDS AND BEAVERS

          CONSIDERING THAT;
          The Municipality received information from COBALI with regard
          to a free course being given on the regulations for wetlands and
          beavers;

          CONSIDERING THAT;
          This course would be very useful to the Municipality at this time;

          It is proposed by    Kevin Molyneaux
          Seconded by          Robert Bergeron

          And resolved:

          That this Council authorises councillors Ronald Marengère and
          Denis Bélair to attend the course being given by COBALI along
          with the Public Works Supervisor on Thursday October 19, 2010 at
          9:30 am in Buckingham.

2010-10-261 CLEAN UP LETTER TO MINISTRY OF TRANSPORT –
            AYLWIN VILLAGE ROAD

          CONSIDERING THAT;
          The Ministry of Transport Quebec is responsible for Route 105 and
          any contracts being carried out on that National Highway;

          CONSIDERING THAT;
          Construction Edelweiss just carried out the resurfacing of a section
          of Route 105 in the Aylwin Village area;

          CONSIDERING THAT;
          Some of the truckers and employees of Construction Edelweiss
          continuously used the Aylwin Village Road and subsequently left a
          mess of general garbage such as chip bags, coffee cups and also
          cleaned the asphalt debris out of their dump boxes on the side of
          the road;

          It is proposed by     Denis Bélair
          And seconded by       Pamela Lachapelle

          And resolved:

          That Council authorises the Director General to send a letter to the
          Ministry of Transport Quebec, asking them to have the mess of
          coffee cups, chip bags and asphalt deposits from dump trucks that
          were left on Aylwin Village Road from the resurfacing contract on
          Route 105 in Aylwin be cleaned up. This mess affects the residents
          and the appearance of the Municipality, along with the general
          safety of the road.

          INFORMATION
          An information session is scheduled for Friday October 8, 2010 at
          the Municipal Office, with regard to new politics concerning waste
          and recycling. Anyone wishing to attend may register by calling
          the Municipal Office. It is highly recommended that members of
          the Lakes Association be present for this session.

2010-10-262 REQUEST OF SUPPORT – QUEBEC COALITION OF
            TOBACCO CONTROL

          CONSIDERING THAT;
          The Municipality received a request from the Quebec Coalition of
          Tobacco Control asking for support with regard to endorsing their
          platforms with tobacco control, such as student awareness;

          It is proposed by     Robert Rowan
          Seconded by           Pamela Lachapelle

          And resolved:

          That this Council supports the endorsement platforms of the
          Quebec Coalition of Tobacco Control to aid with issues, such as
          student awareness and that a copy of this resolution is forwarded to
          the Coalition showing our support of their endeavours.

         INFORMATION
         The revitalisation committee is currently looking into the feasibility
         of a town water system as there are grants available for the
         installation of a new system to service the village core.

         NOTE TO THE VERBAL PROCESS
         I Sandra Lacharity do hereby request that the members of this
         Municipal Council add the request of a minor derogation from Mrs.
         L. Deslauriers, as it was omitted due to an oversight on my part. All
         members of Municipal Council are present and do hereby agree to
         add the minor derogation request.

2010-10-263 REQUEST FOR           A     MINOR         DEROGATION               –    L.
            DESLAURIERS

          CONSIDERING THAT;
         Please take note that the Municipality received a request for a
         minor derogation relative to the setback margin of a building
         located at 121 Danford Lake East Road. This minor derogation
         was required to pemit the reparation/renovation of the cottage.

         CONSIDERING THAT;
         The derogation requested is regarding the minimum distance of the
         setback margin of 6 m to 5.6 m between the building and the
         neighbour’s property line. Zoning by-law 201 applicable in the
         Vocation zone 138 according to Article 6.3.1.1.1;

         CONSIDERING THAT;
         The effect of this exemption, if it is granted, will be that the cottage
         will be accepted as being .4 m closer to the property sideline
         setback, on the southern side line (between the neighbour and the
         existing cottage).

         CONSIDERING THAT;
         A letter was received from Mr. & Mrs. Edgar Brennan, neighbours
         to the south side of Mrs. Deslauriers property being affected by the
         minor derogation;
         CONSIDERING THAT;
         A meeting of the Urban Consultative Committee of the
         Municipality of Kazabazua and it is the recommendation of said
         committee that this minor derogation be accepted as requested;

         And resolved:

          That this Council does hereby accept the minor derogation request
         of Mrs. Louise Deslauriers granting the acceptation of a sideline
         setback of 5.6 m between her existing cottage and the property line
         of her neighbour to the south of the property.

         INFORMATION
         Biblio Outaouais will be modifying its membership rate by 2.1% to
         match the annual cost of living increase for 2010, 2011 & 2012.
         Also it is stipulated in the correspondence of the MCCCFQ that
         Municipalities of 5000 inhabitants and more, are released and will
         no longer be financed by CRSBPO.

          The Annual Mayor’s Brunch will be held Sunday October 17, 2010
          in support of the United Way. We would like to take this
          opportunity to invite everyone to join us.

2010-10-264 EMPLOI QUEBEC – GRANT FOR MUNICIPAL RINK AND
            CANTEEN

          CONSIDERING THAT;
          It is the time of year when we are preparing for the maintenance
          and care of the Municipal rink and canteen (superintendant);

          It is proposed by     Denis Bélair
          Seconded by           Kevin Molyneaux

          And resolved:

          That this Council authorises the Director General, to contact
          Emploi Quebec and look into a grant for the maintenance of the
          Municipal Rink and Canteen, for the 2010/2011 winter season.

2010-10-265 REQUEST OF SUPPORT – MUNICIPALITY                                     OF
            CAYAMANT – CELL PHONE TOWER

          CONSIDERING THAT;
          A request was received from the Municipality of Cayamant for a
          resolution of support with regard to the installation of a cell phone
          tower to service their area;

          It is proposed by     Pamela Lachapelle
          Seconded by           Robert Rowan

          And resolved:

          This Council authorises the Director General to forward a copy of
          this Municipal resolution supporting the Municipality of Cayamant
          with their endeavour to acquire a cell phone tower to service their
          area.

          INFORMATION
          REQUEST OF SUPPORT OF THE MUNICIPALTY OF
          GRACEFIELD WITH REGARD TO THE INTERIM
          CONTROL BY-LAW
          The Mayor Mr. Ota Hora recommends that this request of support
          from the Municipality of Gracefield with regard to the interim
          control by-law be reserved for a future date, for the collection of
          more information on the topic.

2010-10-266 REQUEST – D. DUNLOP – PAYMENT OF MUNICIPAL
            TAXES

          CONSIDERING THAT;
          A request was received from Mrs. Diane Dunlop with regard to her
          deceased brother’s unpaid property taxes;

         CONSIDERING THAT;
         This property was sold but a final transfer with a notary was not
         carried out before the death of her brother, subsequently leaving
         her responsible for the taxes of the estate of Mr. Marcel Guay;

         CONSIDERING THAT;
         This property was the subject of a fire during the summer of 2010
         and the perspective resident/owner of the property has left and is
         currently un-locatable and Mrs. Dunlop has cleaned the property of
         the fire and general debris;


         It is proposed by    Ronald Marengère
         Seconded by          Robert Bergeron

         And resolved;

         That this Council agrees to settle the account of Mr. Marcel Guay
         for an amount of $1, 261.83 including applicable interest with his
         sister whom is responsible for the estate of Mr. Guay. This
         payment of overdue taxes is due the end of October 2010.

2010-10-267 RENEGOTIATION FOR PURCHASE OF                                 METAL
            HOUSEHOLD WASTE BIN – M. JACKSON

         CONSIDERING THAT;
         An original offer of $750 was made for the purchase of a metal
         household waste bin by Mr. M. Jackson of the Municipality of
         Low;

         CONSIDERING THAT;
         After taking a better look at the bin, Mr. Jackson has reconsidered
         and has now re-submitted a tender or $400;

         It is proposed by    Denis Bélair
         Seconded by          Pamela Lachapelle

         And resolved:

         That this Council authorises the Director General to contact Mr. M.
         Jackson and advise him that the cost for the metal household waste
         container will be $500 and that it must be picked up as soon as
         possible due to the season.

         REQUEST OF A DONATION TO CELEBRATE THE 15TH
          ANNIVERSARY OF CONTACTS FEMMES-ENFANTS
         A request was received from Contacts Femmes-Enfants for a
         donation to help them celebrate their 15th anniversary. However,
         the Municipal Council feels that since we allow the group the full
         weekly usage of the basement of the Municipal Office free of
         charge, that the Municipality does its share for the community and
         the Contacts Femmes-Enfants service.
