1 Maybe it only needs a flash to help- this often works.
Enhance> Adjust Lighting> Fill Flash lighten slightly -not so hot –washes out picture
UNDO to original –Use CONTROL/Z or UNDO HISTORY back to OPE N
2 Enhance> Auto Levels
doesn’t do much -- UNDO
3 Enhance >Brightness/Contrast>Brightness/Contrast
not bad but difficult to get image right --UNDO
4 Enhance >Adjust Brightness /Contrast> Levels (ControL+L)
Adjust white highlights- black shadows – gray midtones with the markers
SUGGEST INPUT near shadows- 0,midtones- 1.3, highlights- 160
As usual manual Levels adjustment does a quite good job

Select> Feather about 5 and try Fill Flash set to about 5, buck up Saturation a bit
SHARPEN THE IMAGE
Select Filter> Sharpen >Unsharp Mask View dialog box at 100%
Try normal sharpening values Amount 150% Radius 2.2 Threshold 12.
What do you think? Probably the photo does not need sharpening. UNDO

Eyedropper to get current color- then choose a color ½ way between that and pure white
Paintbrush soft 5 pixel brush 40% opacity with foreground
Your may find it useful to switch foreground and background black during process

Blur edges - blur tool 13 pix or smudge tool
Takes a lot of practice to make it look right, but we want to at least try the process for a while
