Incumbent Worker Training Program
      Created by state legislature in 1997
      Funded through Unemployment Insurance taxes
      Initial funding was $6 million per state fiscal year
      In 2000 funding increased to $50 million per state
       fiscal year
      In 2003 SBET – Small Business Employee Training
       option was created
      Program re-authorized 2007 and funded up to $35
       million per state fiscal year
      2008 – First time ever demand for funds exceeds
       available funding
      $35 million available new fiscal that started July1st
Who can participate in IWTP?

       Employer (or groups of employers) who:

      Have been operating for at least 3 years in
       Louisiana
      Contributing to and in full compliance with
       Unemployment Insurance taxes (source of
       program funding)
      Have a minimum of 15 employees to be trained

Small Business Employee Training

   SBET Funding

Who Can Participate in SBET?

      Who have been
       operating in Louisiana
       for at least 3 years
      Contributing to and in
       full compliance with
       state U.I. tax laws.
      Employers with 50 or
       fewer employees

Other Eligibility Criteria - SBET

      Employers cannot receive SBET and IWTP
       customized training concurrently.
      Trainees must be incumbent workers (on the
       payroll) for whom the employer incurs a state
       UI tax liability.
      Trainees must receive either a wage increase
       after training OR trainees must be
       compensated while attending training.
Types of Training - SBET

      (G-4) National, regional or state trade association
       that offers independently certified training
       curricula and testing
      (G-3) Computer software or hardware training
       from a manufacturer or representative
      (G-2) Training from a manufacturer or
       representative for equipment valued at $3,000 or
       greater within one year of the purchase
      (G-1) Classes at an institution, public or private,
       under policy or authority of Board of Regents

      Log on to www.laworks.net and select “Online
       Services” / “Small Business Employee Training”
      Complete the short application and submit on line
      Print form, have it signed by an “authorized
       employer representative"
      Fax to the Grants Specialist in Baton Rouge:
          1. a copy of the signed application form
          2. a copy of the company's W-9 form
          3. a copy of applicant’s recent pay check stub

     Funds are reimbursed to employer for:

SBET vs IWTP
  Businesses that have 50 or fewer employees AND 15 or more employees to
  be trained are eligible for both small business and customized programs.

      Employer can provide onsite internal
       occupational skill training and receive up to
       50% of a participants wage rate to compensate
       for the extraordinary costs associated with
       training
Benefits of OJT for employers
     Employers may receive up to 50%
      reimbursement of hourly wages paid to a
      trainee with a cap of $2000 per trainee.
     Employers make all the hiring decisions.
     Employers save on recruiting, screening, and
      training costs.
     Minimal paperwork for employer.
Training Requirements
    Training for new hires:
     Provided for those who do not have all the
      required skills for a particular job.
     Training is provided by the employer to a paid
      participant.

    Training for existing employees (advancement):
     Changing skill requirements due to new job duties
     New technology
     Restructuring
     New product lines
OJT program requirements
   Employers
    Must be current on all federal, state and/or local tax
     obligations.
    Must be fully compliant with Louisiana
     Unemployment Insurance taxes or provide proof of
     exemption.
    Must provide copy of current Worker’s
     Compensation Certificate.
    Must provide a detailed job description that specifies
     the skills to be learned.
OJT program requirements
   Applicant/Employee
    Must be employed full time (at least 32 hours
     per week).
    Must meet WIA services eligibility
     requirements.
    Must complete WIA evaluation or assessment
     prior to being hired.
OJT Application Process
      Business & Career Solutions Center staff will meet with
       employer to assess OJT eligibility and negotiate
       contract.
      Quick turnaround time for approving contracts
      Employer is expected to retain OJT participant,
       unsubsidized after contract is completed.
