PROFESSIONAL / TECHNICAL PERSONNEL QUESTIONNAIRE
1. How do you intend to provide the resources required by this ITQ?
Winning Solutions, Inc. (WSI) employs a staff of more that two dozen people. As is evident
from the dates shown on our client reference surveys, we are experienced in handling large
projects simultaneously. We believe our past experience lends itself to satisfying multiple
clients in an extremely close time frame.
On average, WSI has 30 – 40 active clients every 15 days. These active clients are from all
of the service areas we provide, including application development, business intelligence,
asp/managed hosting, web/internet, media, network and personnel. Some of this client
interaction is for existing/ongoing projects, some is for new clients; the remaining interaction
is generally for on-call situations, such as for hardware and network support, web site
updates or application development additions.
As always, WSI is dedicated to meeting the requirements set forth by our clients, whether
they are tight deadlines, revised budgeting, skill levels necessary, etc…
2. Identify the SP contract administrator and describe the functions that person will perform.
The contract administrator would be Beth Saxton. Mrs. Saxton serves as the Business
Manager at WSI and handles general accounting and customer service functions including:
Initial review of requests for quotations/services
Review and approval of client requirements, such as non-disclosure agreements
Invoicing
Billing detail requests
General account inquiries
A representative from the marketing department as well as a project manager are also
assigned to each WSI client. Working together, these departments prepare the actual
quotation for potential clients. Once a quotation is accepted, the project manager is
responsible for day-to-day client interaction, ensuring the project is progressing on schedule
and on budget, answering any technical questions the client may have and addressing
modifications to the project.
3. Describe how you plan on providing additional personnel if it becomes necessary to
properly staff projects.
Should WSI require additional staffing, we feel we are well prepared. Besides those
employees in our Ames, Iowa corporate office, we have three employees working at our
recently opened branch office in Fort Myers, Florida. The staff there has recently been
concentrating on introducing our company and services to the area. Two senior project
managers are available to redirect their efforts to client projects whenever necessary.

Should there be a need to hire additional staff, we have several options open to us to
quickly fill positions. We have more than 100 resumes on file in our office and we also
receive new inquires from quality individuals each week about potential openings within
WSI. There is also the possibility of hiring contract workers to augment our regular staff
during peak times. As a company that provides this service to our clients, we are well
aware of the fact that there are a number of skilled information technology workers
available for short or long-term employment. Another benefit WSI is able to take
advantage of is our close proximity to Iowa State University. There is a steady supply of
quality students available for entry-level work which frees our senior staff for more
challenging duties.
4. Describe your company's ability to uniquely address problems and issues related to
the service category. (Category 4 - Developing)
What makes us unique is the fact that we focus first on the business side of the problem,
not just the technical side, because first and foremost, we understand business. Many
firms have the ability to do something technically, but not all technical firms have the
ability to analyze and dissect a problem from a business point of view and then
implement the necessary technical solution. For example, when we meet with a client we
don‟t immediately go into the technical side of the project, but rather we learn about the
company or organization‟s business and goals from that standpoint. After we have a
good understanding of that, then we take that knowledge and transfer it into a technical
solution that achieves their business‟s goals.
Another benefit WSI offers is that we are custom application developers. Although we do
sell and recommend off-the-shelf products when they best meet our client‟s needs, our
main business is making sure that you, as the client, get what works best for you. We do
not believe it benefits our clients to change the way they do business to conform to a
product – we will modify or create a new application to meet the client‟s exact business
needs.
Finally, we are experienced developers who want our clients to succeed whether we are
building simple data entry forms or complex, web based data warehouses. Our goal is to
become our client‟s most valuable employee; we deploy a team effort on your project to
ensure you get what you want on time and on budget.
5. Describe your company's practices in adopting client policies and methods.
WSI has its own policies and methods that we typically employ in a standard project.
However, on many occasions, WSI has adopted the client‟s stated policies and methods
in place of our own.
For example, while engaged in a long-term project for Wells Fargo Card Services, WSI
fully adopted their policies and methods throughout the entire project. Our staff worked
at their facility, reported to their managerial staff and developed according to their
standards. We adapted ourselves to essentially become “temporary employees” to meet
their project goals.

internally and for a number of our clients. WSI‟s responsibilities include enhancements,
maintenance and backup. WSI is fully responsible for the well being of these boxes.

incorporating waterfall methods in coordination with our clients. A project will be
designed with a final product in mind, but will be built with a foundation upon which

9. Please describe any experience and deployed solutions in each of the following specific
technologies below.
a) Help desk solutions / technologies – FitSense Technology
For FitSense, WSI covers many aspects of their help desk. First, we have WSI
personnel who staff the Fitsense phone support line, as the “front line of defense” for
technical support. Second, we created an online knowledge database for tracking
problems and solutions as they arise with this product. Third, we created a dynamic
Frequently Asked Questions (FAQ) section of selected problems from the knowledge
base for public consumption. The above listed systems were built with SQL Server 7.0
and Microsoft Active Server Pages.
b) Data development – National Pork Producers Council (NPPC)
WSI had the opportunity to develop advanced features for data development when
producing BenchmarksOnline.com for NPPC. This database not only provided dynamic
content, but was also highly dynamic in structure and use. The online tools we
developed allowed administrators to add, edit and delete actual fields in the database as
well as to use these fields to provide customized reports all without the need for a
programmer.
c) Data analysis – NPPC Environmental
The site BenchmarksOnline.com, developed for NPPC, is an excellent example of
providing data analysis to both advanced and novice users. The system allows for the
creation of customized reports that combined large amounts of data into simple graphical
views allowing performance-based decisions to be made more easily. A wide variety of
criteria and options are available to users, allowing them to get a clear picture of how
their organization fared in comparison to other similar or dissimilar organizations during a
given time period.
d) Data modeling – Big 5 Accounting Firm (client name withheld per non-disclosure
agreement)
Revenue Model: Created an application to perform revenue projections based on an
historical data set. The data set was analyzed and categorized into a 3x3 matrix with two
disconnected cells for “residual” & “adjustment” data. This model was created to allow for
expansion into a 5x5 matrix and was later consolidated to a 2x2 matrix. Each cell
contained a summarized revenue amount and a weighting as to the projected percent
growth (+/-) over a future time period. The models primary function was to set a
corporate revenue growth goal, and then determine the percent growth required in each
matrix cell to achieve desired overall growth.

Deployment Model: Created an application to analyze and compute a human
resource re-deployment strategy for an organization with 80+ offices in North
America. Each resource was categorized according to several attributes (e.g. hours
worked within a field) and cross-referenced with data collected from the offices as to
the skill-set needs of each office. A slot-model approach was used to evaluate the
magnitude of required displacements to reach a user-defined „% of needs satisfied‟
rating. The tool was further refined to accommodate exceptions by attribute for
offices, human resources, and other non-calculated classifications. The exceptions
were used to minimize the number of physical displacements and maximize the
satisfaction of office needs.
e) Facilitating and consulting - Big 5 Accounting Firm (client name withheld per non-
disclosure agreement)
Provided business and technical expertise in the development of a formal business
plan for a Big 5 accounting firm. Assisted in the coordination of multiple business
units‟ needs and the technical implications of those needs to develop a single
solution. This single solution required that all business units be represented with
priorities and weights applied to individual needs. Several tools were created to
analyze and formulate a feasible working solution within the required time frame.
f) Photogrametery and remote sensing – N/A
g) Data collection and clean up mapping – Environmental Management Solutions,
LLC (EMS)
EMS originally had data in multiple and different systems that were not talking to
each other. In each system, there was a fairly significant duplication of data and
there were also some issues with the integrity of the data due to this duplication.
EMS also had several new paper forms that needed to be tracked. WSI essentially
took all of this data from these disparate sources and combined them into one
database. This not only removed the duplication of the data, but the integrity of the
data improved immensely.
h) GIS / ESRI Software / Mapinfo – N/A
i) Electronic Commerce / EDI – FitSense Technology
One of the three main areas of FitSense.com was the Buy section, an e-commerce
area that allowed for end users to purchase product online. It was designed to be
quick and easy. All of the products available for purchase were displayed on one
page, keeping search time to a minimum. The purchasing side of the Buy site was
a custom design, allowing for a quick checkout - using just a few clicks to complete
the sale. Other functionality included was order status and profile maintenance.
While developing this application, WSI also created the ability to support a web site
affiliate program that allowed affiliates to sell FitSense products on their web sites
while earning a commission for each sale.

j) Document management – Wells Fargo Card Services (WFCS)
Large numbers of lengthy reports created a distribution nightmare to WFCS before
WSI helped them create an intranet reporting system. Cutting out thousands of
pages of paper per week, the intranet reporting system produced PDF versions of
the department‟s reports. Old reports are archived and managers are made aware
of the availability of new reports on the intranet via email.

m) Wireless networking – Citizens Savings Bank (CSB)
With locations in Gilman and LeGrande, Iowa, CSB had made a strategic decision
to expand into the Marshalltown, Iowa market. The opening of this new office
offered the potential to almost double the size of their business. WSI was hired to
assess and implement all new technology. WSI assessed the WAN infrastructure
already in place at CSB and determined that it would not handle the bank‟s
expansion plans. WSI coordinated and facilitated communication between the bank
and the company selected to provide the wireless solution. This greatly simplified
the project for both the bank and the wireless company. With this relationship in
place the bank knew that its best interests would be represented and
communicated. The wireless vendor had the advantage of working with a company
that had experience with technology and networks to integrate a complete solution.
n) IT staffing – Wells Fargo Card Services (WFCS), Principal Capital Management,
Dee Zee Manufacturing
WSI provides employees to fit any need. In the case of WFCS, Principal Capital
Management (a division of the Principal Financial Group) and Dee Zee
Manufacturing, WSI provided employees on site for set amount of time. The most
common length of our contracts (placement of employees on site) is usually six
months. WSI has been used in many capacities in the various contracts. Although
the primary demand for IT staffing is for programming, WSI can also provide project
managers, graphic designers, help desk support, etc…
o) Graphic / web design –
WSI works with many clients in many different situations when dealing with graphic
design. Some clients have existing corporate images that must be translated onto a
web site (www.schafersystemsinc.com). Others have no limitations, and end up
using the web site's design as the launching pad for their corporate image
(www.connectadock.com). We work with each client to determine the boundaries
for design then develop a plan based on the target audience and user interface
requirements (this includes the site's navigational structure).
With Schafer Systems, Inc., they had recently invested in a print piece that needed
to be portrayed on the web site. All of the piece's main graphical elements were
used throughout the new web site, giving a consistent look to all of SSI's different

media types. Connect-A-Dock, Inc., a new company formed later that year from one
of Schafer Systems' main divisions, did not have an identity other than their logo.
WSI was brought in again to create a new look that enveloped the theme of
company's product line with a similar user interface to schafersystemsinc.com, one
that current customers already understood and were comfortable with.
p) Other – Business Process Automation for Wells Fargo Card Services (WFCS)
WFCS analyzes and processes account and transaction data for over 6 million
credit card customers. This translates into tens of gigabytes of data arriving every
month. This data was largely handled manually in a number of complex and tedious
processes to generate reports for management that were several days outdated
before they were available. Managers seeking further detail on report discrepancies
were forced to wait weeks for nonstandard reports. We assisted in the automation
of several dozen processes entailing:
data loading from a variety of sources such as Microsoft, Oracle and IBM DB2
databases via ODBC, screen scraping and flat file parsing
data manipulation and transformation
creation of summary data and statistics
validation and exception report creation
sequenced execution of dependent processes
p) Other – Media Services
WSI offers a wide range of services including CD-ROM development, corporate
presentation development, IPix photography, trade show display design, trade show
booth design and print design. For a local realtor, WSI has designed and developed
a web site, performed IPix photography services, created a CD-ROM version of the
web site and created a full length informational CD-ROM which included voice-overs
and music. WSI designs all of their printed materials in-house and outsources the
actual printing, including our trade show display, CD Business Card and direct mail
pieces.
