  Subject:          Consultation on the draft Commission Implementing Decisions on
                    the recognition of three classification societies for inland waterway
                    vessels on the basis of Directive 2006/87/EC.


Please find herewith the draft Commission Implementing Decisions on the recognition of
three classification societies for inland waterway vessels on the basis of Directive
2006/87/EC.

The proposed Commission Implementing Decisions concerns the recognition of Polski
Rejestr Statkow (PRS), RINA and Russian Maritime Register of Shipping (RS). The
Commission has examined the fulfilment of the criteria listed in Part I of Annex VII of
Directive 2006/87/EC with regard to the candidates. In doing so, the Commission has
entrusted an independent expert to carry out detailed checks on the spot. In accordance
with the Directive, the Commission consulted the Central Commission for Navigation on
the Rhine (CCNR). The questions of CCNR have been answered in depth by the letter
dated 21/3/2011.

On the basis of the expertise provided by the independent expert and the deliberations in
the JWG and in the Committee, the Commission, after careful consideration of all
relevant aspects, has come to the conclusion that the three Classification societies fulfil
the required criteria for their recognition.

The Commission is convinced that the new classifications societies guarantee the
required level of technical safety as stipulated in Directive 2006/87/EC.

The draft Commission Implementing Decisions on the recognition of three classification
societies have been presented to the Committee Meeting on 2 March 2011 and discussed
there.

Formally, all 27 Member States are supposed to participate in the Committee, although
the Directive is only addressed to those which have inland waterways as referred to in
Article 1 (1) of Directive 2006/87/EC. It is agreed - to avoid that the quorum is not
reached - that the written procedure shall be used for votes.

The Commission seeks the formal opinion of the Committee on this draft measure within
14 calendar days from receiving of this letter. In accordance with Article 9 of the
Committees rules of procedure, any member of the Committee who does not express his
opposition or intention to abstain within this time-limit will be considered to have given
