SCHOOL BOARD MINUTES
(1) The Board of School Directors of the Lebanon School District met in regular session
on Monday, October 16, 2006, at 7:00 p.m. in the board conference room in the senior high
school as advertised in the Lebanon Daily News on December 10, 2005.
(2) President Michael J. Kuhn called the meeting to order at 7:00 p.m. Everyone
participated in the Pledge of Allegiance to the Flag.
(3) On roll call by the secretary, the following board members were present: Mrs. Donna
M. Becker, Mrs. Maria Meluskey Dissinger, Mrs. Rose Marie R. Kotay, Mr. Michael J. Kuhn,
Mr. Peter N. Pyles, Jr., Mr. Thomas L. Schaffer and Mr. John P. Shott. Mrs. Myra A.
Kitchen and Mrs. Debra L. Bowman were absent. Also present were Dr. Marianne T.
Bartley, superintendent of schools; Mrs. Mary A. Harrell, secretary; Mr. Curtis O. Richards,
business manager and treasurer and Mr. Bill Reed, Jr., solicitor.
(4) Also present were Dr. Linda S. Dolan, assistant to the superintendent for curriculum,
instruction, and federal programs; Dr. Barbara S. Heckard, assistant to the superintendent
for assessment and accountability; Dr. Evelyn W. Rossi, assistant to the superintendent for
secondary education and human resources; Miss Michelle Norman, director of
development and communications; Mr. Brad Remig, financial advisor; Mr. George Horn,
district resident; Mr. Craig Boltz, director of buildings and grounds; and the following media
representatives: Mr. John Latimer of the Lebanon Daily News; Mrs. Carrie Cassidy of the
Patriot News.
(5) RESOLUTION #13640 – The minutes of the committee meeting held on September
11, 2006, and the regular meeting held September 18, 2006, were offered for
consideration. It was moved by Mrs. Dissinger and seconded by Mrs. Becker that the
minutes be approved. All members voiced consent and so ordered.
(6) Dr. Bartley Dr. Bartley began the superintendent’s report by introducing Mr. Brad
Remig, from Public Financial Management, who explained to the board that it is a good
time to move on the forward financing for the Southeast Elementary School and Southwest
Elementary School Renovation Project. Municipal bond rates are trending upward slightly
and the trend may continue as we enter 2007. A good rate could be locked in before
Thanksgiving and funds could then be available before the holiday break. Mr. Remig
distributed the payment schedule for the $10 million needed for the project going out to
2027. An item to grant permission to authorize the district administration to move ahead
with the issuance of the General Obligation Bonds will be on the agenda for approval next
month.
(7) Dr. Bartley stated as discussed at last week’s meeting, an item is on the evening’s
agenda to grant permission to hire one temporary security person for Harding Elementary
and one permanent security person for Northwest Elementary. School Board Solicitor Harry
Reed as well as our Insurance Company advises against using parent volunteers for these
positions.
(8) Next, Dr. Bartley shared that, thanks to Senator Brightbill, we have again received
funding for Polaris School. Polaris has been very successful in getting students back on
the right track and also in decreasing discipline concerns across the district. We are in
discussion with county schools about the expansion of Polaris.
(9) Dr. Bartley reported that our high school Quiz Bowl Team participated in their first
Quiz Bowl league match of the year. They won all three rounds against Ephrata.

Convention Center on Friday, April 20 from 2:30 – 3:30 p.m.

(11) Dr. Bartley announced that Red Ribbon Week will be held October 23 through the 27,
2006. For almost two decades the Lebanon School District has used Red Ribbon Week as
an opportunity to teach students about the dangers of drugs and to encourage healthy life
choices. We want to teach the children about the harmful effects of drugs and encourage
them to aim for success and resist peer pressure. Everyone should use this week to focus
on preventing underage drinking and smoking in addition to illegal drug use. Elaine Rife is
the coordinator for the program.

(12) Dr. Rossi shared information about the Fifth Annual Multi-Cultural Festival. We will
begin with the Parade of the Flags of Nations with music by LHS Brass Quintet. Earth
Rhythms presented “Livin’ in the Rhythm”. The Lebanon Police Department and DARE
provided “Kid Printing”.
(13) Children across the district will be participating in the Reflections contest sponsored
by the PTA. The theme of this year’s contest is I Wonder Why… Entries in art, music,
creative writing, photography and film or dance will be judged during American Education
Week.
(14) RESOLUTION #13641 – The treasurer’s report for the month of September 2006,
was presented for consideration. Mr. Pyles made a motion, seconded by Mrs. Kotay, that
the board approves the treasurer’s report and records it as a part of the minutes. All
members answered aye and the motion carried.
(15) RESOLUTION #13642 – Acting upon certification of the treasurer, a motion was
made by Mrs. Becker and seconded by Mrs. Dissinger, that the board approves the
payment of bills payable for October, 2006 as listed, ratify the payment of invoices
mentioned in the letter of certification, and take care of all other matters regarding the
payment of invoices, including acceptance of the letter of certification, and record the
financial statements as a part of the minutes of this meeting. All members answered aye
and the motion carried.
(16) RESOLUTION #13643 – A motion was made by Mr. Pyles and seconded by Mrs.
Kitchen to accept the student activity fund report for August 2006, and the food service
report for August/September, 2006, as presented. All members answered aye and the
motion passed.
(17) There was no communications report.
(18) Mr. Bill Reed shared that last week he and Dr. Marianne Bartley attended the PSBA
School Law Workshop.
(19) RESOLUTION #13644 – Mrs. Kotay made a motion, seconded by Mrs. Dissinger, to
grant approval of the following Supplemental Contracts with the Lancaster Lebanon
Intermediate Unit to provide supplemental special education services for a Lebanon School
District student during the 2006-2007 school year:
1 contract at $5,508.36
1 contract at $8,262.54
4 contracts at $13,770.90 each
(20) RESOLUTION #13645 – Mrs. Dissinger made a motion, seconded by Mrs. Kotay, to
hire one temporary security personnel for Harding Elementary and one permanent security
personnel for Northwest Elementary to be paid from the School Demonstration Grant. All
members answered aye and the motion passed.
(21) RESOLUTION #13646 - A motion was made by Mr. Pyles and seconded by Mrs.

(22) RESOLUTION #13647 – Mrs. Dissinger made a motion, seconded by Mrs.
Becker, to grant permission for orchestra, band, and concert choir to participate in the Walt
Disney World Magic Music Days Festival from Wednesday, November 21, 2007, to
Sunday, November 25, 2007, at no cost to the District. The motion passed with a
unanimous vote.
(23) RESOLUTION #13648 – Mrs. Kotay made a motion, seconded by Mr. Pyles, to
grant permission to enter into an agreement with the Johns Hopkins Center for Data-Driven
Reform in Education in conjunction with the PA Department of Education to provide
assistance to the district to ensure that adequate yearly progress is achieved by the district,
at no cost to the district. The motion passed with a unanimous vote.
(24) RESOLUTION #13649 – Mr. Pyles made a motion, seconded by Mrs. Dissinger,
to grant approval of the first reading of revised Board Policy 117, Homebound Instruction.
The motion passed with a unanimous vote.
(25) RESOLUTION #13650 – Mr. Pyles made a motion, seconded by Mrs. Dissinger,
to grant permission to submit the response to Objective No. 1, Observation – Internal
Control Weaknesses in Administrative Policies Regarding Bus Drivers’ Qualifications to the
Auditor General’s Performance Audit Report. The motion passed with a unanimous vote.
(26) RESOLUTION #13651 – Mr. Shott made a motion, seconded by Mrs. Kotay, to
grant permission to accept the following drivers from BOYO Transportation Services, Inc. to
provide transportation service to the Lebanon School District. Documentation has been
provided to the Business Office as required by contract to certify the drivers listed meet the
requirements to transport students:

(27) RESOLUTION #13652 – Mrs. Dissinger made a motion, seconded by Mrs. Becker,
to grant permission to accept the following drivers from D. B. Fisher Student Transportation

(29) RESOLUTION #13654 – Mrs. Kotay made a motion, seconded by Mrs. Dissinger to
grant approval to submit a Pennsylvania Meaningful Watershed School Grant.
(30) The president requested that board members remain for an executive session to
discuss personnel matters following the meeting.
(31) With no further business to come before the board at this time, a motion was made
by Mr. Pyles and seconded by Mrs. Dissinger that the meeting adjourn. All members
voiced consent and President Kuhn declared the meeting adjourned at 7:41 p.m.
