A RESOLUTION adjourning the Senate in loving memory and honor of Jackie B.
Browning.
WHEREAS, Jackie B. Browning was born in Danville, Kentucky, the son of the
late Ed and Edna Matherley Browning; and
WHEREAS, Mr. Browning was a graduate of Western Kentucky University and
was a certified Professional Engineer; and
WHEREAS, Mr. Browning served with distinction as an employee of Farmers
Rural Electric Cooperative Corporation for 35 years, including 19 as chief executive
officer. Under his leadership, Farmers Rural Electric Cooperative Corporation greatly
expanded its utility services in Glasgow and surrounding communities, offering
insulation and propane service to help reduce members' energy bills and usage. The
cooperative also introduced automated readers during his tenure, further reducing the
burden and costs to its members; and
WHEREAS, Mr. Browning was also a leader statewide, serving on the board of
directors of the Kentucky Association of Electric Cooperatives. Mr. Browning was an
officer for six years, serving as secretary-treasurer, vice-chairman, and finally chairman in
2002-2003. Mr. Browning had also been an alternate director for the East Kentucky
Power Cooperative since 1988; and
WHEREAS, Mr. Browning's activities in the energy field took him into national
leadership positions. From 1991 to 1999, Mr. Browning was a member of the United
Utility Supply Cooperative Corporation's Board of Directors, helping the nation's largest
electric utility supply cooperative serve its customers in 17 states. Mr. Browning also
served Kentucky and other southern states on the National Rural Electric Cooperative
Association's Community and Economic Development Committee; and
WHEREAS, Mr. Browning also sought to help Glasgow and Barren County grow
in many other ways, dedicating himself to community service organizations. He was a
member of the Glasgow Kiwanis Club and the Barren County Chapter of the American

Red Cross. He was an enthusiastic supporter of the Barren County Recreation Board and
was actively involved in Glasgow's Calvary Baptist Church, serving as a trustee, deacon,
and Sunday school teacher; and
WHEREAS, Mr. Browning was, above all, devoted to his family. He was the loyal
husband of Debby Jones Browning; the loving husband of Erica Nesbitt, Jerrod
Browning, and Justin Browning; the doting grandfather of Mason Nesbitt, Jack Nesbitt,
Carter Browning, and Brooks Browning; the dutiful brother of Jimmy Browning; and a
wonderful family member to numerous other relatives; and
WHEREAS, Mr. Browning departed this life all too soon on May 4, 2007, and the
entire Commonwealth joins his friends, family, and community in mourning his loss;
NOW, THEREFORE,
Be it resolved by the Senate of the General Assembly of the Commonwealth of
Kentucky:
1 Section 1. The Senate expresses its sympathy upon the passing of Jackie B.
2 Browning and extends its sincere condolences to his family, friends, and community.
3 Section 2. When the Senate adjourns this day, it does so in loving memory and
4 honor of Jackie B. Browning.
5 Section 3. The Clerk of the Senate is directed to transmit a copy of this Resolution
6 to Debby Jones Browning, 5270 Old Bowling Green Road, Glasgow, Kentucky 42141.
