1. THE PRESIDENT HAS SIGNED AN EXECUTIVE ORDER AND SECDHS HAS
AUTHORIZED THE COAST GUARD TO MOBILIZE RESERVISTS FOR
A PERIOD NOT TO EXCEED 180 DAYS. THE PURPOSE OF THIS ALCOAST IS TO
PROVIDE POLICY CLARIFICATION CONCERNING ENTITLEMENTS AND ORDERS
ISSUANCE FOR RESERVISTS MOBILIZED UNDER THIS EO TO ENSURE THAT
MOBILIZED RESERVISTS RECEIVE ALL COMPENSATION AUTHORIZED UNDER LAW
OR REGULATION UNDER TERMS OF THEIR ORDERS. A COPY OF THIS
ALCOAST SHOULD BE GIVEN TO EACH MOBILIZED RESERVIST TO ENSURE
UNDERSTANDING OF HIS OR HER ENTITLEMENTS AND BENEFITS.
2. ALL RESERVISTS INVOLUNTARILY MOBILIZED TO AD UNDER REF A SHOULD
BE ISSUED ORDERS FOR A MINIMUM OF 31 DAYS TO OPTIMIZE OPERATIONAL
AVAILABILITY WHILE PROVIDING APPROPRIATE ENTITLEMENTS. PER REF A,
ORDERS SHALL NOT EXCEED OR BE EXTENDED BEYOND 180 DAYS. ACTUAL
RELEASE FROM ACTIVE DUTY (RELAD) DUE TO COMPLETION OF MISSION OR
REQUIREMENTS MAY OCCUR AT ANY TIME AS LONG AS PROPER RELAD
PROCEDURES ARE FOLLOWED PER CH 3 AND CH 11 OF REF B.
3. RESERVISTS INVOLUNTARILY MOBILIZED TO AD UNDER REF A ARE NOT
ORDERED TO A NEW PERMANENT DUTY STATION (PDS). THIS DISTINCTION
PRECLUDES THE ISSUANCE OF PERMANENT CHANGE OF STATION (PCS)
ENTITLEMENTS AND IS THE CONCEPTUAL FOUNDATION FOR THE PAY AND
ALLOWANCE ENTITLEMENTS CITED IN THIS ALCOAST.
4. TRAVEL AND TRANSPORTATION ENTITLEMENTS: ALL RESERVISTS SHALL BE
RECALLED TO A CONUS DUTY SITE. IF RESERVISTS ARE DEPLOYED TO HAITI
THEY WILL NEED A SET OF TDY ORDERS IN ADDITION TO MOBILIZATION
ORDERS.
 A. TRAVEL ENTITLEMENTS.
   (1) UNDER REF A, RESERVISTS MAY NOT BE INVOLUNTARILY ORDERED TO
ACTIVE DUTY FOR GREATER THAN 180 DAYS AND ARE AUTHORIZED TRAVEL
ALLOWANCES, INCLUDING TRAVEL TIME, FROM THEIR RESIDENCE TO THEIR
RECALL DUTY SITE.
   (2) INVOLUNTARY ACTIVE DUTY ORDERS UNDER AUTHORITY OF REF A ARE
TDY TYPE ORDERS AND MUST REFLECT THE AVAILABILITY OF GOVT QUARTERS
AND MESSING. GOVT QUARTERS AND MESSING SHALL BE USED TO THE MAXIMUM
EXTENT POSSIBLE.
 B. PER DIEM AUTHORITY.
   (1) RESERVISTS INVOLUNTARILY RECALLED TO AD UNDER REF A FOR UP TO
180 DAYS WHOSE PRINCIPAL PLACE OF RESIDENCE IS NOT WITHIN COMMUTING
DISTANCE OF THE AD SITE ARE ENTITLED TO APPLICABLE TRAVEL/PER DIEM
ALLOWANCES FOR THE ENTIRE PERIOD. ABSENT A DETERMINATION UNDER
PAR. 3.B.(2) BELOW, A ONE-WAY REASONABLE COMMUTING DISTANCE IS
CONSIDERED 50 MILES/ONE HOUR.
  (2) LOCAL ORDER-ISSUING AUTHORITIES ARE RESPONSIBLE FOR
DETERMINING THE LOCAL REASONABLE COMMUTING DISTANCES WITHIN THEIR
AORS. AREAS WITHIN A REASONABLE COMMUTING DISTANCE ARE DESCRIBED IN
PAR. U3500-B OF REF C.
  (3) REGARDLESS OF THE DISTANCE ACTUALLY TRAVELED, A RESERVIST WHO
VOLUNTARILY COMMUTES BETWEEN HOME AND DUTY LOCATION IS NOT
AUTHORIZED PER DIEM OR ALLOWANCES, EVEN IF HIS OR HER RESIDENCE
LIES OUTSIDE THE LOCAL REASONABLE COMMUTE DISTANCE. RESERVISTS IN
THE LOCAL TRAVEL AREA, RESIDING OUTSIDE THE LIMITS OF THE DUTY
LOCATION, MAY BE AUTHORIZED PER DIEM WHEN THEIR DUTIES REQUIRE THEM
TO REMAIN AWAY FROM THEIR PRINCIPAL PLACE OF RESIDENCE. ONE ROUND
TRIP MILEAGE TO/FROM THE MEMBERS RESIDENCE IS AUTHORIZED FOR THE
ENTIRE TDY PERIOD.
  (4) WHEN GOVT QUARTERS AND MESSING ARE AVAILABLE AND THE MEMBER
DOES NOT COMMUTE FROM HOME TO DUTY STATION, LODGING REIMBURSEMENT
IS LIMITED TO THE AMOUNT CHARGED BY THE HOUSING FACILITY AND MEAL
PORTION OF PER DIEM IS LIMITED TO THAT AUTHORIZED FOR ON-BASE
MESSING. FOR PERSONNEL DEPLOYED OCONUS AT LOCATIONS WHERE QUARTERS
AND MESSING (INCLUDING FIELD RATIONS) ARE PROVIDED WITHOUT CHARGE,
PER DIEM IS LIMITED TO THE INCIDENTAL EXPENSES RATE APPROPRIATE TO
THE TDY LOCATION.
  (5) RESERVISTS ASSIGNED TO CAREER SEA PAY ELIGIBLE VESSELS ARE
NOT AUTHORIZED PER DIEM.
  (6) FULL PER DIEM IS AUTHORIZED IF NO GOVT QUARTERS OR MESSING
ARE AVAILABLE.
4. PAY AND ALLOWANCES:
 A. BASIC ALLOWANCE FOR HOUSING (BAH). RESERVISTS ORDERED TO
ACTIVE DUTY UNDER REF A ARE ENTITLED TO LOCALITY-BASED BAH BASED
UPON THE RESERVISTS RESIDENCE PER SECTION 3-G-11 OF REF D FOR THEIR
RESPECTIVE PAY GRADE AND DEPENDENCY STATUS. A RESERVIST RETAINS
ENTITLEMENT TO LOCALITY-BASED BAH EVEN IF RELAD BEFORE COMPLETION
OF THE DUTY PERIOD SPECIFIED IN THE ORDER.
 B. BASIC ALLOWANCE FOR SUBSISTENCE (BAS). BAS IS ALWAYS
AUTHORIZED FOR BOTH OFFICER AND ENLISTED PERSONNEL ON ACTIVE DUTY
AND ENTITLED TO BASIC PAY.
  (1) A DAILY DISCOUNT MEAL RATE MAY NOT BE DEDUCTED FROM ENLISTED
PERSONNEL WHEN PERFORMING TDY AT A SHORE-BASED LOCATION WHERE MEALS
(INCLUDING FIELD RATIONS) ARE PROVIDED WITHOUT CHARGE OR PER DIEM
IS AUTHORIZED.
  (2) IN ALL CASES, MOBILIZED ENLISTED RESERVISTS PERFORMING DUTY
ABOARD CAREER SEA PAY ELIGIBLE VESSELS WILL HAVE DAILY DISCOUNT
MEAL RATES DEDUCTED AS APPROPRIATE. MOBILIZED RESERVE OFFICERS
PERFORMING DUTY ABOARD CAREER SEA PAY ELIGIBLE VESSELS WILL PAY FOR
THEIR MEALS ACCORDING TO ESTABLISHED LOCAL PROCEDURES.
 C. FAMILY SEPARATION ALLOWANCE TDY (FSA-T). FSA-T IS INTENDED TO
COMPENSATE MEMBERS WITH DEPENDENTS FOR THE ADDITIONAL EXPENSES
INCURRED BECAUSE OF FAMILY SEPARATION WHEN MEMBERS ARE ASSIGNED IN
A TEMDU/TDY STATUS AWAY FROM THEIR DEPENDENTS. FSA-T MAY BE
AUTHORIZED TO START FROM THE INITIAL DATE OF RECALL FOR PERSONNEL
WHOSE DUTY REQUIRED THEM TO BE AWAY FROM THEIR DEPENDENTS FOR A
PERIOD OF MORE THAN 30 CONSECUTIVE DAYS. IF A MOBILIZED RESERVIST
RETURNS HOME DURING THE INITIAL 30 DAY PERIOD OF FAMILY SEPARATION
FOR ANY REASON (SUCH AS A SHORT VISIT DURING LIBERTY OR LEAVE), THE
30 DAY SEPARATION PERIOD MUST BE RE-SET.
 D. ADVANCE PAY. NOT APPLICABLE.
 E. COLA. RESERVISTS RECALLED UNDER REF A ARE AUTHORIZED COLA BASED
UPON THE MEMBERS RESIDENCE.
 F. FAMILY SUPPLEMENTAL SUBSISTENCE ALLOWANCE (FSSA). MOBILIZED
RESERVISTS MAY BE ELIGIBLE FOR FSSA. SEE SECTION 3-M OF REF D
CONCERNING POLICY AND APPLICATION PROCEDURES.
 G. SPECIAL AND INCENTIVE PAYS. RESERVISTS RECALLED TO AD WHO
PERFORM DUTIES UNDER THE SAME CIRCUMSTANCES AS ACTIVE DUTY
COMPONENT MEMBERS ARE ELIGIBLE TO RECEIVE ANY OF THE
SPECIAL/INCENTIVE PAYS LISTED IN REF D SECTIONS 4-B (CSP), 4-G
(DIVE PAY), 4-H (IDP/HFP), 4-I (SDAP), 4-J (PA BOARD CERT PAY), OR
5-C (FLIGHT DECK HDIP), 5-E (HDIP-VBSS), AND ALCOAST 285/06(FLPP).
RESERVISTS QUALIFIED FOR AND ORDERED TO DUTIES FOR WHICH SPECIAL
DUTY ASSIGNMENT PAY (SDAP) IS AUTHORIZED MUST HAVE SDAP AUTHORIZED
ON THE ORDERS (ON ORIGINAL OR BY AMENDMENT) WHICH RECALLED THEM TO
AD.
 H. UNIFORM ALLOWANCES. ENLISTED RESERVISTS ARE ENTITLED TO BMA OR
SMA.
 I. REF B CH 3 AND CH 11 CONTAIN PAY AND PERSONNEL PROCEDURES
RELATED TO RESERVE MOBILIZATIONS FOR SERVICING PERSONNEL OFFICES
(SPOS). SPOS NEED TO BE EXTREMELY CAREFUL WHEN PREPARING
INVOLUNTARY MOBILIZATION ORDERS IN ORDER TO PREVENT OVERPAYMENTS/
UNDERPAYMENTS. SEE PARA 6.A. BELOW REGARDING RESERVE ORDER
PROCESSING.
5. BENEFITS:
 A. LEAVE. LEAVE IS ONLY EARNED FOR ACTIVE DUTY PERIODS OF 30 OR
MORE CONSECUTIVE DAYS. RESERVISTS WHO SERVE A COMBINED CONSECUTIVE
PERIOD OF 30 DAYS OR MORE, ACCRUE 2.5 DAYS OF LEAVE PER MONTH OF
ACTIVE DUTY. MOBILIZED RESERVISTS SHOULD, CONSISTENT WITH THEIR
UNITS OPERATIONAL REQUIREMENTS, BE ALLOWED AND ENCOURAGED TO USE
THEIR ACCRUED LEAVE, HOWEVER, ORDERS WILL NOT BE EXTENDED SOLELY
FOR THE PURPOSE OF TAKING ACCRUED LEAVE. ACCRUED LEAVE MUST BE
SOLD AT RELAD PER SECTION 10-A OF REF D. ALL TRAVEL CLAIMS MUST BE
REVIEWED TO ENSURE LEAVE TAKEN IS ANNOTATED AS SUCH. LEAVE ACCRUED
UNDER ORDERS OF 365 DAYS OR LESS ARE NOT SUBJECT TO THE 60 DAY
CAREER LIMITATION ON SALE OF LEAVE.
 B. SERVICEMEMBERS GROUP LIFE INSURANCE (SGLI). ALL RESERVISTS
RECALLED TO ACTIVE DUTY ARE AUTOMATICALLY INSURED UNDER SGLI FOR
400,000 DOLLARS, UNDER TRAUMATIC SGLI (TSGLI) FOR UP TO 100,000
DOLLARS FOR A SCHEDULED, DISMEMBERMENT-TYPE LOSS, AND, IF MARRIED,
UNDER FAMILY SGLI (FSGLI) FOR UP TO 100,000 DOLLARS. CHILDREN ARE
AUTOMATICALLY COVERED UNDER SGLI WITHOUT ANY ADDITIONAL CHARGE.
RESERVISTS MUST SPECIFICALLY DECLINE OF REDUCE SGLI AND/OR FSGLI
COVERAGE BY SUBMITTING PROPERLY EXECUTED FORMS SGLV-8286 (SGLI)
AND/OR SGLV-8285A (FSGLI) TO THEIR SPO, EVEN IF THEY HAVE
PREVIOUSLY OPTED TO DECLINE OR REDUCE SUCH COVERAGE IN RESERVE
STATUS. RESERVISTS ELECTING REDUCED OR NO COVERAGE MUST COMPLETE
THE REQUIRED FORMS WITHIN 60 DAYS OF REPORTING FOR DUTY.
  (1) UPON RELAD FROM INVOLUNTARY ACTIVE DUTY, RESERVISTS
TRANSITIONING TO SELRES WILL AUTOMATICALLY BE RE-ENROLLED AT FULL
SGLI/FSGLI COVERAGE AND MUST COMPLETE ANOTHER FORM SGLV-8286 AND/OR
SGLV-8285A TO DECLINE OR REDUCE THEIR COVERAGE.
  (2) UPON RELAD FROM TITLE 10, RESERVISTS TRANSITIONING TO IRR,
WITHOUT SCHEDULED TRAINING, WILL NO LONGER BE ELIGIBLE FOR
SGLI/FSGLI, BUT WILL RETAIN 120 DAYS OF COVERAGE FOLLOWING RELAD,
PROVIDING THEY DO NOT DECLINE COVERAGE DURING OR AFTER THEIR ACTIVE
DUTY PERIOD.
  (3) RESERVISTS ELECTING TO DECLINE OR REDUCE COVERAGE, MUST DO SO
WITHIN 60 DAYS OF COMMENCEMENT OF ELIGIBILITY. MEMBERS MAY COMPLETE
THE FORM AFTER THE END OF THE INVOLUNTARY ACTIVE DUTY PERIOD, BUT
NOT MORE THAN 60 DAYS AFTER THE ACTIVE DUTY ELIGIBILITY PERIOD
STARTED. RESERVISTS WHO TRANSITION FROM ACTIVE DUTY TO SELRES,
MAY COMPLETE ONE FORM (WITHIN THE SAME TIME FRAME) TO COVER BOTH
PERIODS. EXAMPLE: A RESERVIST IS RECALLED UNDER REF A ON 15 JAN
2010. IF HE/SHE ELECTS TO OPT OUT OR REDUCE THE LEVEL OF COVERAGE,
HE/SHE MUST COMPLETE THE FORM NLT 14 MAR 2010. IF THE RESERVIST
TRANSITIONED TO SELRES ON 12 FEB 2010, HE/SHE MAY COMPLETE ONE FORM
FOR BOTH PERIODS UP UNTIL 13 APR 2010. RETROACTIVE REQUESTS TO
DECLINE OR REDUCE SGLI/FSGLI COVERAGE AND SUBSEQUENT REFUND OF
PREMIUMS WITHIN THE 60 DAY LIMIT WILL NOT BE APPROVED EXCEPT UNDER
EXTREMELY UNUSUAL CIRCUMSTANCES (DOES NOT INCLUDE SPO ERROR -
MEMBERS MUST FOLLOW-UP REQUESTS FOR DECLINED OR REDUCED COVERAGE TO
ENSURE TIMELY PROCESSING).
 C. THRIFT SAVINGS PLAN (TSP). ALL RESERVISTS IN A PAY STATUS MAY
PARTICIPATE IN THE THRIFT SAVINGS PLAN BY COMPLETING FORM TSP-U-1
AND MAILING IT TO PSC (MAS-TSP). RESERVISTS SHOULD ENSURE THAT
SUFFICIENT FUNDS ARE AVAILABLE IN THEIR PAY ACCOUNT AFTER TSP
DEDUCTIONS TO COVER ANY OUTSTANDING GARNISHMENTS OR DEBTS (SUCH AS
SGLI/FSGLI PREMIUMS).
 D. MEDICAL:
  (1) RESERVISTS SUPPORTING HAITI RELIEF OPERATIONS MUST ENSURE
THEY ARE GREEN IN COAST GUARD BUSINESS INTELLIGENCE (CGBI) FOR
THEIR INDIVIDUAL MEDICAL READINESS AND WITHIN COMDT ALLOWABLE
WEIGHT STANDARDS. IF A RESERVIST IS FOUND AFLD WITHIN THE FIRST 30
DAYS OF ACTIVE DUTY, CONTACT ARL-SG-CGPSC-RPM-3(AT)USCG.MIL FOR
GUIDANCE ON IMMEDIATE RELAD.
  (2) IF A RESERVIST IS FOUND AFLD AFTER BEING ON ACTIVE DUTY 31
DAYS OR MORE, CHAPTER 6 OF REF E APPLIES.
  (3) IN ALL CASES, ISSUANCE OF A LINE OF DUTY DETERMINATION (LOD)
IS THE CRITICAL FIRST STEP. LOD POLICY APPLICATION IS SPECIFICALLY
OUTLINED IN 6.A.6 OF REF E AND CH 7 OF REF F, AND CAN BE SATISFIED
BY COMPLETION OF CG-3822 OR LETTER INCIDENT REPORT.
  (4) FOR ADDITIONAL GUIDANCE ON MEDICAL PROPHYLAXIS, OPERATIONS,
AND REPORTING REQUIREMENTS FOLLOW REF I. CONTACT ARL-SG-CGPSC-
RPM-3(AT)USCG.MIL FOR SPECIFIC GUIDANCE REGARDING INJURY, ILLNESS,
OR ANY MEDICAL CONDITION REQUIRING RETENTION ON ACTIVE DUTY.
 E. DEFENSE ENROLLMENT ELIGIBILITY REPORTING SYSTEM (DEERS):
RESERVISTS ORDERED TO ACTIVE DUTY UNDER REF A AND THEIR DEPENDENTS
ARE ENTITLED ACTIVE DUTY TRICARE BENEFITS AND MUST BE CORRECTLY
ENROLLED IN DEERS. UNDER TITLE 10 USC 12304 TRANSITION ASSISTANCE
WILL BE AUTHORIZED UPON RELAD OF RESERVISTS CALLED TO DUTY UNDER
THIS ORDER. IT IS IMPERATIVE THAT THE MOBILIZATION ORDERS ARE
PREPARED IN DIRECT ACCESS AS SPECIFIED IN PARAGRAPH 6.C AND 6.D
BELOW, AND CLEARLY STATES THE NAME OF THE CONTINGENCY OPERATION.
 F. TRICARE RESERVE SELECT (TRS) AND TRICARE DENTAL PROGRAM (TDP):
TRS AND TDP PREMIUMS ARE SUSPENDED FOR MEMBERS ORDERED TO ACTIVE
DUTY FOR 31 DAYS OR MORE.
6. ADMINISTRATION PROCEDURES.
 A. FIELD COMMANDS AND D(XR)S MUST COMPLETE DILIGENT REVIEWS OF
RECALL CANDIDATES BEFORE ISSUING ORDERS. COMMANDS MUST VERIFY A
RESERVISTS READINESS TO PERFORM DUTY PRIOR TO DEPLOYMENT, OR IN
EXIGENT CIRCUMSTANCES IN THE FIRST 30 DAYS.
 B. COMMANDS ARE REQUIRED TO DETERMINE THE AMOUNT OF COMBINED
ACTIVE SERVICE FOR RECALL CANDIDATES BEFORE ISSUING ORDERS.
MEMBERS APPROACHING 16 YRS OR MORE COMBINED ACTIVE SERVICE MUST
OBTAIN COMDT (CG-13) APPROVAL PER REF G AND REF H.
 C. ORDER PREPARING OFFICIALS SHALL ENSURE THAT ORDERS ARE PREPARED
IN DIRECT ACCESS USING THE FOLLOWING INFORMATION:
   (1) DUTY TYPE - INVOL ACTIVE DUTY, TITLE 10 SECTION 12304
   (2) PURPOSE OF DUTY - DR - DISASTER RESPONSE
   (3) OPERATIONAL ID NUMBER 00025.00 - HAITI EARTHQUAKE
   (4) REFERENCE/AUTHORITY - ENTER MRTT NUMBER OR MESSAGE TRAFFIC
SELECTING MEMBER FOR RECALL.
 D. ORDER NOTES: ALL RECALL ORDERS SHALL USE THE FOLLOWING ORDER
NOTES AT A MINIMUM:
   (1) DELETE M01, M02, M04, AND M07
   (2) ADD M13 (CITING LEGAL AUTHORITY FOR RECALL AND EXECUTIVE
ORDER NUMBER)
   (3) ADD M14 (CITING PURPOSE OF ORDERS) E. SPECIFIC GUIDANCE FOR
RESERVISTS IN SUPPORT OF THE HAITIAN EARTHQUAKE CAN BE FOUND ON THE
COAST GUARD RESERVE WEB SITE AT HTTP://WWW.USCG.MIL/RESERVE. THE
WEBSITE CONTAINS A DIRECT ACCESS RESERVE ORDERS GUIDE, AN EXAMPLE
OF RESERVE MOBILIZATION ORDERS IN SUPPORT OF THIS CONTINGENCY, AS
WELL AS LINKS TO ESGR, PPC, UP TO DATE MESSAGE TRAFFIC, AND OTHER
INFORMATION AS IT IS PRODUCED. ORIGINAL ORDERS MUST BE PRINTED AND
SIGNED.
 F. RESERVISTS MAY USE TITLE 10 ACTIVE DUTY TO SATISFY ON A DAY-
FOR-DAY BASIS ALL OR PART OF THEIR ANNUAL ACTIVE DUTY FOR TRAINING
REQUIREMENT.
 G. PROVIDE A COPY OF THIS ALCOAST TO EACH MOBILIZED RESERVIST TO
ENSURE UNDERSTANDING OF HIS OR HER ENTITLEMENTS AND BENEFITS.
7. QUESTIONS CONCERNING PAY AND TRAVEL ALLOWANCE ENTITLEMENTS MAY
BE SUBMITTED VIA E-MAIL TO: COMPENSATION (AT) USCG.MIL. QUESTIONS
CONCERNING DEERS ELIGIBILITY MAY BE SUBMITTED VIA EMAIL TO:
