This task is for a screening level air quality analysis. If this analysis fails to meet conformity a more detailed study will be required.

Climate change is not a separate discipline report but could be a separate task and would likely be included in the Energy or Air Quality reports. If

uncertain about whether a climate change discussion / analysis is required work closely with the Air Quality, Noise and Energy group.

6. List of equipment expected to be used and type of work expected at night in each jurisdiction

7. Email or memo from Traffic or agency stating they do not allow daytime closures and requiring

nighttime work only

8. Description of detours and traffic control plan

9. Hours of nighttime operation including weekdays and week ends

10. Electronic Microstation basemap files (.dgn) without references for existing and proposed alignment at

least 5-foot contours, homes and businesses within 500 feet of the R/W

11. Existing and proposed profiles roadway profiles

12. Proposed jersey/concrete barriers top elevation and beginning and end locations

13. Sedimentation ponds location

14. Regrading profiles and limits

15. Clearing limits

16. Cross sections (50 ft. intervals)

19. AM and PM peak hour traffic for existing and design year for all alternatives including no-build

AIR QUALITY, NOISE AND ENERGY TASK DESCRIPTIONS



Scoping

Project Scoping: Provides an estimated scope of work and budget for identified task(s). May include comments in the

ERS form.



Noise Variance/Exemption

Nighttime noise variance or exemption (dependent on jurisdiction): Required for most jurisdictions where nighttime

construction work continues between 10:00 pm and 6:00 am.



Discipline Reports/Abbreviated Discipline Reports

Noise Study: Evaluates and quantifies traffic noise levels, noise impacts to sensitive noise receivers and recommends

abatement if necessary. Includes summary language to be incorporated into the EA or EIS environmental document.



Air Quality Study: Evaluates and quantifies Carbon Monoxide emissions to make a determination of project level

conformity at the intersection level. May also include a quantitative or qualitative evaluation of Mobile Source Air

Toxics (MSAT’s) and a qualitative evaluation of PM10 or PM2.5 using the MOVES model. Includes summary language

to be incorporated into the EA or EIS environmental document.



Energy Study: Only needed for large scale projects (EIS). Evaluates and quantifies energy or fuel usage during operation

of a transportation facility after construction and construction activities. Includes summary language to be incorporated

into the EA or EIS environmental document.



Climate change is not a separate discipline report nor required under NEPA / SEPA at this time. However, it is possible

that a qualitative discussion or quantitative analysis of greenhouse gases (GHG) would be highly recommended under our

own agencies suggested approach. If you are uncertain about whether a climate change discussion/analysis would be

necessary please work closely with the Air Quality, Noise and Energy group.

Noise Study: Provides comments, recommended alternative approaches and modifications to methodologies on noise

studies from consultants and local jurisdictions.



Air Quality Study: Provides comments, recommends alternative approaches and methods for conducting an air quality

study. Provides guidance to consultants and local jurisdictions.



Energy Study: Provides comments and recommended changes to approaches and methods for conducting an energy

study to consultants and local jurisdictions.



Climate Change: Review climate change language and GHG analysis for the most up to date methodologies and language

as well as ensure that state policy is being followed and interpreted correctly.



Monitoring

Construction Noise: Measuring noise levels emitted from various construction activities and equipment such as pile

driving activities, ram-hoe operation, paving machines, etc. Includes a report of the results with potential impacts to

humans and wildlife.



Wildlife/Blasting Noise: Measuring noise levels produced from blasting or construction activities. Includes a report of the

results with potential noise impacts to wildlife.



Traffic Noise: Measuring noise levels produced from traffic noise. May include a report of the results and the potential

impacts to humans, particularly at night.
