Independence
Message from the Board Chair and Executive Director
Each year, Paraquad is there for more and more adults and children with disabilities in our region. From
education assistance to employment coaching to personal attendant services, we provide the tools and skills to open
doors for people with disabilities to reach their potential. During the past year, we have seen a dramatic increase in the
need for our services and assisted over 4,600 people with disabilities in our community.
2009 ACCOMPLISHMENTS
The Employment Program assisted 64 community members in obtaining and maintaining employment.
Information and Referral staff members answered 12,964 calls and emails from people with disabilities, their friends
and families, rehabilitation professionals, and the community at large. A 200% increase from last year.
The Community Transition Service successfully transitioned 185 community members out of nursing homes
or shelters and into community-based housing.
The Assistive Technology Reutilization Program distributed 442 recycled devices, including canes, crutches,
walkers, manual wheelchairs, power wheelchairs, and scooters.
The Accessible Housing Program coordinated 40 accessible home modifications.
College for Living coordinated weekly continuing education classes for 387 adults with developmental disabilities.
Over 500 disability advocates rallied in Jefferson City at the annual Disability Rights Legislative Day.
The Youth and Family Program provided financial education workshops to 106 students with disabilities.
Deaf Way Interpreting Services expanded VRI Services (Video Remote Interpreting) providing deaf and hard of
hearing community members in rural locations with immediate access to interpreters.
Paraquad provided disability awareness presentations to 69 businesses, community organizations, and schools
reaching nearly 2,500 people.
Paraquad successfully coordinated the Assistive Technology Consumer Fair and the Roll N Race.
Staff members coordinated 5 support groups, including the Youth Group, Women’s Support Group, Spinal Cord
Injury Support Group, Parent’s Support Group, and Family Participation Program, which served over 300 people.
We sincerely appreciate your commitment to opening doors for people with disabilities in our community. Together,
we can create an integrated community in which people with disabilities are valued and can participate in all aspects
of society.

PARAQUAD PROGRAMS AND SERVICES
Since 1970, Paraquad has helped to empower people with disabilities to live with self-determination through
choice and opportunity. Our programs and services are guided by the independent living philosphy, the belief that people with
disabilities should integrate fully into society, have equal opportunties, and maintain control over their lives. Today, that idea
has blossomed into 8 diverse program areas, addressing the needs of individuals with all types of disabilities.
Last year, Paraquad served over 4,600 people with disabilities, which makes us the largest organization serving members of the
disability community with an emphasis on increased independence. Paraquad is truly distinctive within the St. Louis region.

contacted Paraquad for assistance. Through the
Transition Services program at Paraquad, David met
Anna, a transition specialist who was able to help him
remain in his own home.
Anna counseled with David and helped him come
to terms with his new disabilities and maximize the
services for which he was eligible. The many processes
for accessing community supports were confusing for
him and his family and Anna’s knowledge of these
services helped him to decide which services he wanted
and how he wanted them delivered.

FOUR CORE SERVICES
As a Center for Independent Living, Paraquad provides four core agency services.
Advocacy
Paraquad’s advocacy initiatives address physical and attitudinal barriers to community inclusion. We encourage
people with disabilities to become aware of their rights and responsibilities under the law, to speak up for what they
need, and to reject discrimination and paternalism.
Independent Living Skills Training
Independent living skills training assists people with disabilities in achieving independent living goals. Our
specialists and the participants develop an individualized action plan for becoming more self-sufficient. Participants
learn skills that will be helpful in gaining control of their lives.
Information and Referral
Paraquad operates an information and referral service for people with disabilities, community agencies, and the
general public. Our specialists provide information and referrals to community resources to assist individuals in
achieving independent living.
Peer Consultation
Peer consultation empowers people with disabilities to explore options and to solve problems for any life changing
experiences. Peer consultation plays a significant role in the lives of people with disabilities as consultants serve as
role models, share personal experiences and provide skills for independent living.
