A RESOLUTION adjourning the Senate in loving memory and honor of Frank
Clay, Jr.
With deepest respect and admiration, we pay homage and tribute to Frank Clay, Jr.,
and we pause in silent reverence for his soul.
WHEREAS, Frank Clay, Jr., a native of Louisville, Jefferson County, Kentucky,
was born on January 11, 1941, and crossed that final bourne from which no traveler
returns on January 23, 1998; and
WHEREAS, Frank Clay, Jr., was the adored son of Estella Clay and Frank Clay,
Sr., who preceded him in death; and
WHEREAS, Frank Clay, Jr., was the devoted husband of Inez Hayes Clay; and he
was the proud father of Frank Clay III; he was the loving brother of a sister, Antha Perry
of Abilene, Texas, and three brothers, Darnell Clay of Louisville, Ben Clay of Lexington,
and John Clay of Mebane, North Carolina; and he was the loving son-in-law of Nannie L.
Howard of Louisville; and
WHEREAS, Frank Clay, Jr., was a prosperous realtor and the owner of Frank Clay
Realty; his thirty-seven years of expertise allowed him the opportunity to help first-time
home buyers; and his community and the Commonwealth of Kentucky have benefited
from his tireless efforts in the struggle for justice and equality for all African Americans;
and
WHEREAS, Frank Clay, Jr., was the first African American appointed to the
Kentucky Real Estate Commission; he was president of the National Association of Real
Estate Brokers from 1991 through 1993; he served on the Governor's West Louisville
Economic Development Task Force, the Metro United Way, the Urban League, the
Kentucky Enterprise Zone Authority, and the Housing Impact Advisory Team for the
Federal National Mortgage Association; and he was a devout member of Green Castle
Baptist Church where he also served as trustee; and

WHEREAS, a life spent worthily should be measured by deeds, not years, and
through his compassion, enthusiasm, and genuine love and concern for his fellow man,
Frank Clay, Jr., is worthy of the highest commendation; and
WHEREAS, all who knew and admired Frank Clay, Jr., will grieve over their loss,
and he is mourned across the length and breadth of the Commonwealth;
NOW, THEREFORE,
Be it resolved by the Senate of the General Assembly of the Commonwealth of
Kentucky:
Section 1. This honorable body does hereby express its profound sense of sorrow
upon the untimely passing of Frank Clay, Jr., and it does extend to his family its most
heartfelt sympathy.
Section 2. When the Senate adjourns this day, it does so in loving memory and
honor of Frank Clay, Jr.
Section 3. The Clerk of the Senate is hereby directed to transmit a copy of this
Resolution to Mrs. Inez Hayes Clay, 8703 Lynn Hall Court, Prospect, Kentucky 40059.
