Improving WWA’s Involvement in Legislative and Regulatory Affairs:

We need to improve WWA’s recognition to the legislative and regulatory officials so that

they understand who we are and look to us as an authority on issues that impact the water

industry. To that end the following sort term actions are being developed:

1. Develop a letter to be sent by member utilities and current WWA board members to

their respective legislators, to members of the Senate’s Committee on Transportation,

Tourism, Forestry, and Natural Resources), and to members of the Assembly’s

Committee on Natural Resources Follow up with meeting WWA leadership and key

legislative officials. Most likely the leaders of the listed committees.

It was recognized that these step may need to be repeated on a regular basis, as both the

leadership of WWA and the legislature turns over on a regular basis.

The following table summarizes the action, responsible time party and schedule:

Action Responsible Party Schedule

1A. Draft from letter Dave Lewis By 10/13/09 Conference Call

1B. Develop List of Utility Members Dan Duchniak By 11/14/09 Leadership

to send letter. Including Meeting

recommended contacts to send the

letter to.

1C. Review draft letter and plan with Dave Lewis 10/15/09

Board

1D Announce plan at Leadership TBD 11/13/09

Conference

1E. Transmit Letters to Members and TBD Week of 11/16/09

Board Members

1F. Follow up with Members TBD Week of Dec 1/2009

1G. Current Board Members set TBD – Board Probably following legislature

meetings with select officials holiday break

Promote MEG Membership Amongst WWA Members

It was generally agreed that we should promote MEG membership among the WWA member

utilities. WWA has limited resources to lobby and working through MEG appears to be the most

effective ways to have our utility members voices heard at the state level. Dave Wasserburger

will draft a letter to send to Richard Hope to send to WWA member utilities encouraging them to

become MEG members. Follow up with individual members may be required and may best

come from other utility members.

Develop a List of Upcoming Issues for the WWA Board

The legislative committed will develop a list of items for the WWA Board to consider and take

positions on if applicable. This is to give the committee guidance, when issues come to the

forefront and when information needs to be distributed to the membership. This will be an on

going topic and will be up for future discussion.

2010 Legislative Affairs Seminar

Sue Wojtkiewicz will follow up on the arrangements for the 2010 Seminar. She will verify who

is responsible for planning this year’s seminar. This seminar planning rotates annually. Sue

contacted Dave Sheard at the PSC and the PSC is responsible for this year’s event. We will be

invited to the planning meeting scheduled for January 25, 2010.

Next Meeting: Conference Call on October 13, 2010 at 9:00 am.
