I. General information
1.1. Geography
The Jewish Autonomous Region (JAR) is located in the north-eastern part of Eurasia, in
the southern part of the Russian Far-East between the Small Khingan mountain range and the
River Amur.
To the West it borders with the Amur Region, to the North it borders with Khabarovsk
Territory. To the South it borders with China. Its maximal range from West to East is 330
kilometers, and from North to South it is 200 kilometers.
The area is 36,3 thousand square kilometers. Occupying the left bank of the southern
curve of Amur grants the region a favorable geographical and economic position. Amur connects
southern areas not only with cities of Blagoveschensk and Khabarovsk, but also with the Pacific
Region. Amur’s tribute Sungari provides access to many cities in the northern Chinese province
of Heilonjian.
The Trans-Siberian Railway branching towards Urgal, Komsomolsk-on-Amur, Leninskoe
provides connection of the region with the West of Russia. Completion of Chita-Khabarovsk
highway construction and motorway bridge across Amur to Khabarovsk provides more
opportunities for socio-economic development of the region.

1.2. Administrative division
The Jewish Autonomous Region consists of 36 municipalities (Picture 2). They are five
municipal areas, 1 urban district, 12 towns and 18 villages. Rural population is mostly in
Oktyabyrskiy and Leninsky areas. The rest of the JAR’s population is a combination of that of
rural and urban.

1. 3. Population
The population of the JAR in 2009 was 185.4 thousand people. That is 2.9 percent of the
population in the Russian Far-East. According to 2002 census, ethnic make up of the region was
as follows: 89,9% of Russians, 4,4 % of Ukranians, 1,2 % of Jews. There are more than a dozen
other nationalities that make 4,5%.
1.4. Transportation
The Jewish Autonomous Region is connected to the well developed transportation system
in the European part of Russia and Asian-Pacific. The Trans-Siberian Railway branches on the
territory of the JAR to the international border passes on Amur in Nizhneleninskoye and
Pokrovka and further merge into highways leading to Kharbin, Tongjian, Ichun and Minshan in
China.

Great emphasis is made in the region on transportation and motorway development. A
by-pass road near Birobidzhan has been recently successfully completed. Hard surface is laid on
the road leading to the international border pass in Nizhneleninskoye.
Recent reconstruction of the railway bridge across Amur and building a motorway
above it have considerably cut the time spent on commuting between Birobidzhan and
Khabarovsk. Nowadays, people from China and Russia often travel on their own vehicles across
the border. There are three international cargo and passenger border passes open for international
communication across Amur. They are in Amurzet, Pashkovo and Nizhneleninskoye. From
Nizhneleninskoye (Russia) to Tonjian (China) there run busses and a ferryboat.
Railway transportation still plays a key role in transporting cargos within and across the
region and thus becomes an important industrial development indicator of the region.

Total length of railroads in the JAR is 639,7 kilometers, motorways - 1,6 thousand
kilometers (Picture 3). Almost 97% of the regional motorways have hard surface, 41% of them
have improved surface.
Considerable competition among carriers is observed in the area of vehicle
transportation, which is the major means here. Besides state owned companies, there is a range
of private companies providing cargo and passenger transportation services.
II. Business and legal base features
There is a special target program in the JAR called “Developing small and middle scale
business in the Jewish Autonomous Region”. Its primary tasks are to draw investments to the

region, provide assistance in carrying out investment projects, upgrading employee skills in
small and middle scale businesses.
“Department of consumer market, entrepreneurship and international economic ties” of
the local government in cooperation with municipal administration, Information resource center
and Trade-Industry Chamber provide services in preparing specialists for various businesses
through seminars for small business CEOs and specialists on such issues as taxation, licensing,
certification, trading, consumer services etc.
On a monthly basis they publish “Business bulletin” reviewing legal documents
regulating business, information from supervising authorities, advice on filing tax reports for
private entrepreneurs and small businesses, news and other useful information. They also
regularly update the manual for Russian and foreign investors called “Doing business in Jewish
Autonomous Region”.
Special attention is paid to exhibition and fair activity by small businesses and
individual entrepreneurs. Every year the government of the JAR sponsors regional, interregional
and international exhibitions in order to develop business activity, smart management, exchange
experience and look for partners. Regional businesses participate in Chinese International trade
and industry fair in Kharbin, Interregional Amur trade and industry fair and other exhibitions
held in the Russian Far-East.
III. Investment policy
Investment policy of the Jewish Autonomous Region is aimed at creating favorable
conditions for capital influx and use of Russian and foreign investments, which in turn are to
lead to regional economic and social growth.
Several key legal documents have been adopted that enable regulation of investment
processes in financial and agrarian sectors as well as in the area of state support of investors in
such ways as tax leeway, lax redit, legal-organizational assistance etc.
There are such regional laws as “State support of investment activity carried out in form
of capital investment in Jewish Autonomous Region”, “Mortgage fund of JAR”, other legal
documents regulating regional state guarantees, agricultural relations in JAR, use of foreign
labor, establishment, registration and functioning of businesses with foreign investments etc.
State support of foreign investments may be provided in the following ways:
regional budget state guarantees for investment projects;
local budget tax benefits;
subsidies at the expense of the local budget to compensate bank interest rates, leasing
payments;

subsidies for renting regional state owned land and property until the investment project
brings profit.
In order to receive the aforementioned state support an investment project is to be
approved by the Regional investment board, which consists of various representatives from
regional government departments and several public organizations.
The JAR has a well developed financial system. The infrastructure supporting small and
middle scale businesses consists of Regional department of employers, Union of manufacturers
and businessmen, Trade and industry Chamber of the JAR, noncommercial partnership
Organization of businessmen for economic development of the JAR, noncommercial partnership
Information resource center of the JAR. There a process of creating a regional stock market.
There are advisors available to carry out feasibility studies, devise investment projects, provide
technical, technological, legal, and financial expertise of projects and conduct marketing studies.
IV. Economic potential and logistics
4.1. Resources
Economic potential of the region comprises land, water, forest and natural deposits.
Available land is 3 627,1 thousand hectares, 200 thousand hectares are used for agriculture.
There are several rivers, a great number of small lakes. Besides freshwater, there are
sources of thermal water containing nitrogen, alkali that are used for therapeutic purposes. There
is also a sanatorium at Kuldur thermal water source. Mineral water from Birsky underground
water source is prescribed for digestion and urinary problems.
More than 43% of the JAR’s territory is forest. Coniferous forest is represented with
cedar, spruce, silver fir, larch and pine trees. Deciduous forest is represented with birch, oak,
aspen and lime tree. Timber reserves are estimated at 110,2 million cubic meters.
Natural deposits of the region contain more than twenty kinds of fossils. There are rich
deposits of coal, iron ore, manganese, tin, gold, graphite, talc etc. Concentration of various fossil
deposits at a relatively small area makes the region one of the richest in Russia. Potential
investors are attracted primarily by available and complete assortment of fossils used in ferrous
metallurgy. Regional economic perspectives are in developing graphite, coal, gold, tin and
construction materials.
There are 114 deposits of materials that are used in construction, i.e. brick and haydite
clay, gravel mixes and clay, building and decorative stones, cement etc. These deposits are
primarily located along railroads near settlements. All of them are suitable for open-pit
development. More than 20 deposits of decorating stones, marble, brucite etc. have been
discovered in the region.

Recently special attention has been paid to developing zeolite deposits, which is used in
purifying liquid fluids, food industry, agriculture etc. There is a great potential in explored
reserves of Raddenskoe deposit that contains high category material.
4.2. Industry
Industrial potential of the JAR is represented by mining, agricultural and timber
businesses.
There is a successful development of an investment project called to create an integrated
industrial and transportation zone for a future iron ore plant and develop Kimkano-Sutarsky iron
ore deposit. The project’s initiators are “Petropavlovsk Group” together with its “Arikom”PLC
and “Rubikon” PLC.
Kimkano-Sutarskoe iron ore deposit is in the western part of the region and near the
Trans-Siberian Railway.
Half of the invested capital is planned for developing the deposit and the rest is for
building Kimkano-Sutarsky iron ore processing plant and a metallurgical plant that will produce
open-hearth pig iron. There are also plans to build a railway bridge across the River Amur near
international border pass in Nizhneleninskoe (Russia) and Tonjian (China), reconstruction of
railway between Birobidzhan and Leninsk. Creating the transportation cluster is based on private
and state partnership.
The plant will have started producing iron-ore concentrate and metallized rolled
briquettes by 2012 with production capacity of 15 million tons.
Aside from Kimkano-Sutarsky project “Petropavlovsk Group” has started verifying
amount of iron ore in Kostenigenskoye deposit in Obluchensky area.
From iron ore developed in Kimkanskoye, Sutarskoye and Kostenigenskoye deposits they
plan to make high processing products, i.e. 2 million tons of pig iron annually and rolled iron.
Construction of the Far-East metallurgical complex will go along with development of
the deposits. Key target markets for the yielded products will be in the Asian-Pacific. In the Far-
East of Russia major consumer of the products will be “Amurmetall” LTD in the city of
Komsomolsk-on-Amur.
In order to realize the project, appropriate transportation infrastructure will be further
developed. One of the project’s key elements, which will transform the logistic system not only
in the JAR, but also in other neighbor regions, is a future railway bridge across Amur between
the international border passes in Nizhneleninskoye (Russia) and Tonjian (China). It will
considerably cut distance between Russian Far-Eastern plants and consumers in China and

South-East Asia, the international border passes will work all year long and that will increment
competitiveness of Far-Eastern products in Asian-Pacific.
Estimated amount of cargos carried annually across the bridge to China will accede 18
million tons. According to specialists, 70-80% of cargos transported across it will be products of
the iron ore cluster. Other cargos carried in both directions will be crude oil, timber, equipment
for mining industry, light and food industry products, construction materials etc. The new
railway bridge will become part of a strategic Eurasian transportation corridor. Furthermore,
railway between Birobidzhan and Nizhneleninskoye, which is at the border with China, will be
renovated. Present carrying capacity of the line is one million tons a year.
Another large scale investment project being carried out in the region is a reconstruction
of “Teploozersky cement plant” with production capacity of 2000 tons a year. At this time the
plant exploits local deposits of limestone and shale. For cement production it uses active
replenishes from Kimkansky deposit and iron ore from Vladimirsky sector of Teploozersky
deposit. The plant comprises five technological lines equipped with rotatable kilns and eight
spherical pipe cement mills. There are sufficient raw materials supplies that will provide the
plant for 100 years at a full load of its producing capacity. There are also qualified specialists,
equipment and necessary infrastructure at the plant.
“Teloozersky cement plant” is located in a zone of developed logistical infrastructure.
Near it there is the Trans-Siberian Railway and the federal motorway that allow for the cement to
be transported to neighboring regions. The plant’s costumers are construction companies in
Khabarovsk, Primorsky Regions, Amur and Chita Territories, Sakhalin and Kamchatka.
There is also an example of successful cooperation with a Chinese company exploring
manganese and graphite of South-Khingansk deposit located near the international border pass
with China. Several Chinese companies successfully develop deposits of gold and clay.
There has been done a feasibility study of Ushumunsky coal deposit.
Potentially attractive investment projects in the region are development of talc, quartzite,
oil and natural gas in the Birafeld ridge, construction of a power plant consuming gas of deposits
in estuary of the river Bira.

4.3. Transportation and industrial node on the border with China
Recently the JAR has become a strategic region in the Russian Far-East for transit of
cargos across neighboring regions and foreign countries. There has been an increment in the
amount of cargoes carried through the international border pass Nizhneleninskoye. The major

reason is that many people travel to shopping centers in Tonjian (China) and other cities like
Fudjin and Jiamusi.
“Birobidzhan – Leninskoye – Chinese border” route is one of the most important
transportation corridors of the region that provides for the growth of agriculture in Leninsk area
and transportation of coal from Ushumunsky deposit. The route is 124 kilometers long, 90.5
kilometers of which have an asphalt surface. After it is reconstructed its surface will be asphalt
and concrete.
Reconstruction of roads and building a railway bridge across Amur on private and state
partnership basis will redirect short distance railway transportation load from the Trans-Siberian
Railway and expedite cargo delivery.
According to the Russian Transportation strategy, after building the railway bridge,
international routes “Kharbin-Jiamusi-Khabarovsk”, “Kharbin-Tonjian-Khabarovsk” will
become promising.
Development of the railway line “Birobidzhan –Leninskoe” and construction of the
bridge will open new perspectives for cargo transportation to China and Korea. It will also
provide integration of the Russian railway system and the Far-East for cargo transit through
Russian territory.
4.4. Agriculture
There is plenty of agricultural land available in the region that allows increasing
production and processing of soybeans as well as meat and dairy products.
More than 60% of cultivated land is used for growing soybeans. Total amount of
harvested soybeans increased from 20,8 thousand tons in 2003 to 66,4 thousand tons in 2008.
By 2020 the amount will have grown more than 86,8 thousand tons.
Available resource base allows creating here high quality soybean products used in
confectionary as well as in pharmaceutical and cosmetic industry.
Complex soybean processing that yeids isolates is one of the region’s potentials for its
agricultural development.
Climate and natural conditions in the region are favorable for cattle breeding.
Consumption of meat products in the region is 31,8 kg. per person, where as a physiological
norm is 81 kg per person a year. Present meat production in the region comprises 55 - 56% of
beef , 30 - 45% of pork and an inconsiderable amount of poultry meat.
There is a policy now in the region for building new cattle breeding farms and equipping
them with new technological lines and machinery, bringing in new pedigree cattle. According to
specialists, the most promising business is swine-breeding in areas where fodder grain and

protein containing fodder is grown. It is expected that by 2020 swine product proposal will have
doubled. Overall meat production by 2010 will be 731 tons more than in 2007.
Building mega farms that hold 1500 milkers is considered to be a promising investment
project. Annual productive capacity of the farm is 9 thousand tons of milk. The project’s cost is
estimated at 732,5 million rubles.
Other perspective projects are organizing milk receptacles in every settlement in the
region and creating meat producing farms based on available here Hereford and Simmental cattle
breeds.
There is an example of successful cooperation of the JAR and China in the agricultural
field. Chinese workers rent Russian land, machinery and buildings to grow grain, soybeans,
vegetables.
In 2008 more than 930 Chinese workers employed in the agricultural sector of the JAR
and 14 farms with 100% Chinese capital rented 14 thousand hectares of available land, which is
14 % of the total available plowable land in the region. Chinese specialists are also encouraged
to bring their own agricultural machinery.
4.5. Lumber industry
There are two major tracks in the regional lumber industry development. They are
developing new accessible resources and increasing lumber processing. There are plans to create
three industrial areas near the border with China where saw-mills will process lumber from the
JAR and neighboring regions.
During the period of 2009-2013 there will be created new lumber industry complexes and
renovation of the old ones to enable production of charcoal and activated carbon, fuel briquettes
and furniture panels from low-priced lumber.
There are 18 Chinese lumber companies successfully operating in the JAR.
4.6. Tourism
There are various kinds of tourism developing in the region. They are ecotourism, sports,
fishing, scientific, cultural and ethnographic tourism. Emphasis is made on active kinds of
tourism, such as speleological and expeditionary tourism etc..
Group tourism is realized through tours to unique natural objects such as “Bastak” natural
reserve and various caves in the JAR. These sights enjoy popularity among people from the
Russian Far-East and countries of the Pacific. Tourism in the JAR is relatively cheap compared
to tours in the Western part of Russia and other countries. Among foreign tourists to the JAR the
majority are Chinese who are attracted by favorable climate and seasonal conditions.

There are 27 tourist companies and 6 branches of tourist companies from Khabarovsk
Region operating in the JAR.
In 2008 more than 1900 Chinese tourists visited the region.
The number of Russian tourists visiting other countries increased to 36431 people. About
36 thousand tourists visited China. The number of tourists increased by 10 thousand people
compared to 2007. In 2008 tourist companies earned 36,6 million rubles, which is more than last
year.
IV. Gross regional product statistics, export and import
In 2008 gross regional product (GRP) was 26643,5 million rubles, which is 102%
compared to 2007. The GRP included transportation and telephone services, construction,
wholesale and retail sales, car repairs, home appliances and utensils.
According to Customs Service statistics the regional foreign trade in 2008 was 59, 1
million US dollars, which is 67,9 % more than in 2007. Foreign trade was conducted with 12
countries.
Amount of exported goods equaled to 22,4 million US dollars. 91,6% of the regional
export went to China and 2,2% went to Japan. About 85,1 % of the export consisted of lumber
and wood products. The rest were food products, agricultural materials and minerals.
Import in 2008 was 36,7 million US dollars, which is 2 times more than in 2007. It
consisted of machinery, equipment, cars, construction materials and food products.
Amount of cargos carried across Chinese border increased by 17% and equaled to 212
thousand tons.
During the first half of 2009 the regional foreign trade was 13,3 million US dollars or
43,9 % compared to that of the first half of 2008. Export equaled to 6,9 million US dollars and
imports equaled to 6,4 million US dollars. Compared to analogous period of 2008 it is 60,4% and
33,9 % accordingly.
Amount of cargos carried across Chinese border during the first half of 2009 was 33,1
thousand tons or 40,9 % of 2008.

Investment proposals
Geological study of "Sutarskoye" corundum manifestation
Business idea:
Geological study of "Sutarskoye"corundum manifestation
Geological study of the manifestation for searching and prospecting corundum.
The project includes exploration of corundum deposit for its further development.
Investments necessary: 1 million rubles.
Attraction of investments: Creating a company to explore and develop corundum deposit.
Characteristics of the project:
There are several corundum manifestations in alluvial and core deposits. There has not
been found any jewelry corundum in Sutarskoye deposit yet. However there are
recommendations for its special exploration. It is located in Obluchensky area of the JAR near
village Sutara.
Project’s initiator:
Institute of complex analysis of regional issues of the Far-East branch of the Russian
Academy of Sciences.
Economic surrounding of the project:
Corundum manifestation is in favorable geological conditions. There is a road near it and
a minimal industrial infrastructure. Potential consumers or corundum are the regional jewelry
companies.
Project stage:
There have been conducted some geological and geophysical investigations on the
regional scale.
Support of authorities:
Regional support is available in a form of tax exemptions for investment projects and lax
credit for investment borrowings.
Geological study of "Kurortnoye" corundum manifestation
Business idea:
Geological study of "Kurortnoye" and "Kuldurskoye" corundum manifestation.
Geological study of the manifestation is conducted for prospecting and in search of
corundum.
The project includes exploration of corundum deposit for its further development.
Investments necessary: 1,4 million rubles.
Attraction of investments:
Creating a company to explore and develop corundum deposit.
Characteristics of the project:
Corundum layer forms vein deposits with 60-70 centimeter density. Corundum is in
clusters of 10 centimeters and larger, in bipyramidal crystals from 5 centimeters long and up to
1,2 centimeters thick. Corundum can be used as a semiprecious stone. There are also
accompanying gems like spinel and tourmaline. Manifestations are located in Obluchensky area
near railway station Kuldur.

The project includes exploration of the aforementioned minerals for their further
development.
Investments necessary: 6 million rubles:
Attraction of investments:
Creating a company to explore and develop emerald, aquamarine, vorobyevite deposits.
Characteristics of the project:
The manifestation is located in Leninsky area, 12 kilometers to the north of village
Preobrazhenovka on Preobrazhenovskoye fluorite and beryl deposit. Most of beryl crystals are in
quartz veinz froming stockworks and linear zones of 2 X 0,5 kilometers. Beryl is in crystals of
1,5X 4 centimeters long and 2 millimeters thick.
The crystals are green and blue. No studies have been conducted for the use of beryl in
jewelry industry.
Project’s initiator:

The manifestation is located in an inaccessible area and needs building temporary
housing with roads.

Talc demand in Russia is covered by import at 90 thousand tons a year. In the Far-East of
Russia demand for talc is more than 50 tons a year. Birakanskoye deposit is located in a
developed area, 2 kilometers away from the Trans-Siberian Railway (6 kilometers from Birakan
station).
Project stage
Geological study has shown talc deposits of С1+С2 categories and of 4905 thousand tons.

Analysis of risks and their minimization:
Investment risk level is average within the Far-East region.
Geological study of "Daturskoye" beryl manifestation
Business idea:
Geological study of "Daturskoye" beryl manifestation.
Geological study is conducted in search beryl and accompanying tourmaline.
The project includes exploration of the aforementioned minerals for their further
development.

Attraction of investments:
Creating a company to explore and develop beryl deposit with accompanying tourmaline.
Characteristics of the project:
The manifestation is located in Obluchensky area, 8 kilometers to the north-east of
village Novoye at the watershed of the river Talaya and the river Malyi Detur. Pegmatite veins
are in the area of 30 square kilometers. There are more than 100 veins of 600 meters long and
from 0,7 to 40 meters thick. Pegmatite containing beryl also contains tourmaline. It is
represented by prism crystals of 5 centimeters long and 0,5-2 centimeters thick.

The manifestation is located in an inaccessible area and needs building temporary
