Note I: Major source of data for completion of these matrices is Iowa's Justice Data Warehouse (JDW). The decision points (population at risk,
arrests, detention) were taken from other data sources.
Note II: The matrices reflect detention as a decision occuring after "referral" and before "petition". In Iowa, detention occurs at many stages of
juvenile justice processing. It is unknown in the above data, at what system decision point these detention holds took place. Users should note accordingly.
Note III: Considering agencies which reported in all 12 months, the 2003 UCR's represent 88.6 percent of the total population. Under-reporting
of UCR data, and the fact that UCR information is taken from a separate data source (source other than JDW) makes it difficult
to compare arrest information to some of the other juvenile justice system decision points reflected in the matrix.
