Disclaimer -The Water Quality Index has been developed by the CCME and has

been adapted for Agrifood Canada by the Water Resources Management

Division of the Newfoundland and Labrador Department of Environment and

Conservation for application to agricultural water supplies (Agrifood Water

Quality Index-AFWQI). This model has been programmed to run on Excel™

2000 SP-3 or later using Visual Basic for Applications.



Calculator users are asked to consult the following reference materials:

1. A digital manual with more detailed instructions available along with the

AFWQI calculator.

2. The companion technical recommendation document that will provide

guidance on how to apply the calculator to agricultural water quality supplies;

and

3. Information on the WQI as developed by the CCME available at

www.ccme.ca. Some aspects of the CCME WQI may not apply to this

application.

How to use the Calculator



The AFWQI 1.0 has been coded into this user-friendly Excel™ -based model.



Navigation throughout the model is done entirely by clicking the buttons along the top of each page. Each button will take you to

a new page. The buttons available are as follows:



Start



This is the start point of the model and the basic navigation homepage.



Data



This page is where the actual data is inserted in the model. This can be achieved by three methods:



1) Type data directly into the model in the blue area. For reference the first data value of your table (top left) should be in cell

M4, which corresponds to cell C3 in an Excel™ worksheet.

2) Cut/paste data from a file into the model in the blue area.

or

3) Directly import data from a file into the model.



Importing data can be done by pressing the “Open New Data Sheet” button and selecting the data file. The data file must be in a

fixed format with the parameter columns entered in the same order as that of the model (i.e.: Date (1st column); Grouping (2nd

column); Parameter1 (3rd column); Parameter2 (4th column); etc.). You should ensure that the first row of your data file

contains the column heading and that the first data entry is in the third row of your data file in order to ensure that all data is

transferred to the model (i.e. if importing an Excel™ data file, the top left cell which contains test data should be cell "C3" in that

file).



Thus a data file should follow the following basic format:

In the above example the Grouping column is an unrestricted parameter column where you many enter any column of data

which suits your computing and reference needs, such as perhaps: Region; Site Location; Season, etc.

Please note that each row and column of your data must have at least one cell that is not blank in order for the program to

properly "find" all of your data. Once the data has been entered, pressing a “Compute” button will compute the water quality

indices for the specified uses.



There is also a Sensitivity Analysis option on the “DATA PAGE”. Check the box "Enable Sensitivity Analysis Option" and then

click on the corresponding "Settings" button to view the available options. You are given two options for this type of analysis; By

Parameter sensitivity and By Row sensitivity. When „By Parameter‟ analysis is used you are able to select which individual

parameters you wish to modify using a unique multiplier. The modified data is presented on the "SENSITIVITY" page which can

be accessed from the "REPORT" page. The actual results are presented on the "REPORT" page. This option is of particular

use for those who want to see the effect of changing water quality on the AFWQI results. This option should be used with

caution for guidelines that are expressed as a range, or guidelines that have a minimum rather than a maximum value. When

„By Row‟ analysis is used it multiplies data in the specified rows by the user-specified number so that the user can evaluate the

effect of a higher (> 1) or lower (< 1) multiplier on the AFWQI results. The multiplier number and number of rows must be

numeric values and should be greater than zero. Please see the digital Help Manual for further discussion of this topic.



If you wish to test your data for Parameter Flagging you need to open the Parameter Flagging Settings window and enter the

value of the parameter which you do not wish values to exceed without notification. From this window you must also select your

parameter from the drop down list provided so that the calculator knows where to look. Clicking on the "Update" button causes

the program to repopulate the list of parameters based on the current state of the guideline table of the

“GUIDELINES/OBJECTIVES" page. To enable this test when AFWQI calculations are performed, make sure that the option is

selected on the data page. With this option enabled, if your data contains any values which fail to meet the entered limit you will

be alerted on the "REPORT" page.

The page also presents the option of grouping data by various elements with the Grouping Subsets option. Before using this

option you will need to click the "Update" button so that the selection boxes can fill and become active based on your data.

Simply choose by which element you wish to group data (Year, Month or Label) and press that element's "Compute" button. You

can choose to perform calculations based on one or all subset(s) of the element group through the corresponding list box. If you

wish to compute the data for all subsets of an element you should also select which set of guidelines you wish to use with the

"Using Index" list box. All of the list boxes on the sheet can be updated for the current available data by pressing the "Update"

button. Please note that due to complexity only certain options and reports will be available when grouping is used.



Guidelines/Objectives



This page defines the objectives for the various water uses for each parameter against which compliance is measured.

Parameters not needed in the analysis or for which there are no guidelines can be removed from the calculations by leaving the

appropriate cells blank. The default guidelines included in the first column are the Canadian Water Quality Guidelines for the

Protection of Agricultural Water Uses (CCME, 2005). Guidelines adopted by provinces or territories which differ from the

national guidelines are included in subsequent columns. The user can enter additional sets of guidelines to calculate AFWQI

results (i.e. guideline sets for aesthetic parameters, operational parameters, etc).



Please note that the requirement to match units in the Guidelines/Objectives page to those of the input data is left to the user.

This application has no ability to detect discrepancies between guideline and data units. The „units‟ field provided in both tables

is purely for ease of reference for the user to facilitate visual validation.



This page also contains a “Land Use Water Quality Matrix.PDF” button. This button links the user to the Land Use Water

Quality Matrix document in Adobe Acrobat™ format. The user must make sure that no other Adobe Acrobat file is currently open

before clicking this button – the document will not open if another Adobe Acrobat file is being viewed.



This page also defines the Ranking Categories for the AFWQI. The default categories are those developed by the Water

Resources Management Division for drinking water quality reporting in Newfoundland and Labrador, and are explained in detail

under "THE AFWQI" page. Please note that these are the default categories included in the calculator, however for National

reporting the scores may be divided into other categories based on the score results as defined in the companion technical

recommendation document.



Report



This page outputs the rank of the overall water quality of the data used in the calculation as well as the rank of the water quality

relating to each set of defined guidelines when the “Compute” button on the “DATA” page is pressed.



This page also presents access to various summaries including the following:



a. Number of parameters

b. Number of parameters that failed

c. Parameters with most failed tests

d. Parameters with highest normalized sum of excursions (NSE)

e. List of parameters that failed

f. Sensitivity Analysis Options

g. Number of tests per parameter

h. Statistical Summary of data used

i. A sheet which contains the input data highlighting each individual failure for each index tested

j. A sheet which contains highlighted data outliers from the input data



AFWQI Chart



This page outputs a bar chart of the rank of the overall water quality of the data used in the calculation as well as the ranks of

the water quality relating to each set of guidelines used when the “Compute” button on the “DATA” page is pressed. It is

possible to define up to eight (8) scores/ranks for your AFWQI results; only those which are defined on the

"GUIDELINES/OBJECTIVES" page will appear on the graph and have labels in the legend.

The Water Quality Index (WQI) is a means to provide consistent procedures for Canadian jurisdictions to report water quality

information to both management and the public. A sub-committee established under the Canadian Council of Ministers of the

Environment (CCME) Water Quality Guidelines Task Group developed the index, basing their work on an index previously

developed by British Columbia.

What is a water quality index?



A water quality index is a means to summarize large amounts of water quality data into simple terms (e.g. excellent, good, poor)

for reporting to management and the public in a consistent manner. Similar to the UV index or an air quality index, it can tell us

whether the water quality data results (used in the calculation) may be a potential concern in the use of that water for a specific

purpose, in this case water for irrigation and livestock.



Why do we need an index?



Traditional reports on water quality typically consist of complex parameter-by-parameter, and water body-by-water body statistical

summaries. This type of information is of value to water quality experts, but needs to be improved for Canadians who, in this

application of the CCME WQI, want to know about the state of their irrigation and livestock water, and for managers and policy

makers who require concise information about agricultural water supplies. An index also allows water quality data to be compiled

and reported in a consistent manner throughout Canadian jurisdictions.



What information does a water quality index convey?



Many water quality parameters (e.g., pH, total coliforms) are compared to water quality guidelines. The results of those

comparisons are combined to provide a water quality ranking (good, average, poor) for either irrigation or livestock water

supplies. The actual parameters used are those which are important for the particular water use, as further described in the

companion technical recommendation document. The index can incorporate national agricultural water quality guidelines, site

specific objectives, and/or guidelines from other jurisdictions so that comparisons of water guidelines, standards, and objectives

can be made.



The advantages of an index include the ability to represent measurements of a variety of variables in a single number, the ability

to combine various measurements in a variety of different measurement units in a single metric, and the facilitation of

communication of the results.



What information does the index not convey?



It is important when using an index to keep in mind its limitations. While a stock market index is a good indicator of the overall

performance of the market, anyone with a stock portfolio will be interested in the performance of individual stocks, or stock

sectors. An environmental index is similar; it is not intended to replace a detailed analysis of environmental monitoring data, nor

should it be used as the only tool for management of water bodies. What it can do is provide a broad overview of water quality.



Disadvantages of using an index include the loss of information on single parameters, the sensitivity of the results to the

formulation of the index, and the loss of information on interactions between parameters.



How did the AFWQI calculator come into being?



The AFWQI calculator is based on a water quality index developed by British Columbia in 1995. British Columbia presented its

work on a water quality index to CCME during its development, and the CCME Water Quality Guidelines Task Group was asked

to develop an index that could be used by other jurisdictions. The British Columbia index was modified by work undertaken in

Alberta and by advice from an inter-jurisdictional committee.



This AFWQI calculator was developed under a joint Federal-Provincial-Territorial project that was led by Agrifood Canada. The

goal of this project was to thoroughly examine the WQI to see if it could be applied to agricultural indicators, and adequately

address the concerns and issues identified in such an undertaking. This AFWQI calculator was created for use in pilot scale

testing, and may further be modified in the future as any remaining concerns and issues are further addressed.



How does the index relate important parameters to each other or are some parameters more important than others in applying

the index?



The index does not weight different parameters, and treats all parameters that are retained with equal importance. Since the

relative impacts of different chemicals such as aluminum, copper and lead, are addressed during the development of water

quality objectives, further weighting is not warranted.



How does the index deal with values below the analytical detection limit?



Another problem frequently encountered in reporting on water quality data using the CCME WQI is in handling measurements

that are below the detection limit for the analytical methods used. It is problematic to deal with these measurements statistically;

however, this AFWQI calculator uses „less than‟ values as observations which are within the guidelines (where the guideline is

higher than the level of detection), so the results are counted, while circumventing all the statistical problems associated with

them.



How does the index compare parameters to guidelines?



This index is based on three attributes of water quality that relate to agricultural water quality guidelines:



• Scope - How many? - The number of water quality parameters that do not meet guidelines in at least one sample during the

time period under consideration, relative to the total number of parameters measured.

• Frequency – How often? - The number of individual measurements that do not meet guidelines, relative to the total number of

measurements made in all samples for the time period of interest.

• Amplitude – How much? – The amount by which measurements which do not meet the guidelines depart from those guidelines.



How is the index calculated?

How are AWGI results reported, or what do the index scores mean?



Once the AFWQI value, a number between 1 and 100, has been determined, the result can be further simplified by assigning it to

a descriptive category. The following categories, based on categories developed for application of the WQI to drinking water data

in Newfoundland and Labrador, are suggested as a starting point.



Excellent: (AFWQI Value 95-100) – water quality is protected with a virtual absence of threat or impairment; conditions very close

to natural or pristine levels. These index values can only be obtained if all measurements are within guidelines virtually all of the

time.



Very Good: (AFWQI Value 89-94) – water quality is protected with a slight presence of threat or impairment; conditions close to

natural or pristine levels.



Good: (AFWQI Value 80-88) – water quality is protected with only a minor degree of threat or impairment; conditions rarely

depart from natural or desirable levels.



Fair: (AFWQI Value 65-79) – water quality is usually protected but occasionally threatened or impaired; conditions sometimes

depart from natural or desirable levels.



Marginal: (AFWQI Value 45-64) – water quality is frequently threatened or impaired; conditions often depart from natural or

desirable levels.



Poor: (AFWQI Value 0-44) – water quality is almost always threatened or impaired; conditions usually depart from natural or

desirable levels.



What are the cautions with using the index?



Applying this index to water quality data sets must be done with due regard to how the index is formulated. Use of the index for

purposes for which it was not designed can lead to erroneous conclusions. Therefore, the following points need to be considered:



a) Index comparisons should only be made when the same sets of guidelines are being applied. The AFWQI allows the index

user to select the guidelines on which to compare measured water quality. This increases the versatility of the index but allows for

misuse. Different jurisdictions may use different guidelines for agricultural water quality, and different guidelines for different water

uses (irrigation vs. livestock water). If an index value is calculated on one set of guidelines and compared to an index value based

on a completely different set of guidelines, any conclusions drawn may be erroneous and comparisons must be made carefully.



b) Index comparisons should only be made using the same sets of parameters. This is common sense “apples to apples”

reasoning. Comparing a site where most of the measured parameters are pesticides to a site where most of the measured

parameters are metals will yield information of limited value.



c) Care should be taken with older data. Many data sets can go back to times when the sensitivity of analytical methodology was

considerably less than with more modern methods, especially where older methods have detection limits that may be significantly

above current water quality guidelines. All analytical methods are capable of producing „false positive‟ results and incorporation of

these into the index can provide questionable index values and misleading conclusions.

d) The index should be run on sets of parameters relevant to the application. Further guidance on selection of parameters to

include for application to irrigation and livestock water indicators are provided in the companion technical recommendation

document referenced herein (Start page). This companion technical recommendation document will further outline how the

AFWQI should only include „relevant‟ parameters in the calculation. Of special note, how the inclusion of too many parameters

(for example, all pesticides in a „scan‟) may result in unrealistically high index values. Parameter selection will be of particular

concern in situations where comparisons between sites are desired.



e) Minimal data sets should not be used. The AFWQI was not designed to replace proper evaluation of agricultural water quality

conditions through a thorough monitoring and assessment program. Professional judgment should be used in selecting the

number of sampling events to include. Guidance on choosing the number of sampling events to include in this AFWQI calculation

is provided in the companion technical recommendation document.



f) The AFWQI score should not be used for trend analyses. The AFWQI is meant as a broad tool to indicate success in protection

and remediation efforts. It has not been tested for its possible application for measuring trends. Trend analyses typically requires

a minimum ten-year data set with data collected at frequent, regular intervals, and is best done on an individual parameter basis.
