Job Description
Purpose •
To serve as HOA Chief Executive Officer (CEO) and have incumbent upon him or her all the oversight responsibilities of a CEO.

Responsibilities • •
Preside over HOA Board and General Meetings. Prepare and distribute agendas for these meetings. Prepare quarterly General Meeting agendas with input from the HOA Board and 1st VP of Programs. Determine who will attend the represent the Village community (POA Board, Dock Captains, TVVFD, T-Bart, County commissioner). At the HOA Board meeting preceding each General meeting, find out who will have dinner at the Yacht Club preceding the meeting; make reservations for 5:30 p.m. Develop and distribute a list of HOA board members and their liaison assignments. Inform the POA Board President and POA General Manager of these assignments. Inform POA Board President and POA General Manager of dates of HOA Board meetings, HOA General Meetings, HOA Welcome Coffees, and HOA monthly socials. At the first monthly Board meeting of the term, appoint a Committee to generate the Theme and Goals for the year. Distribute the Theme and Goals to the POA Board. At the first quarterly General meeting: – Review the financial condition of the Association. – With the Treasurer, present the proposed budget for the coming year. – Present the Theme and Goals for the coming year. Maintain close contact with the 1st VP, Programs, to ensure a smooth succession for that officer, who shall serve as president the next year. Continually monitor performance of board members adherence to respective job descriptions. Approve HOA Board and General meeting minutes before the Secretary distributes them to Board members prior to each HOA Board meeting. Call special meetings of the HOA Board or the Board’s Executive Committee (officers). Call special General meetings. Respond to communications made to the HOA. Appoint all Task Teams In July, appoint a nominating committee. In the absence of the Treasurer, sign all checks, vouchers, and other evidence of payment by the HOA. Approve the payment of all checks more than $3,000. Determine payments that should be made from the President’s discretionary fund. Attend POA Board meetings, giving a report on HOA activities/issues/concerns. Assist Village organizations/individuals, such as T-Bart, TVVFD, BCCAT, and the County Commissioner. Serve on the TVVFD Board-usually one meeting per year.

Meet as necessary with the POA Board President and POA General Manager. Coordinate with the POA Board President and the HOA Board on the need for HOA/POA joint Board meetings. Alternate responsibility for developing agendas and chairing those meetings. Review contracts for HOA events. All contracts must be signed by the President or Treasurer in addition to the Social 2nd VP, Social, and or event chair. At July Board Meeting, form a committee of HOA Board members to formulate questions to be submitted to candidates for POA Board. At August Board Meeting have Board review questions and approve for issuance to POA Board candidates. Review and approve letter that is sent to POA candidates, with issues attached. Write the HOA President’s Message and other articles as appropriate for the HOA newsletter. Review drafts. Assist in editing the newsletter if requested. Approve its publication. Review the HOA bylaws by mid-year and recommend amendments to the HOA Board if necessary. Maintain the HOA policy document and distribute changes to HOA Board members. Present “formal” gifts to departing Board members (procured by the At Large Chair) at the first quarterly General meeting Include HOA President’s annual report as an “add on” to the HOA History and provide Board members with a copy for their notebooks. Report on status of current year Goals at December Board meeting. Update job description prior to the June board meeting. Submit an annual report prior to the November General Meeting and budget requests for upcoming year, as required by HOA bylaws. Maintain the President notebook and complete all updating prior to delivery to successor in office. Maintain HOA Board notebook “Table of Contents.” Purchase “informal’ gifts for all Board members from the President’s discretionary fund, and present these gifts at the January potluck.
