MARYLAND AUTOMOBILE INSURANCE FUND AND DELEGATE
 DERECK DAVIS ANNOUNCE NEW ANTI-THEFT INITATIVE
           IN PRINCE GEORGE’S COUNTY
                      MAIF Policyholders To Pilot New Program

        (January 9, 2006) - In an effort to reduce vehicle theft in Prince George’s
County, the Maryland Automobile Insurance Fund (MAIF) joined with Prince George’s
County Delegate and anti-theft proponent Dereck Davis to announce a new MAIF anti-
theft initiative to be piloted in Prince George’s County. Beginning January 9th, any
MAIF customer who purchases comprehensive and collision coverage along with their
required Maryland insurance coverage, will receive a free steering wheel lock courtesy of
MAIF.

        The announcement was made at the Maryland State Police Barrack in Forestville.
Joining the announcement was Delegate Joanne C. Benson, Delegate Marvin E. Holmes,
Jr., Delegate Michael L. Vaughn, Maryland State Police Superintendent, Colonel Thomas
“Tim” Hutchins, the Prince George’s County Police and Washington Area Vehicle
Enforcement (WAVE) team, MD/DC Anti-Car Theft Committee Executive Director W.
Ray Pressley, Vehicle Theft Prevention Council members and members of MAIF’s Board
of Directors.

        “The steering wheel lock initiative is one of the many programs MAIF is using to
combat and reduce vehicle theft in Prince George’s County and throughout the State of
Maryland,” said MAIF Executive Director, M. Kent Krabbe. “Vehicle theft results in
higher premiums, loss of time and money for all drivers. If these steering lock devices
deter at least one vehicle theft, we are well on our way to reducing this problem across
the board. My sincere thanks to Delegate Davis for bringing this important issue to the
attention of the citizen’s of Maryland.”

       According to the National Insurance Crime Bureau, a car is stolen every 25.5
seconds in the United States. In Prince George’s County a car is stolen every thirty
minutes. Prince George’s County has the highest rate of vehicle theft in the State -
almost two times the rate of Baltimore City and County combined.

        The MAIF steering wheel lock initiative will continue throughout 2006. MAIF
will evaluate the initial success of the pilot program and decide whether it will be made
available to policyholders in other high theft areas.

        MAIF provides insurance to Maryland residents that have been turned down by at
least two private insurers or those who have been cancelled by at least one. Currently
28% of MAIF's policyholders reside in Prince George's County
