REQUEST FOR INFORMATION (RFI)
This Request for Information (RFI) is the initiation of market research under Part 10 of the
Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). This RFI is for
planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation
document exists at this time. Issuance of this notice does not constitute any obligation on the
part of the Government to procure these items or to issue a solicitation. In addition, the
Government is under no obligation to pay and does not intend to pay for information submitted
in response to this RFI. Additionally, responses to this notice cannot be accepted as offers. Any
information that the vendor considers proprietary should be clearly marked as such. Responses
to this RFI that indicate that the information therein is proprietary or represents confidential
business information will be received and held in confidence for U.S. Government use only.

Narrative:
Marine Corps Systems Command Product Group-13 Program Manager Optics and Non-lethal
Systems is conducting market research in order to identify contractors that have the capability to
disassemble, repair, and reassemble Generation III Image intensifier tubes (Part Number MX-
11769, Manufactured by ITT Night Vision and L3 EOS) back to Military performance
specification and manufacture specification. These tubes are currently being used in the
AN/PVS-14. The repaired image tubes, inclusive of all components (module, high voltage
power supply, control module, etc.) shall conform to MIL-PRF A3256363 and/or N-EOPPS-
1417.

Responses to this RFI must contain the following information:
    Written capabilities document, referred to as “White Paper”
    White Paper shall be no longer than 12 pages in length
    The vendor’s ability to meet the stated requirements
    Provide a Rough Order of Magnitude (ROM) to pricing
    Estimated time to repair
    Corporate and Technical points of contact
    Written responses can be in any format, but electronic media must be in Microsoft
      Word® or Adobe Acrobat® formats.
    Business size and category, i.e. small, large, disadvantaged
    GSA Schedule number and expiration date, if applicable
    Applicable NAICS Code

Interested vendors are requested to submit their responses no later than 2:00 pm EST, 25
November 2009. Both e-mail and mail submittals will be accepted; however, e-mail responses
are preferred. Emailed responses should be sent to Patrick Sheire at Patrick.sheire@usmc.mil.
