A Regular meeting of the Board of Trustees of the Village of Seneca Falls was held on the above date
beginning at 7 PM.

PRESENT: Mayor Smith; Trustees Ikewood, Campese, Masino; Staff: Administrator Sowards, Deputy
Clerk-Treasurer Dygert.
ABSENT: Trustee Petroccia.

       Mayor Smith opened the meeting at 7 PM with the Pledge of               OPEN MEETING
Allegiance.

        The Board of Trustees has reviewed the following meeting               MINUTES
minutes: BOT Regular Meeting March 10, 2008; BOT Special Meeting
April 22, 2008; ZBA Meeting April 17, 2008; HPC Meeting April 22, 2008;
HAC meeting April 21, 2008.
        It was on motion by Trustee Campese seconded by Trustee Masino
to accept the minutes as presented, in total.

         Reports are on file from the following Departments: SFDC, Police      REPORTS
Department, Code Enforcement, Heritage Area, and Public Works
Department.
         Bob Buccieri, Director of SFDC discussed the Ag & Markets grant
for the Seneca Wine Tour with a tentative start date of 6/21/08. Mr.
Buccieri also discussed the Farmer’s Market in People’s Park.
         Chief Capozzi recognized part-time police officer, Bob Steele for
his professionalism with regard to a call at Scepter.

         Upon the recommendation of Chief Capozzi and the Public Safety        APPOINTMENT
Committee, it was on motion by Trustee Ikewood, seconded by Trustee            Police Officer - Denny
Masino to appoint Mr. Christopher Denny of 1 Hickory Place, to the
position of part-time police officer for the Seneca Falls Police Department
at a rate of $13.00 per hour.

       Heritage Area Report – Adriene Emmo – advised of the unveiling of       REPORTS
the wayside exhibits on 6/5/08; Convention Days celebration coordinators       (Cont)
looking for help 7/26 & 7/27 for the viewing of 3 films in People’s Park.

       Public Works – Jeff Warrick – Thanked the crews for their hard
work during Operation Clean Sweep (brush removal); gave an update on
the auction results for the recent surplus equipment sale; and discussed the
creation of a new solid waste disposal policy.

       WHEREAS, the Village of Seneca Falls Board of Trustees is               AUDIT OF CLAIMS
authorized under Village Law to audit and pay claims asserted against it;
and
       WHEREAS, the Board of Trustees has been presented with an

abstract of unaudited vouchers #1258 through #1408 in the amount of
$830,789.41; and,
       WHEREAS, the Board of Trustees desires to audit and pay the
above referenced claims:
       NOW THEREFORE, on motion by Trustee Petroccia seconded by
Trustee Masino, resolved that the Village of Seneca Falls pay the above
referenced claims against it by disbursing funds from the applicable Village
accounts as follows:
       General Fund:                        $345,776.60
       Water Fund:                          $239,118.43
       Sewer Fund:                          $200,639.50

       On motion by Trustee Campese, seconded by Trustee Masino to
       accept the bills as audited and order paid.

       On recommendation by the Public Safety Committee, with approval APPOINTMENT
by Mayor Smith, it was on motion by Trustee Campese, seconded by           Code Enforcement
Trustee Masino to appoint Robert Steele of Geneva, NY to the position of
Code Enforcement Officer for a term of up to six months, not to exceed
November 12, 2008 with salary established at a rate of $13.50 per hour for
20 hours a week.

       A request for special event was received from Jessica Munson for SPECIAL EVENTS
permission to hold the Munson/Clark wedding on May 24, 2008 in People’s Munson-Park Wedding
Park at 3:00 PM.
       It was on motion by Trustee Campese seconded by Trustee Masino
to approve the application as submitted.

       A request for special event was received from the Seneca Falls          Seneca Falls Farmers Market
Development Corporation for permission to hold a public farmer’s market
in People’s Park every Wednesday from June 18th through October 29th in
People’s Park from 9 AM until 2 PM.
       It was on motion by Trustee Masino, seconded by Trustee Campese
to approve the application as submitted.

      The third special event application reviewed was submitted by        Memorial Day Parade
Kirk-Casey Post 366 American Legion for permission to hold the annual
Memorial Day Parade on Monday, May 26, 2008 from 9 AM until 11:30
AM in Veteran’s Park/Academy Square.
      On motion by Trustee Masino seconded by Trustee Campese to
approve the application as submitted.

        AYES:              4                  NOES:              0         MOTION CARRIED

        The next special event request is from St. Anthony’s Commission to St. Anthony’s Festival
hold the annual St. Anthony’s Festival on August 29, 30 and 31, 2008 from
5 pm to 11 pm daily.
       It was on motion by Trustee Ikewood, seconded by Trustee Masino
to approve the application, as submitted.

       A request was received by Calvary Chapel of Seneca Falls for        Calvary Chapel
permission to hold weekly “Study in the Park” on Wednesday evenings
from 6PM to 8PM in People’s Park.
       It was on motion by Trustee Campese seconded by Trustee Masino
to approve the application as submitted.

       WHEREAS, the Board of Trustees wishes to enhance Convention PREFILED #1
Days Celebration in the Village of Seneca Falls by offering more activities for Convention Days
families; now, therefore be it
       RESOLVED, on motion by Trustee Campese, seconded by Trustee
Masino that the expenditure of $5000 be approved to provide support for these
games and activities and further that the funds will be expensed from a
combination of the Heritage Area, Mayor and Trustees contractual budgets.

        On motion by Trustee Campese seconded by Trustee Masino that           PREFILED #4
there be levied and assessed against the real property within the Village of   Execute Tax Warrant
Seneca Falls the following sums for Village government and other charges
for the fiscal year 2008-2009 with a tax rate of $16.048 per thousand
assessed valuation:
        General Fund                    $3,299,041.00
        Delinquent Water & Sewer           141,614.84
        And be it further resolved that the Mayor be directed to execute the
Tax Warrant, attested by the Deputy Clerk.

       Administrator Sowards gave an update on the Shared Services Grant.      OLD BUSINESS

       The June Regular meeting is changed to June 12, 2008 as the             NEW BUSINESS
Trustees and Mayor will be at NYCOM training.
       Village Volunteer Day will be held June 7, 2008 in Restvale
Cemetery from 8:30 to 12.

        Ann Cramer of 101 Cayuga Street – questions regarding brush            PUBLIC COMMENT
pickup.
        Mrs. Robbins of Maple Street
        Adriene Emmo – reminder about Cruisin’ Day
        Roberta Halden – reminder about names for Veteran’s Atrium at
Rec Center and that Lucille Cook 568-8013 is gathering information for it.
        Tim Masino – commendation to Mayor and staff for the reduction
in tax levy and reduction in tax rate.

        There being no further business before the Board, it was on motion     ADJOURN

at 8:30 PM.
