A. Employment
Resignations/Terminations
Linda Bruckner, Housekeeper, submitted her resignation effective January 10, 2007. Linda
has been employed by the College since January 2007.
Barb King, Housekeeper, submitted her resignation effective January 19, 2007. Barb has
been employed by the College since April 2001.
Rachel Damon, Nursing Instructor, submitted her resignation effective February 16, 2007.
Rachel has been employed by the College since August 2004.
Recruitment – Support Professionals
College Outreach Specialist, West Bend Campus. This full-time vacancy was created when
Amy Clark accepted another position. This position provides for the outreach and
recruitment, admission, and enrollment of students through direct contact, and assistance
throughout all pre-enrollment services. After screening and interviews, Connie Schaumberg
was selected and her start date was February 5, 2007.
Housekeeper, West Bend Campus. This part-time position was formerly held by Linda
Bruckner. This position performs custodial duties and heavy duty cleaning throughout the
West Bend Campus. After screening and interviews, Bonny Zuehlke was selected and her
start date was February 13, 2007.
General Clerk/Receptionist, Beaver Dam Campus. This full-time position was formerly held
by Judy Grenas. This position performs registration duties and provides clerical assistance
to the Beaver Dam Campus. After screening and interviews, Barb Olenski was selected and
her start date is February 19, 2007.
Buildings & Grounds Maintenance Worker, Beaver Dam Campus. This part-time vacancy
was created when Royce Bentz submitted his resignation. This position performs a variety of
cleaning, maintenance and repair functions in and around the school facilities. After
screening and interviews, Becky Guelig was selected and her start date was February 15,
2007.

Recruitment – Support Professionals (Continued)
Computer Technical Support Specialist, Fond du Lac Campus. This full-time vacancy was
created when Jennifer Schoonover accepted another position. This position provides
technical support to customers for District-supported computer hardware and software. After
screening and interviews, Darice Loomis was selected and her start date will be February 26,
2007.
College Outreach Specialist, Fond du Lac Campus. This part-time vacancy was created
when Connie Schaumberg accepted another position. This position provides for the
outreach and recruitment, admission, and enrollment of students through direct contact, and
assistance throughout all pre-enrollment services. This position was posted internally with a
closing date of February 7, 2007. Interviews were held February 16, 2007.
Housekeeper, Fond du Lac Campus. This part-time vacancy was created when Barb King
resigned. This position performs custodial duties and heavy duty cleaning throughout the
Fond du Lac Campus. This position was posted internally/externally with a closing date of
February 2, 2007. Interviews are scheduled for March 1, 2007.
Recruitment – Management/Instructional Staff
Veterinary Technician Instructor, Fond du Lac Campus. The primary teaching responsibility
of this position will be in the Veterinary Technician Program, however, class assignments
and locations may vary from term to term. This instructor may be asked to teach at various
sites within the Moraine Park District to include campus, center, and business locations; may
be required to teach on evenings and weekends; and alternative deliveries including online.
This position was re-posted internally/externally until filled, with an initial screening date of
February 6, 2007. Interviews are scheduled for February 19, 2007.
Careers Instructor, Fond du Lac Campus. This full-time vacancy was created when Amy
Andersen accepted another position. This position is responsible for the delivery of
instructional and student support services for the Enrollment Management support
processes. This instructor may be asked to teach at various sites within the Moraine Park
District to include campus, center, and business locations; and may be required to teach on
evenings and weekends. After screening and interviews, Rhonda Bird was selected and her
start date will be February 26, 2007.
Rhonda earned a Bachelor of Arts Degree in Music from the University of Wisconsin –
Whitewater. She also earned a Master of Science Degree in Guidance and Counseling, with
an emphasis in Higher Education from the University of Wisconsin – Whitewater. Rhonda
was most recently employed as a Counselor at Markesan District Schools. She has also
served as the Director of the Student Development Center and Career Services at Marian
College, and has over ten years of experience in higher education.
It is recommended that the Moraine Park Technical College District Board offer a contract to
Rhonda Bird and, further, that she be placed in the MS24/8 salary level.

February 27, 2007.

TAX LEVY
Through February 12, the District received tax levy payments totaling $12,091,170.05 or
38.8% of the total levied. Last year’s collection through February 7, 2006 was
$12,085,837.33 or 40.7% of the total levied. All municipalities submitted January payments
with the exception of the Town of Metomen in Fond du Lac County. A January check was
issued, but apparently lost in the mail. The January settlement will be made along with the
February payment. A summary of this year’s collection through February 12, 2007 is as

OTHER
The interest rate on investments in the Local Government Investment Pool for the month of
February was 5.23%, a decrease from the previous month rate of 5.25%. However, all
investment funds were transferred to National Exchange Bank and Trust (NEBAT) by late
January. The rate received in January from NEBAT was 5.375%. Last year the January
interest rate was 4.16%.
The reconciliation of payroll totals for calendar year 2006 was completed and 1,101 W-2s
were distributed on January 24. In addition, information returns (Form 1098-T and Form
1099) were prepared and distributed within the appropriate deadlines.

VI. ACTION ITEMS
A. Acceptance of Project – Data Center UPS (Uninterruptible Power Supply)
System Upgrade – Fond du Lac Campus
On November 15, 2006, the Moraine Park Technical College District Board accepted bids for
the replacement of the UPS which serves the College’s data center. This equipment
upgrade is the first step in a multi-faceted plan for a business continuity upgrade in the
information technology data center at Fond du Lac.
Prior to bidding the installation work, Requests for Proposals were accepted for the UPS,
ATS (automatic transfer switch), and power distribution options for owner-direct purchase of
equipment. This direct purchase resulted in an approximate $3,500 savings in sales tax.
A tremendous amount of time was spent in the planning and coordination of the work in order
to have the least disruption of computer and telecommunication services possible. Following
award of bid for the electrical installation work, numerous meetings and planning sessions
were conducted with all parties involved to develop contingency plans and cover as many
issues and concerns for alternative customer service as possible.
Much of the preliminary work was accomplished prior to the semester break, with the actual
cutover to the new UPS unit and equipment testing occurring on December 28 and 29.
The work was completed on time and in accordance with contract documents. The total
approved budget for the project was $171,000. Final cost breakdown is as follows:

It is recommended that the project be accepted, and that final payment be authorized as

B. Acceptance of Project – Cooling Tower & Roof Replacement, West Bend
Campus
On September 20, 2006, the Moraine Park Technical College District Board accepted bids
for the replacement of the cooling tower that serves the southern portion of the campus, and
a section of the L Building roof located in the same area. These projects were performed
jointly so the work required for successful completion of both components could be
coordinated in the most efficient and cost effective manner.
The joint project has been substantially completed in accordance with contract documents,
with the exception of minor punchlist items. The approved revised budget for this work is
$122,000, which includes direct contractor cost, professional fees, administrative costs, and
contingency. Final breakdown of expenditures is as follows:

D. Approval of Faculty Contract Renewals
The following information is being presented for the purpose of District Board monitoring of
their Presidential Parameter Policy, #4HEE0100, Employment.
On or before March 15 of the school year during which a teacher holds a contract, in
accordance with Wisconsin Statute 118.22, Renewal of Teacher Contracts, the Board by
which the teacher is employed, at the direction of the Board, shall give the teacher written
notice of renewal or refusal to renew his/her contract for the ensuing school year. If no such
notice is given on or before March 15, the contract then in force shall continue for the
ensuing school year.
A teacher who receives a notice of renewal of contract for the ensuing school year, or a
teacher who does not receive a notice of renewal or refusal to renew his/her contract for the
ensuing school year on or before March 15, shall accept or reject in writing such contract not
later than the following April 15.
On the following page are listed instructional personnel with 2006-07 regular contracts. It is
recommended that these individuals be issued new contracts for the 2007-08 contract year.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board extend contracts for
instructional staff, as listed, for the 2007-08 school year.

E. Approval of Program Investigation Plan – Industrial Maintenance Technology
(10-462-X)
The following information is being presented for the purpose of the District Board monitoring
of their Desired Outcomes Policy, #1TOA0100, Student Success-Program Outcome
Assessment.
The Industrial Maintenance Technology Associate Degree Program prepares students to
enter several technology-driven fields, i.e., manufacturing, food and beverage processing,
and building maintenance. The skills for installation, preventive maintenance,
troubleshooting, and repair continue to be in high demand. The Industrial Maintenance
Technology Program provides students training in the areas of fluid power (hydraulics and
pneumatics), basic electrical/electronics and instrumentation, machining, welding,
programmable logic control (PLC), motor control, and automation.
Students will develop a wide variety of technical skills in electrical/electronics, fluid power,
mechanical systems, computers and computer-controlled interface units. Programmable
logic controllers, motors and drives, servo hydraulic systems, and closed loop positioning will
be studied. A comprehensive understanding of how these technical skill areas are linked
together to create automated systems is developed through hands-on project course work
which allows the student to put together the various technologies into a computer-integrated
system.
To determine local need for an Industrial Maintenance Program, a needs assessment survey
was fielded in November 2006 targeting 38 mid- to large-size manufacturers in our District.
Twenty employers completed the questionnaire for a 52.6% response rate.
The Moraine Park Industrial Maintenance Technician needs assessment survey results, in
conjunction with efforts to customize training to accommodate several local employers’
needs, provide sufficient and compelling evidence to move forward in the development of a
two-year technical diploma program. Specific supporting information includes the following:
Eighty-five percent of the companies responding are likely to hire in the future.
Fifty-eight percent of the respondents were experiencing difficulty finding qualified
Industrial Maintenance Technicians. Several employers commented that there is a
limited or poor pool of candidates to draw from.
Seventy-five percent of those who responded said there is a strong need for Industrial
Maintenance Technicians, while twenty percent said there is a moderate need.

The twenty survey respondents estimate that they would hire approximately 61 full-
time individuals with industrial maintenance skills over the next four years due to
retirements, replacements, or new positions being created. Moraine Park attempted
to reach 61 manufacturers in our District (with 50 or more employees) who had a
potential interest in Industrial Maintenance Techs. If 85% of them are likely to hire in
the next four years, then the projected FT positions would be 156 (61*85% * 3 avg.
FT future techs per employer).
The mean starting hourly wage of an Industrial Maintenance Technician is $15.98.
After three years of employment, the mean hourly salary jumps to $18.45.
Ninety percent responded that they would hire an MPTC graduate if they had a job
opening needing industrial maintenance skills, with 75 percent stating they would give
preference to an MPTC Industrial Maintenance Technician Program graduate over a
person who was not a graduate of the program, all other things being equal.
Some employers shared that they are not getting their needs met in this field. One
employer developed their own maintenance management program on-line and is
willing to share this with Moraine Park. Another employer indicated that they had to
go out of the area towards Appleton to get their needs met.
The DACUM study results (completed December 2006) identified many Associate
Degree related course competencies. Many of the DACUM study participants agreed
that an Associate Degree Program should be included in the program offering.
As a result of the DACUM study findings, along with the research support, it is recommended
that Moraine Park submit a proposal to the Wisconsin Technical College System Board for
an Associate Degree, and Technical Diploma program in Industrial Maintenance. The
Associate Degree Program will be designated as Industrial Maintenance Technology, and
the two-year Technical Diploma will be designated as Industrial Maintenance Technician.
The Moraine Park District Board approved the Industrial Maintenance Technician Technical
Diploma Investigation at the December 2006 meeting.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board approve the Industrial
Maintenance Technology Associate Degree Program investigation proposal, and
authorize staff to submit the proposal to the Wisconsin Technical College System
Board for approval.

The following information is being presented for the purpose of the District Board monitoring
of their Desired Outcomes Policy, #1TOA0100, Student Success-Program Outcome
Assessment.
The General Studies Transfer Certificate provides direct transfer opportunities between
Moraine Park and various University of Wisconsin colleges. The courses in this certificate
also apply to Moraine Park Technical College general education requirements.
Upon completion of this certificate, graduates will be granted sophomore status at various
University of Wisconsin colleges. Or, graduates desiring to continue their education at
Moraine Park Technical College, could apply all of the credits earned to a Moraine Park
Associate Degree Program.
