T h i s agency was c r e a t e d i n 1951 t o h e l p prepare p h y s i c a l l y and m e n t a l l y

impaired i n d i v i d u a l s f o r g a i n f u l employment. The D i r e c t o r l s major d u t i e s

a r e t o : ( 1 ) E s t a b l i s h personnel standards, p r o t e c t records and confiden-

t i a l i n f o r m a t i o n and procedures f o r f a i r hearings from a p p l i c a n t s ; ( 2 )

Establish appropriate subordinate administrative units; ( 3 ) Administer

t h e disbursement o f s t a t e and f e d e r a l monies f o r t h e v o c a t i o n a l r e h a b i l i -

t a t i o n o f impaired i n d i v i d u a l s ; ( 4 ) E s t a b l i s h r e h a b i l i t a t i o n c e n t e r s . When

t h e D i v i s i o n of Vocational R e h a b i l i t a t i o n was o r i g i n a l l y c r e a t e d it was

placed i n t h e S t a t e Board o f Education. The S t a t e Board, a c t i n g through t h e

agency, a d m i n i s t e r e d t h e f o l l o w i n g s e r v i c e s t o t h e p h y s i c a l l y and m e n t a l l y

impaired: ( 1 ) I t cooperated w i t h o t h e r departments, agencies and i n s t i t u -

t i o n s t o study t h e problems o f m e n t a l l y and p h y s i c a l l y impaired i n d i v i d u a l s

and provided such programs, f a c i l i t i e s and s e r v i c e s as were necessary; ( 2 ) 1

I t conducted research and compiled s t a t i s t i c s r e l a t i n g t o t h e p r o v i s i o n o f

s e r v i c e s ; ( 3 ) I t l i c e n s e d b l i n d i n d i v i d u a l s t o operate vending stands on

s t a t e and o t h e r governmental p r o p e r t y ; ( 4 ) I t provided f o r t h e e s t a b l i s h -

ment, s u p e r v i s i o n and c o n t r o l o f s u i t a b l e business e n t e r p r i s e s t o be o p e r a t -

ed by t h e s e v e r e l y impaired i n d i v i d u a l s . I n 1972 t h e agency was t r a n s f e r r e d

t o t h e Department o f N a t u r a l Resources. The D i r e c t o r continued t o perform

t h e same d u t i e s and a d m i n i s t r a t i v e f u n c t i o n s as before. These records con-
