The Mountain-Pacific

DOQ-IT Project

Slide 1

Overview

• What is the DOQ-IT Project?

• Mountain-Pacific’s progress in DOQ-IT

• Mountain-Pacific’s perspective on HIT in our states

• 9th Scope of Work

Slide 2

What is DOQ-IT?

• Doctor’s Office Quality Information Technology

(DOQ-IT)

• Voluntary Program, funded through the CMS/QIO

8SoW

• Goals

– Work with 5% of Primary Care Practice in each state

– Assist these practices in adopting EHRs, e-Rx, Care

Management Processes, and Data Reporting

– Focus on Diabetes, CHF, CAD, Hypertension, and

Preventive Care Measures

Slide 3

DOQ-IT Objectives

• Facilitate the adoption of Electronic Health Records

(EHRs) in small- to medium-sized practices (1-8

physicians)

• Ensure that practices are using EHRs and IT to the

fullest capability to improve office efficiency

• Use clinical data reports for improved practice

performance and patient outcomes

Slide 4

Benefits for Physicians

• Analysis of practice processes

• Recommendations for improved office efficiencies

• Assistance with EHR vendor selection and

implementation

• Improved chronic care and preventive clinical

outcomes

• Increased patient safety

• Free tools

Slide 5

Impact of DOQ-IT on Medicare

Beneficiaries

• Promote continuity of care

• Help stabilize medical conditions

• Prevent or minimize acute exacerbations of chronic

conditions

• Reduce adverse health outcomes (i.e. adverse drug

interactions)

Mountain-Pacific DOQ-IT

• Working with 64 Primary Care Practices sites total

• 49 of these sites had no-EHR at recruitment

• Currently;

 13 sites without an EHR at recruitment have adopted and

fully implemented an EHR

 7 sites are currently implementing their EHR

 4 sites are in the RFP/contract negotiation stage and are

anticipated to have an EHR soon

 22 sites are utilizing their EHRs for care management

 44 non-eligible sites have expressed interest in the program

Slide 10

Factors for EHR Success

• Leadership

– Physician, Nurse, and Administrative Champions

• Thorough Project Management

– Practices need to invest adequate time and resources to

their EHR project

• Ask for help

– DOQ-IT, Other Practices/Peers, HIT Consultants, Lawyers,

Accountants, etc.

Slide 11

Health IT Barriers

• Cost

• IT Support

• EHR Vendor Penetration/Accessibility

• Privacy/Security

• Time/Resources

• Perceived need and Provider Interest

• Scope and funding of DOQ-IT is limited

Slide 12

Health IT in Our View

• Interest in the utilization of health IT is on the rise.

• Motivated healthcare providers are making efforts to

investigate health IT.

• The lack of available IT support in rural communities

makes our states ideal for ASP solutions. However,

reliable broadband Internet access hampers this.

Slide 13

Ninth Scope of Work

• Focus of preventive care measures

– Mammography

– Colorectal Cancer Screening

– Influenza Immunization

– Pneumococcal Pneumonia Immunization

• Participating practices will utilize their EHRs to

improvement performance in these areas

• Quality data will be collected and sent to CMS for

comparison
