                              Minutes of the meeting of the Parish Council
                              held on Thursday 3rd June 2010 at 7.30 pm
                                 in the Parish Hall, King Street, Yoxall



Present: Councillors: P Hughes, P Robinson, K Wileman, R Keys, B Behague, A Weaver,
                      D Hill, J Williams, and G Boulton.

Also Present:              Eight Members of the Public
                           R Young, Clerk to the Council




1.       APOLOGIES (85)

         Apologies for absence were received from County / District Councillor T Corbett.


2.       CHAIRMAN’S ANNOUNCEMENTS (86)

         The Chairman of the Parish Council, P Hughes, commented regarding the following:

                  Gave an update of a meeting with Dog Owners Group.

                  Template for Clerk to reply to letters.

                  Communication via the noticeboard, The Fisherman and by email.

                  Public participation included on the agenda.

                  Declaration of interest maintains the integrity of Councillors.

                  The Clerk to produce a list of sub-committee members for the noticeboard.

                  Copies of the agenda and minutes can be purchased for £4.50.

                  Advised by East Staffordshire Borough Council that the tree on School Green
                   would not qualify for Tree Preservation Order. Tree covered with ivy but will
                   leave until bird nesting period ends.


3.       DECLARATION OF INTEREST (87)

         Declarations of interest were recorded with regard to Councillor J Williams and Yoxall
         Cricket Club and Yoxall Sports Club.

         29TH APRIL 2010 (88)

         It was proposed, seconded and agreed that the minutes (69 - 84) of the meeting held on
         29th April 2010 be approved as a true and correct record.

         7.3)      Other Planning Matters

         Councillor R Keys mentioned the following:

                  “Lea View”, Savey Lane
                   Gave details of proposal and aspects that the Borough Council may not approve.
                   Style of development needs to be in keeping with the area.

                  Update on St Georges development.


8.       CLERK’S REPORT (92)

         8.1)      Mill Holme Pingle

         The Clerk reported the Bridget Cowen, Principal Assistant Valuer, had confirmed that
         Staffordshire County Council has no objections to the proposal to create a small
         woodland accessible to disabled people at Mill Holme Pingle (copy letter circulated to
         Councillors).


         8.2)      Yoxall St Peter’s CE (VE) Primary School

         Notification has been received that the term of office for two Local Authority Governors
         ends on 31st August 2010 (copy letter circulated to Councillors for information).


         8.3)      Correspondence

         Councillors noted correspondence received.

                  Staffordshire County Council.     Bridget Cowen – letter dated 10th May 2010
                   regarding Mill Holme Pingle.

                  Staffordshire County Council. W Maddox – letter dated 4th May 2010 regarding
                   Local Authority Governors at Yoxall St Peter’s CE (VE) Primary School.

                  The Light Car. Letter dated 17th May 2010 from M Elsom requesting display of
                   information poster at Hadley End and Woodmill. This was agreed.

                  Letter dated 10th May 2010 from Karen Gething requesting information relating to
                   vehicles parking on the island adjacent to the Trent and Dove bungalows in King
                   Street. The Chairman, P Hughes, gave details of the reply.

                  Letter dated 9th May 2010 from Alan Johnson regarding the vacancy for a Parish
                   Councillor. Invite to the next meeting.

                  Letter dated 16th May 2010 from Mrs Linda Pickering regarding the vacancy for a
                   Parish Councillor. Invite to the next meeting.

                  Letter dated 15 May 2010 from Angela Grandfield regarding the vacancy for a
                   Parish Councillor. Invite to the next meeting.

                  Letter dated 12th May 2010 from Mrs R Payne, Secretary to the Parochial
                   Church, regarding posters in the village and the provision of a key to the Parish
                   Council noticeboard.

                  Letter dated 10th May 2010 from Mrs J Page regarding the replacement of a stile
                   with a kissing gate located just over the bridge along Victoria Street and the dog
                   ban in the upper churchyard.

                  Letter dated 14th May 2010 from David Lester, Yoxall Sports Club Secretary,
                   regarding the loan of tables from the Parish Hall.

                  Letter dated 30th May 2010 from MJM Elliott, Secretary to Yoxall Cricket Club
                   regarding the East Staffordshire Borough Council Dog Control Order.

                   Councillor J Williams declared an interest.

                  Letter dated 1st June 2010 from James and Victoria Pegrum regarding street
                   lighting in Lovell Road, Yoxall. The Clerk to enquire with Staffordshire County
                   Council Street Lighting enquiring as to whether residents have been consulted.


9.       MATTERS IN PROGRESS OR REQUIRING FURTHER ACTION (93)

         a)        Open Spaces and Village Amenities

                   Councillor J Williams reported the following:

                         Mill Holme Pingle – trees to be planted with central wheelchair access. D
                          Hall is contacting the Forestry Commission.

                         Swarbourn Meadow – no matters to report.

                         Goose Green – tyres thrown into river. Contractor removed rubbish but
                          not tyres. Removal of tyres is ongoing.

                         Dog Controls – Councillor J Williams mentioned the following:

                            -          Dog fouling on pavements has reduced.
                            -          Contractor reported that dog fouling still seems to be a problem
                                       in the burial ground.
                            -          East Staffordshire Borough Council has discontinued producing
                                       dog control signs.
                            -          Reviewed areas covered by the Dog Control Order.

         b)        Village Hall

                   Councillor J Williams commented there were no matters to report.


         c)        Best Kept Village Competition

                   Councillor K Wileman reported the following:

                         Village looking very clean.

                         Bus shelters need some attention.

                         Posters appearing around the village with regard to The Forresters.

                         Advertising board for car valeting appeared in Main Street.

                         Planters at the bottom of Town Hill require new plants.

                         Children’s poster competition – prizes to be taken to the school on 9th July
                          2010.

                         Reviewed “Garden Open Weekend”.

                         Salt grit bin – Staffordshire County Council responsible. Clerk to contact
                          R Rayson (Savey Lane by the doctors).


         d)        Footpaths

                   Councillor Andrea Weaver commented as follows:

                         Staffordshire County Council to contact local farmer regarding finger post.

                         New finger post may not be delivered for 6 weeks. Have applied for grant
                          but to date no response.

                         Hedge over footpath adjacent to Parish Hall.


         e)        Website

                   Councillor R Keys commented as follows:

                         Clerk to forward recent copies of Parish Council minutes.

                         Also require Best Kept Village information for website.

                         New Dog Owners Group could be included on the website.


         f)        Village Artifacts

                   Councillor R Keys commented as follows:

                         Gave review of framed prints of Artifacts.

                         Letter of thanks and appreciation to be drafted by the Chairman to be
                          sent to Mike Simpson.

                         Funding generated by M Beale.

                         Require formal permission to pass onto Stafford Archive.

                         Letter of formal permission to be included in the portfolio.

                         B Behague commented it would be appropriate to include an article on
                          the “Fisherman”.


10.      WISH LIST (94)

         Councillor B Behague reported the following:

                  Updated Wish List circulated at the Annual meeting.

                  Consider Annual Village event either at Christmas or in the summer.

                  Storeroom – work to be carried out by residents of Sudbury Prison.

                  Need to consider lighting for War Memorial, stained glass windows and for
                   concerts in the Parish Hall. J Williams said there is a need to meet with the
                   contractor on site to agree proposals.

                  WASPS and Staffordshire County Council funding available; finger post will cost
                   £1,000.

                  B Behague asked Councillors to consider funding for projects this year.

                  K Wileman suggested a rock could be installed at Mill Holme Pingle.


11.      ALLOTMENTS (95)

         Councillor Williams reported that after reviewing all options and sites come back to
         Swarbourn Meadow and need a Parish Council mandate to progress this matter further.
         Also commented that only small percentage of the village population were interested.
         Councillors reviewed all options.


12.      VILLAGE PORTFOLIO (96)

         No additional information was available.

         Require new holder.


13.      BURIAL GROUND WATER SUPPLY (97)

         Councillor R Keys reported the Deed of Grant of Easement needs to be reviewed by the
         Chairman, P Hughes. Also commented that Bryan Davies and Co require copy of Land
         Registration.

14.      FERRERS FIELD DEVELOPMENT (98)

         Councillor J Williams reported the bench had been delivered and installed at Ferrers
         Field. Also mentioned there is a need for a two seater wooden garden seat. Maximum
         six foot seat.


15.      PUBLIC PARTICIPATION (99)

                  Angela Grandfield raised the issue of the restriction of dogs on Weaverslake
                   field.

                   Councillor J Williams declared an interest.

                  Members of the public commented it was not reasonable that dogs should be
                   kept on leads on Weaverslake field.

                  Councillor R Keys gave details of the history of the field including the condition
                   set by the original owners (Mallaber Family) that the field was for sports usage.

                  Comments were exchanged regarding the use of footpaths by the public.

                  Suggested a Parish Council procedure should be established to prosecute dog
                   fouling offenders. Also stated the Parish Council cannot police the village.

         Councillor J Williams did not participate.

                   It was proposed, seconded and agreed that dogs should be kept on a lead when
                   on Weaverslake field.

         Resolved:

                  That dogs must be kept on a lead when using Weaverslake Field.

                   Councillor R Keys said the footpaths on the field should be respected.

                  It was reported that the local PCSO had issued a dog fouling ticket for a dog
                   owner in Barton.

                  A member of the public mentioned a local farm dog roams on Weaverslake
                   Sports Field.

                  It was reported the waste bin at the top of the burial ground was full. The Clerk
                   to check the waste bin list.

         Due to the private and confidential nature of the business to be conducted the press and
         public were asked to leave the meeting.

         17.2) Annual Return 2009 / 2010

         It was proposed, seconded and agreed the Parish Clerk and Chairman of the Parish
         Council should sign the Annual Return for 2009 / 2010.

         Resolved:

                  That the Parish Clerk and Parish Chairman sign the Annual Return for 2009
                   / 2010.


The Chairman of the meeting, Councillor P Hughes, thanked everyone for their attendance and
declared the meeting closed at 9.35 pm.
