                                F. James Sensenbrenner, Jr., (Jim), is a Republican Member of Congress representing
                                the Fifth Congressional District of Wisconsin. He won his race to become a Member of
                                Congress in November of 1978, after serving ten years in the Wisconsin State
                                Legislature. Congressman Sensenbrenner assumed the chairmanship of the House
                                Committee on the Judiciary beginning in the 107th Congress. He has established a
                                strong record on crime, constitutional, and intellectual property issues as a long-serving
                                member of the Judiciary Committee. Previously, Congressman Sensenbrenner also
                                served as Chairman of the House Committee on Science, where he solidified his
             _                  reputation as an independent leader on science issues, as well as oversight.

                                Throughout his public life, Congressman Sensenbrenner has been at the forefront of
                                efforts to eliminate wasteful government spending and protect the interests of American
                                taxpayers. He has regularly been cited by the National Taxpayers Union as one of the
                                most fiscally responsible House Members.

                                THE FIFTH DISTRICT

                                The Fifth District of Wisconsin forms an arc surrounding Milwaukee to the North and
                                West. This area includes parts of Jefferson, Milwaukee and Waukesha counties, and all
                                of Ozaukee and Washington counties.

             This calculator allows Medicare beneficiaries to estimate their out of pocket spending under
             the new prescription drug benefit signed into law on December 8, 2003. For beneficiaries
             currently lacking any prescription drug coverage, the calculator estimates the following
             savings. (Note: Actual savings may vary)

             As Medicaid eligibility requirements vary by state, the calculator does not take into account
             reduced co-pays for these beneficiaries. Out-of-pocket costs for Medicare beneficiaries who
             are also fully eligible for Medicaid are estimated to be close to half of the amounts shown
             above.

             The standard drug benefit includes:

             - $35 monthly premium
             - $250 annual deductible
             - Beneficiary pays 25% of costs for drug spending between $250 and $2,250,

Medicare Prescription Drug Savings Calculator


             - Up to 25% savings on drug spending between $2,250 and annual out-of-pocket maximum
             of $3,600.
             - After $3,600 in out-of-pocket costs the beneficiary pays the greater of 5% co-insurance or
             co-pays of $2 for each generic prescription and $5 for each brand prescription.

             In 2006, low-income beneficiaries will pay no premiums and will receive extra aid with drug
             costs. Singles with incomes below $10,294 (couples with incomes below $13,250) who are
             fully eligible for Medicaid will pay a $1 co-pay per generic prescription and $3 co-pay per
             brand prescription. Singles with incomes below $13,897 (couples with incomes below
             $17,888) will pay co-pays of $2 per generic and $5 per brand name prescription.
             Beneficiaries with incomes between $13,897 and $15,441 (or between $17,888 and $19,875
             for a couple) will pay a deductible of $50, 15% co-insurance until their annual out-of-pocket
             spending reaches $3,600, and then co-pays of $2 for each generic and $5 per brand
             prescription for the remainder of the year. These individuals will also receive sliding scale
             assistance on their premiums

             The calculator assumes additional savings to beneficiaries of 20% resulting from bulk
             purchasing of prescription drugs, compared to the retail prices many seniors face today as
             individual cash purchasers (based on historical experience and Congressional Budget Office
             estimates). The calculator is based on estimated average drug prices in 2006 and assumes
             beneficiaries use equal numbers of generic and brand prescription drugs.

             The calculator does not provide a cost comparison for those Medicare beneficiaries who
             currently have prescription drug coverage from other sources such as employer-based plans
             for retirees.

                                             A Unique Way to Help the Troops
Operation Hero Miles was created by Congressman C.A. Dutch
                                                                                             Signed Into Law
Ruppersberger in cooperation with close to a dozen United States Airlines in
October, 2003. The program allows troops stationed in Iraq or Afghanistan                Operation Hero Miles was

When Congressman Ruppersberger created Operation Hero Miles, the program awarded free tickets to
servicemen and women stationed in Iraq and Afghanistan returning to the United States for their two weeks of
Rest and Relaxation (R & R) Leave. In early 2004, the Department of Defense began paying for R & R leave. At
that time, Operation Hero Miles began awarding free tickets to family members of wounded troops traveling to
military hospitals to visit their injured loves ones. Sometimes the love and support of family is the best

partnership with the Fisher House Foundation.

Check Clearing for the 21st Century Act
About | Frequently Asked Questions

The Check Clearing for the 21st Century Act (Check 21) was signed into law on October 28, 2003, and
became effective on October 28, 2004. Check 21 is designed to foster innovation in the payments system
and to enhance its efficiency by reducing some of the legal impediments to check truncation. The law
facilitates check truncation by creating a new negotiable instrument called a substitute check, which
permits banks to truncate original checks, to process check information electronically, and to deliver
substitute checks to banks that want to continue receiving paper checks. A substitute check is the legal
equivalent of the original check and includes all the information contained on the original check. The
law does not require banks to accept checks in electronic form nor does it require banks to use the new
authority granted by the Act to create substitute checks.

The Federal Reserve Board has released the final rule to implement Check 21, including the model
disclosure language for depository institutions to use in notifying consumers of their rights under the
law.

                                             Identity theft is a serious crime. How does it happen?

                                             2. Close the accounts that you know or believe have been tampered
                                             with or opened fraudulently. Use the ID Theft Affidavit (PDF, 56 KB)
                                             when disputing new unauthorized accounts.

                                             3. File a report with your local police or the police in the community
                                             where the identity theft took place. Get a copy of the report or at the
                                             very least, the number of the report, to submit to your creditors and
                                             others that may require proof of the crime.


                                             4. File your complaint with the FTC. The FTC maintains a database of
                                             identity theft cases used by law enforcement agencies for
                                             investigations. Filing a complaint also helps us learn more about
                                             identity theft and the problems victims are having so that we can
                                             better assist you.
