SDDOT’s 2009-2010 Strategic Plan identified
a goal to “Create a priority setting strategy on
how we utilize our resources”.
The Plan included an objective to “establish
a system to identify and prioritize the
transportation system needs and plan,
design and construct projects in accordance
with those priorities and needs.”

Asset Management represents a strategic approach
to managing transportation infrastructure. It
embodies a philosophy that is comprehensive,
proactive, and long-term, with the following goals:
To build, preserve, operate, and reinvest in facilities more
cost-effectively with improved performance;
To deliver to an our customers the best value for the dollar
spent; and
To enhance SDDOT’s credibility and accountability in its
stewardship of transportation assets.

Policy Driven – Decisions reflect policy goals and objectives that define
desired system condition and service levels
Performance Based – Clear measures of performance and target
service levels are established

Data Driven – uses Best Data and Management Systems tools
Clear Accountability – Performance results are monitored and reported
