2010 Controversy re: NJ ASK 3-5
Statement from NJ DOE:
Although the initial equating of the test scale from 2009 to 2010
was sound from a strictly procedural standpoint, and was
approved by two well-regarded consultants, it statistically
eliminated from the grades 3-5 equating processes all the LAL
constructed response items, a somewhat atypical outcome that
produced a rigorous scale, lowering the scores.
After an analysis of this situation, and in consultation with Dr.
Michael Bunch of MI, the constructed response items were
restored to the equating, making the information that was utilized
in the process more reflective of the test. The net effect was that
in grades 3-5, the increases in the percentage of partially
proficient students ended up about 3% statewide, rather than 7%
to 8%, as originally calculated. The state mean scores ended up
roughly between 2.5 and 3.5 points lower than in 2009.
