JUVENILE JUSTICE ADVISORY GROUP



The mission of the Maine Juvenile Justice Advisory Group is to advise and

make recommendations to state policy makers and to promote effective

system level responses that further the goals of the Juvenile Justice and

Delinquency Prevention Act





MINUTES

06/23/04



The JJAG held a monthly meeting on June 23rd, 2004 at 9am at the Maine Criminal Justice

Academy, Vassalboro ME, Paul Vestal, Chair, presiding.





Roll Call and Introductions:



Present: Paul Vestal, Mark Boger, James Foss, Dana Hamilton, Joan McDonald, Christine

Thibeault, Cathy McLoy Ashland, Leslie Anne Chatfield Karg, Margaret

Longsworth, Shannon Thompson, Ned Chester, Hugh Sipowicz, Shelley Reed,

Mike Webber.



Absent: Linda Frazier, Barry Stoodley, Vendean Vafiades, Alan Hammond, Denise Giles,

Jim Morse, Marcy Muller, Barry DeLong, Travis Brennan.



Staff: Kathryn McGloin, Melanie Boynton



Guests: Erich Buschmann, Pat Merteau, Dawn Mills, June Keagle from Volunteers of

America Juvenile Day Reporting Program



Minutes:



Motion: To approve the 05/26/04 minutes as written.

Moved: Jim Foss/Shelley Reed 2nd

Action: Unanimous approval





Chair Report:



Paul reported that there was an article in the Bangor Daily News (06/23/04)

Editorial Section, written by Larry Austin, from the Mountain View Youth

Development Center, which was worth reading. A copy of the article is attached.

Paul also reported that he, Ned Chester and Shelley Reed attended the Kids Law

Conference that was held at the Augusta Civic Center. He stated that it was an

excellent conference and was very pleased to see a wide cross-section of people

attending.



A Native American Representative has been appointed to the JJAG. Her Name is

Carla Fearon. She is the Director of the Penobscot Nation Boys and Girls Club on

Indian Island.



Paul brought up the issue of a possible Data Book for kids, and the possibility of

bringing Carmen Dorsey et al in September with a proposal in order to attempt

putting such a book together.



Presentation:



Volunteers of America of Northern New England gave a presentation about their

Juvenile Day Reporting Program located in Lewiston. Copies of the presentation

slide show are available from the JJAG office.



DOC Funding Requests:

Disproportionate Minority Contact



Motion 1: To approve a $40,000 contract with Muskie to address

Disproportionate Minority Contact issues over the next year.

Motion 2: To approve $110,000 to continue funding the JJAG secretary as well

as funding Perry Ayotte to create a training package over the next year.

Action: Approved

Abstained: Margaret Longsworth



Day One Reporting Center



Motion: To fund the Day Reporting Center located in Lewiston as a Sole Source

in the amount of $128,000.

Family Systems Teams (formerly Integrated Case Management)

Motion: To continue to offer this training to allow all of the Department of

Corrections to be trained in this process, using $50,000 of the 2003 Challenge

money.



Moved: Shelly Reed/ Jim Foss 2nd



Action: Approved

Juvenile Justice Specialist Report:

Kathryn reported that the RFPs were available for download on the website. She

stated that there was approximately $300,000 available for Delinquency

Prevention, $150,000 available for Alternatives to Detention, and $39,000 of

Challenge money available for School Suspension.



Kathryn also informed the JJAG that extension request letters have been sent for

2001 and 2002 Title V; 2001 and 2002 Formula as well as 2002 Challenge. This

may be the final opportunity to extend funds from the 2001 money.



Kathryn noted that she would be making site visits with Dave Brown to the

current sub-grantees towards the end of June to ensure compliance.
