INTRODUCTION
The purpose of Title I School Improvement is to provide supplemental funds to local education agencies (LEAs) to
assist Title I, Part A schools identified in need of improvement to provide a high-quality education, which will enable
all children to meet the State student performance standards.
The Division of NCLB Program Coordination administers the Title I School Improvement Program (SIP), which is
funded through this Standard Application System (SAS) document. This SAS-A830-06 is used by LEAs with
identified Title I, Part A school improvement program campuses to apply for Title I School Improvement Program
federal funding. A separate application is required for each campus identified for Title I School Improvement. The
deadline to submit original applications is March 31, 2005. Applications not submitted by March 31, 2005, will not
be eligible for funding. The LEA must retain auditable documentation to show that funds are expended for activities
allowable by program statute.
Title I School Improvement Program funds must be used to carry out the school improvement and corrective action
responsibilities described in P.L. 107-110, Section 1116. Funds may be used to cover reasonable costs. LEAs
may use these funds to provide technical assistance and to take corrective action.
IMPORTANT NOTICE
Funding and Technical Assistance Requirements
To receive funding under the Title I School Improvement Program (SIP):
1. A representative from the eligible applicant campus is required to attend: A.) SAS training/orientation
meeting in Austin, and B.) SIP conference in Houston.
2. The campus must contract with an approved technical assistance provider. School Improvement Resource
Center program staff from Region XIII ESC will assist the campus in selecting an approved external
assistance provider.
3. The approved external provider will provide technical assistance to the campus throughout the grant period.
ESTIMATED FEDERAL FUNDS AVAILABLE
Title I School Improvement Program $ 42,198,364
100% of the project costs are eligible for federal funding under this application to enhance the capacity of
the LEAs to carry out their existing program under P.L. 107-110, Section 1116(c).
To be eligible for SIP funds, a campus must have been identified for School Improvement in Fall 2004 and be a
participating Title I, Part A campus in 2004-2005 and 2005-2006.
FY 2004 Funding Period: The effective date of this grant is the date the SAS-A830-06 is received in the Division
of NCLB Program Coordination at TEA in substantially approvable form or March 31,
2005, whichever is earlier, through June 30, 2006. The SAS-A830-06 application
must be received by March 31, 2005, to be eligible for funding.

II. No Verbal Approval To ensure fairness in the processing of applications, the Division of NCLB
Program Coordination does NOT honor requests for verbal approval of an
application or amendment.
III. SAS Requirements Original Application Deadline: March 31, 2005. This deadline includes Shared
Services Arrangements adding new members through the amendment process.
The responsibility for ensuring that the LEA has joined a Shared Services
Arrangement rests solely with the LEA and fiscal agent, not with TEA. Each SIP
campus must submit a separate application for funding by the March 31, 2005,
deadline.
IV. Required Schedules The Division of NCLB Program Coordination requires the submission of only
those schedules that are applicable to the LEA's application.
All applicable schedules must be submitted in their entirety. For example, even
if an LEA enters information on only one page of a multi-page schedule, all
pages of the schedule must be submitted.

I. Substantially The application must be submitted on the SAS-A830-06 forms to be considered

An application is considered not in "substantially approvable form" if any of the
following schedules are missing or left blank:

If one or more of the schedules listed above are missing or left blank, the
application will be voided and returned to the LEA via certified mail, thus losing
the original stamp-in date. The LEA may reapply for funding by submitting
another signed application that includes all applicable schedules. The effective
date of the resubmitted original application will be the date it is received and
stamped in by the Division of NCLB Program Coordination or March 31, 2005,
whichever is earlier. The original application must be received by the March 31,
2005, deadline to be eligible for funding.
An application begins the approval process in the Division of NCLB Program
Coordination two weeks after being stamped in. Therefore, be aware that an
LEA's funding is at risk if the application is not submitted in "substantially
approvable form" before March 15, 2005. If submitting the application after
March 15, 2005, the LEA may not have time to receive the returned application,
make the necessary adjustment, and submit another application by March 31,
2005. No application will be accepted after the March 31, 2005, deadline.
There will be no exceptions to this deadline.
The deadline for applying for funds is March 31, 2005. An application received
in the Division of NCLB Program Coordination at TEA after March 31, 2005, will
not be accepted and will be returned to the applicant unapproved. This
deadline also applies to LEAs seeking to join an SSA through the amendment
process. The responsibility for ensuring that the LEA has joined an SSA rests
solely with the LEA and fiscal agent, not with TEA. There will be no exceptions
to this deadline.

II. Budget Restriction 1. A campus that is identified for school improvement is required to spend
each year that the campus remains in school improvement not less than
10 percent of the campus’ Title I, Part A allocation for the purpose of
providing to the school’s teachers and principal high-quality professional
development that—
directly addresses the academic achievement problem that caused the
campus to be identified for school improvement;
is provided in a manner that affords increased opportunity for
participating in that professional development; and
incorporates teacher mentoring activities or programs
2. Unless a lesser amount is needed to provide necessary transportation for
those students who wish to transfer from a campus identified for
improvement to another campus within the LEA, and to satisfy all requests
for supplemental educational services (if a campus is identified as Stage 2
or 3) under Section 1116(e), the LEA must spend an amount equal to 20
percent of its current-year Title I,
Part A allocations as follows—
an amount equal to 5 percent of its entitlement to provide or pay for
transportation under Section 1116(b)(9);
an amount equal to 5 percent of its entitlement to provide
supplemental educational services (if a campus is identified as Stage
2 or 3) under Section 1116(e); and
an amount equal to 10 percent of its entitlement on either
transportation or supplemental educational services (if a campus is
identified as Stage 2 or 3) or both, as the LEA determines.
3. IF an LEA is identified for improvement under Section 1116(c), the LEA
must commit to spend not less than 10 percent of its current-year Title I,
Part A entitlement each year the LEA is identified for improvement for
professional development, including funds reserved for professional
development under 1116(b)(3)(A)(iii), but excluding funds reserved for
professional development under Section 1119.

III. Use of Funds Title I School Improvement Program funds must be used to carry out the school
improvement and corrective action responsibilities described in P.L. 107-110,
Section 1116. Funds may be used to cover reasonable costs. LEAs may use
these funds to provide technical assistance and to take corrective action.
IV. Technical Assistance 1. A representative from the eligible applicant campus is required to attend: A.)

3. All LEAs are allowed to transfer up to 25 percent of the total current
approved budget between budgeted class/object codes budgeted on
Schedule #3—Budget Summary without an amendment.
4. The Maintenance of Effort (MOE) requirement applies to the School
Improvement Program. LEAs are responsible for maintaining
documentation for compliance with the MOE requirements. TEA will
confirm compliance through data from PEIMS.

VI. Pre-Award Costs The applicant campus will be awarded pre-award costs to cover SIP expenses
incurred by the LEA encumbered on or after September 27, 2004 prior to the
application submission. The applicant must budget these costs in the
application budget schedule and support schedules, as appropriate.

Program Coordination's application for the Title I School Improvement Program. Please read all instructions
carefully.
The SAS application must be used for the original application. Any page of the SAS may be reproduced or

Submission Requirements:
The application must be submitted on the current SAS-A830-05 forms to be considered substantially
approvable.
The SAS must be submitted in substantially approvable form.
Ensure that the LEA's county-district number and LEA name and the campus number and
campus name are recorded on each schedule as requested.
Complete each applicable schedule according to the schedule instructions.
Staple the application in the top left corner.
Submit one copy.
Do not submit an application that has been bound or hole-punched.
Refer to Schedule #6A in the SAS for definitions of terms pertaining to these instructions.

B. NOGA When the application is approved, a signed Notice of Grant Award (NOGA) and
a copy of the approved SAS application will be returned to the applicant. The
effective date of a grant is the date the application was received (official stamp-
in date) by the Division of NCLB Program Coordination at TEA or March 31,
2005, whichever is earlier.
NOGA ID numbers for the program will be assigned by the Agency on the
NOGA. Use these numbers on all amendments and financial or programmatic
reports required by this application. A NOGA ID number is required to draw
down cash through the web-based expenditure reporting (WEB-ER) system.
C. Acceptability of Facsimile An applicant may FAX a signed application. In order for a fax of the application
Documents to be accepted, Schedule #1 must have an authorized signature. In the event
that any of the faxed application schedules or pages are illegible, the applicant
will be required to mail a legible copy at the request of the Division of NCLB
Program Coordination at the Texas Education Agency. Otherwise, it is NOT
necessary to follow up a faxed document with an original.
D. County-District and The county-district and campus numbers should be included on each page
Campus Numbers submitted. To determine the appropriate county-district or campus numbers,
refer to the Texas School Directory. If the applicant does not have a county-
district or campus number, the Texas Education Agency will assign a number.
E. Amendments An amendment is a document submitted to request budgetary or programmatic
changes previously approved by the Texas Education Agency. The amendment
deadline for the SAS-A830-06 is May 1, 2006.
An amendment should be submitted only after the original application has been
approved. An amendment must be approved by the Agency prior to
implementing any activities such as adding personnel, including issuing
purchase orders, encumbering and/or expending funds, receiving goods, or
rendering services which are affected by the amendment.
Amendments received in substantially approvable form will become effective
on the date received (official stamp-in date) by the Division of NCLB Program
Coordination.
F. Amendment Number Applicants must assign all amendments an amendment number. Amendment
numbers should be entered in the space provided on each page submitted as
part of the amendment. Sequential numbers must be used each time an
amendment is prepared (e.g., Amendment Nos. 1, 2, 3, etc.)

G. Conditions for Applicants shall submit an amendment whenever any of the following changes
Amendments are anticipated:
Any revision that increases the amount of the grant award;
Any revision for the purpose of budgeting funds that were not previously
budgeted;
Any revision to the scope or objectives of the grant (regardless of an
associated budget revision requiring specific approval);
The addition of a new class/object code not previously budgeted on
Schedule #3—Budget Summary. A class/object code must have funds
budgeted in it before transferring funds within the 25 percent allowable
variance;
Any change in the use of funds on Schedule #3—Budget Summary (in
excess of 25% variance);
An increase in the quantity of capital outlay item(s) requested on
Support Schedule #3G—Capital Outlay;
Additional positions or an increase in the number of positions approved
on Support Schedule #3B—Payroll Costs.
Cumulative transfers among direct cost categories which exceed or are
expected to exceed, any time during the grant period, 25 percent or
current total approved budget. Cumulative transfers are defined as the
total amount of additions to all class/object codes, not including
deletions. For example, an LEA may transfer 12 percent of the total
approved budget among categories without submitting an amendment.
However, if at some later time a transfer of more than any transfer of
funds between class/object codes to occur without an amendment,
funds must already be budgeted in the class/object codes involved and
the cumulative transfers must be within 25 percent of the current total
approved budget.
Other conditions requiring an amendment have been waived through the
Statewide Ed-Flex Administrative Waivers process. Refer to Appendix 12 for
further information about Ed-Flex.

H. Pre-award Costs Pre-award costs are those costs incurred between the date the funds are
available for obligation (in this case, September 27, 2004) and the date the
application is received in the Agency (the effective stamp-in date). This
includes costs incurred for specific events or activities between September 27,
2004, and the effective date of the grant directly pursuant to the negotiation and
in anticipation of the grant award. Such costs must be necessary to comply with
the proposed delivery of services or period of the grant. An example of pre-
award costs may be specific training necessary to prepare personnel for
providing program services in a timely manner. Pre-award costs do not include
costs incurred for ongoing program services and activities. In no case do pre-
award costs cover expenditures obligated or incurred prior to September 27,
2004.
When requesting pre-award costs, identify the specific item requested, the
amount requested, and explain the need. Do not include non pre-award costs
in the same line item.
The applicant must include these costs in the required amendment budget
schedule.
NOTE: Contracted services to prepare an application for the subsequent year
for a continuing grant program may NOT be requested as pre-award costs.
Such costs must be budgeted and paid from current-year grant funds.
I. Allowable Costs Allowable Costs for federal programs are determined by the set of cost
principles applicable to the grantee organization. The grantee organization is
responsible for determining which set of cost principles applies to the grant
organization and for complying with the respective cost principles as established
by the federal Office of Management and Budget (OMB). They are as follows:

I. Allowable Costs Appendix 1, Part 1 outlines the general guidelines applicable to each of the
(continued) three sets of cost principles.
Appendix 1, Part 2 outlines the allowable and unallowable costs for each of the
three sets of cost principles. This appendix provides only summary information.
Grantees are responsible for consulting the actual applicable set of cost
principles for more detailed and specific information pertaining to allowable and
unallowable costs.
These cost principles describe three different types of costs in general:
Costs allowable without specific approval of grantor agency; in this case,
TEA;
Costs allowable with specific approval of grantor agency (TEA); and
Unallowable costs.
The total for all costs allowable must be budgeted on Schedule #3—Budget
Summary according to the appropriate class/object code. In addition, costs that
are allowable with TEA specific approval must be individually identified on the
appropriate support schedule.
J. ESEA Performance Goals, The No Child Left Behind Act of 2001, which amends the Elementary and
Performance Indicators, Secondary Education Act of 1965 (ESEA), recognizes that all children can
and Performance Targets achieve the same high standards and must be provided the education they
need to reach those standards. Successful student academic performance
depends upon the opportunity to attend schools that:
provide instruction to all students that, based on the findings of solid
research, will lead to gains in achievement for all students;
have highly qualified teachers and principals;
provide a learning environment that is safe and drug free, and conducive to
learning; and
are accountable to the public for results.
Performance Goals and Performance Indicators
To facilitate the implementation of the No Child Left Behind Act, the U.S.
Department of Education identified five performance goals that focus on student
achievement. The five goals address levels of academic proficiency that all
students would meet, the special needs of certain populations of students, and
factors such as qualified teachers and school safety that are critical to improved
teaching and learning. Underlying the five goals is the presumption that all
State, local, and federal educational resources will be integrated and
coordinated to reach the overarching goals of improved student achievement.
These five goals were required to be adopted in the submittal of the
consolidated state application to receive funds under the No Child Left Behind
Act.
The Department of Education also identified a core set of performance
indicators for these five performance goals and required that they be adopted in
the submittal of the consolidated state application. Following is a listing of the
performance goals and performance indicators as required by the Department
of Education in the submittal of the consolidated state application for funds
under the No Child Left Behind Act:

Performance Indicators,
and Performance Targets 1. Performance Goal 1: By 2013-2014, all students will reach high
(continued) standards, at a minimum attaining proficiency or better in reading/language
arts and mathematics.
1.1 Performance indicator: The percentage of students, in the aggregate and
for each subgroup, who are at or above the proficient level in reading on
the State's assessment. (Note: These subgroups are those for which the
ESEA requires state reporting as identified in section 1111(h)(1)(C)(i) and
include students disaggregated by race, ethnicity, gender, disability status,
migrant status, English proficiency, and status as economically
disadvantaged.)
1.2 Performance indicator: The percentage of students in the aggregate and
in each subgroup, who are at or above the proficient level in mathematics
on the State's assessment. (Note: These subgroups are those for which
the ESEA requires state reporting as identified in section 1111(h)(1)(C)(i)
and include students disaggregated by race, ethnicity, gender, disability
status, migrant status, English proficiency, and status as economically
disadvantaged.)
1.3 Performance indicator: The percentage of Title I schools that make
adequate yearly progress.
2. Performance Goal 2: All limited English proficient students will become
proficient in English and reach high academic standards, at a minimum
attaining proficiency or better in reading/language arts and mathematics.
2.1 Performance indicator: The percentage of limited English proficient
students, determined by cohort, who have attained English proficiency by
the end of the school year.
2.2 Performance indicator: The percentage of limited English proficient
students who are at or above the proficient level in reading/language arts
on the State's assessment, as reported for performance indicator 1.1.
2.3 Performance indicator: The percentage of limited English proficient
students who are at or above the proficient level in mathematics on the
State's assessment, as reported for performance indicator 1.2.
3. Performance Goal 3: By 2005-2006, all students will be taught by highly
qualified teachers.
3.1 Performance indicator: The percentage of classes being taught by "highly
qualified" teachers (as the term is defined in section 9101(23) of the
ESEA), in the aggregate and in "high-poverty" schools (as the term is
defined in section 1111(h)(1)(C)(viii) of the ESEA).
3.2 Performance indicator: The percentage of teachers receiving high-quality
professional development (as the term "professional development" is
defined in section 9101 (34)).

J. ESEA Performance Goals, 3.3 Performance indicator: The percentage of paraprofessionals (excluding
Performance Indicators, those whose sole duties are translators and parental involvement
and Performance Targets assistants) who are qualified. (See criteria in section 1119(c) and (d)).

4. Performance Goal 4: All students will be educated in learning

Performance Targets
Performance targets define the progress a State expects to make at specified
points in time with respect to each indicator. While each State is required to
adopt the five goals and related performance indicators, each State defines and
adopts its own performance targets.
State Annual Performance Reporting
States will be required to collect data annually that explain how well the states
are meeting their performance targets. States are required to provide timeline
and benchmarks for securing these data, as well as their data sources in the
consolidated state application. States are also required to provide their
"baseline data." In the annual performance reports to the Department of
Education, states will provide updated data on their progress in meeting their
performance targets, as well as other data the Department needs to assess
both state progress in improving student achievement and the contributions of
the federal programs to that effort.

minimum, the same five goals and related performance indicators that are

state application.
In addition, LEAs will be required to annually report progress toward achieving
the goals using the required performance indicators. TEA will collect as much
data as possible through the Academic Excellence Indicator System (AEIS) and
through PEIMS. However, some data will need to be collected through other
means. Beginning with the 2002-2003 school year, all LEAs receiving funds
under the No Child Left Behind Act are advised to review the performance
indicators and to develop and implement procedures for collecting data in those
instances where it is not already submitted as part of AEIS or in PEIMS. TEA
will provide information to LEAs related to performance reporting in preparation
for the annual reporting process as it becomes available.
An assurance is provided on SAS Schedule #6E for programs funded under the
No Child Left Behind Act that ensures that LEAs receiving funds under this Act
have adopted the required five performance goals and related performance
indicators as required by the U.S. Department of Education as submitted in the
Texas Consolidated State Application for Funds Under the No Child Left Behind
Act. By signing the SAS Schedule #1, the LEA is accepting these goals and
indicators and is agreeing to collect data necessary for performance reporting
that is not already collected through AEIS or PEIMS (see SAS Schedule #6E,
Provisions under the No Child Left Behind Act, section W).

SHARED SERVICES ARRANGEMENTS
General Information This schedule is only required if the applicant is the fiscal agent of a Shared
Services Arrangement (SSA).
A shared services arrangement exists when two or more LEAs enter into an
agreement for the performance and administration of a program when such
arrangement will strengthen the operation of the program. This arrangement
may be made in agreement with an LEA or regional education service center
(ESC), either of which may serve as a fiscal agent. This schedule is used to
designate the fiscal agent and the member LEAs of an SSA.
Fiscal Agents must ensure that all LEAs who sign a copy of Schedule #2
releasing funds to the fiscal agent are included in the SSA by the March 31,
2005, application deadline.
If an LEA signs Schedule #2—Certification for Shared Services Arrangements
releasing the LEA's funds to the fiscal agent, then the LEA MUST remain in the
SSA for the duration of the project.
Written Shared Services When LEAs enter an SSA, a written agreement must be developed to

The SSA shall determine in advance and in writing as part of the shared

dissolves. The fiscal agent and the SSA members are charged with
resolving the issue of roll forward distribution and handling the accounting
and documentation of any transfers of funds resulting from a member
leaving an arrangement or an arrangement dissolving. If an LEA has an
independent project in the prior year and desires to join an SSA in the
current year, the roll forward will roll to the fiscal agent. Upon request,
documentation of any such transfers shall be available to the Texas
Education Agency.
The fiscal agent must maintain on file a copy of the written shared services
agreement for audit and monitoring purposes. By signing Schedule #2, the
fiscal agent is assuring that the written shared services agreement is on
file.
The written shared services agreement should address certain legal
requirements as described below (refer to section 1.3.1.4 of FAR, Financial
Accountability System Resource Guide, for more detailed information
pertaining to shared services arrangement written agreements):

schoolwide campuses under 8911 only, the LEA is not required to reflect the
8911 amount on the budget support schedules. However, all program

Line 08 Optional—If the LEA wishes to include indirect costs as a line in the Budget
Summary, enter the indirect cost. Indirect costs are based on the TEA-

The purpose of the consolidation of administrative funds is to bring about a
Clarifying Information more effective and coordinated use of funds. LEAs choosing to consolidate
these funds are required to use an equitable method for allocating costs to
specific fund sources. The method to determine equitable allocation must be
documented and is subject to audit. In addition, the consolidation of funds for
local administration is subject to several important conditions.
1. An LEA that consolidates administrative funds for any fiscal year shall
NOT use any other funds from these fund sources for administration for
that fiscal year for the programs included in the consolidation.
2. An LEA that consolidates administrative funds may use such consolidated
funds for the administration of those programs for which the LEA elects to
consolidate administrative funds.
3. An LEA that consolidates administrative funds shall NOT be required to
keep separate records, by individual program, to account for costs relating
to the administration of programs included in the consolidation. For
example, LEAs are not required to demonstrate that administrative funds
consolidated under Title I, Part A are used only for the benefit of the
Title I, Part A program. Consolidated funds may be used for the benefit of
any of the programs for which the LEA chooses to consolidate
administrative funds.
4. The amounts expended from each fund source for consolidated
administrative purposes must be reported according to class/object code.

Capitalization Level:
1. Level established by LEA: If the LEA has a policy to capitalize (record as
fixed assets) furniture and equipment costing less than $5,000 per article,
use 664X, Fixed Assets—District Defined, to record expenditures to such
furniture and equipment.
2. No level established by LEA: If the district has no policy to capitalize
furniture and equipment costing less than $5,000 per article, then the
capitalization level is automatically $5,000. Expenditures for articles costing
less than $5,000 where the LEA has no capitalization policy will be recorded
under 6399.
"Equipment" means an article of non-expendable, tangible personal property
having a useful life of more than one year and an acquisition cost which equals:
The capitalization level established by the LEA for financial statement
purposes; or
$5,000, whichever is less.
In determining if equipment that is split-funded requires specific approval, use
the total acquisition cost rather than the amount actually charged to the grant.
No federal funds may be used for acquisition of real property or construction
unless specifically permitted by the authorizing statute or implementing

The cost of the asset including the cost to put it in place.
Capital expenditure for equipment means the net invoice price of the

General Information This schedule is required to be completed and submitted for all federal grants
funded by the U.S. Department of Education.
In accordance with the General Education Provisions Act, Section 427, as
amended by P.L. 103-382, Title II-Amendments to the General Provisions Act,
the Secretary requires that each applicant for assistance under any program
administered by the U.S. Department of Education develop and describe the
steps that the applicant proposes to take to ensure equitable access to, and
equitable participation in, the project or activity to be conducted with such
assistance, by addressing the special needs of students, teachers, and other
program beneficiaries in order to overcome barriers to equitable participation,
including barriers based on gender, race, color, national origin, disability, and
age. Applications that do not include this schedule are not eligible to be
considered for funding.

INSTRUCTIONS FOR SCHEDULE #6C—LOBBYING CERTIFICATION
Schedule #6C This is a requirement of the Congress of the United States and U.S. Department
of Education. The applicant must submit this schedule for each federally funded
application with an approved amount in excess of $100,000 for an individual
funding source. The Agency will be unable to pay for any obligations
established by the applicant unless this schedule is submitted.
In addition, if the applicant makes a subgrant or subcontract in excess of
$100,000 from an individual funding source to another organization of any type,
then the applicant shall require this form to be filed and retained by the
applicant. According to federal law, failure to obtain the certification subjects
the applicant to civil penalties.
This certification states that the applicant is prohibited from using federal funds
(from this grant or any other grant or contract) for influencing or attempting to
influence any member of Congress, its employees, or any federal agency
employee concerning the making or awarding of a federal grant.
This certification also states that if the applicant pays or has paid funds other
than federal to any one person or organization for influencing or attempting to
influence any member of Congress, its employees, or any federal agency
employee concerning the making or awarding of a federal grant, the applicant
will disclose to whom payments were made, how much money was involved,
and the type of work involved. Applicants must use Schedule #6D—Disclosure
of Lobbying Activities for complying with this disclosure requirement. The
applicant shall require this form to be filed with the applicant on any subgrants
or subcontracts it makes in excess of $100,000 if funds have been spent as
stipulated in this paragraph. The applicant will then forward a legible copy of
Schedule #6D—Disclosure of Lobbying Activities to the Texas Education
Agency.
Additionally, this certification requires the applicant to incorporate the language
of this certification into any award or contract documents for awarding subgrants
or subcontracts that exceed $100,000, and that subgrantees and subapplicants
shall certify and disclose accordingly.
The fiscal agent of a cooperative shall obtain and maintain on file a Lobbying
Certification from each member of the cooperative contributing in excess of
$100,000 to the cooperative. The fiscal agent shall also ensure that cooperative
members disclose lobbying activities according to the requirements of Schedule
#6D—Disclosure of Lobbying Activities. Any disclosure of lobbying activities
