      The Crime Branch while investigating cases of obtaining of ALTP (Airlines
Transport Licence)/CPL (Commercial Pilot Licence) on forged documents, has
busted 3 modules. In the First module relating to the grant of ALTP Licence, the
King pin of the module was Capt. Pradeep Tyagi. Busting of the module led to the
arrest of Capt. Pradeep Tyagi, Capt. Parminder Kaur Gulati, Capt. Jitender Krishan
Varma, Capt. Meenakshi Singhal, Capt. Swarn Singh Talwar, forgers Lalit Jain and
Pankaj Jain and DGCA official Pradeep Kumar. Capt. Syed Ali Habeeb and Capt.
Bhupinder Singh and Deepak Asatkar of this module are absconding.

       The Second module related to the grant of CPL licence. The king pin of the
Second module was Eknath Patil. Busting of the module led to the arrest of Eknath
Patil, Capt. Abhishek Kaushik, Capt. Hiren Nagar and DGCA officials Mohd Kasim
Ansari and Mahan Jyoti Bhattacharya.       Capt. Gaurav Jain of this module is
absconding.

      The Third module also relates to the grant of CPL licence. The king pin of the
module has been identified but is yet to be arrested. Busting of the module has led
to the arrest of Capt. Saif Misbah on 14/04/2011, Capt. Param Prakash on
28/04/2011 and Capt. Anirban Sannigrahi on 02/05/2011.

       On 14/04/2011, Capt. Saif Misbah (aged 31 years) s/o Misbah Ul Hassan r/o
Maya Puri, Delhi was arrested. He disclosed that after completing his B.Com from
Hansraj College, he did his MBA from Delhi. In the year 2005, he joined a Foreign
Airline as a Cabin Crew. After some time he left his job and went to Houston, USA.
He completed his flying hours and obtained his CPL from USA. In 2008, he came
back to India and appeared in the examination conducted by DGCA for conversion
of his CPL (USA) to CPL (India). He cleared Air Navigation (Composite) but could
not clear Air Regulation. In 2009, he met a contact in Delhi who told him that on
payment of Rs.1.8 Lacs he would provide him a result card would which reflect that
he had passed Air Regulation and he would also get his file processed in DGCA for
grant of CPL Licence. Capt Saif Misbah paid the contact Rs 1.8 Lacs and got his CPL
licence on 13/05/2009.

      On 28.04.2011, Capt. Param Prakash (aged 21 years) s/o Shiv Charan r/o
Palwal, Haryana was arrested. He disclosed that after completing his 12th in 2006
he joined Kanpur Flying Club and completed his flying hours. He cleared four
papers i.e. Air Navigation, Air Craft Engine (General), Air Regulation and Air Craft
Engine (Specific) but could not clear Aviation Meterology . In December, 2008 he
met a contact in Delhi who told him that on payment of Rs.1 Lakh he would provide
him with a result card that would reflect that he had passed Aviation Meteorology.
He paid the contact Rs.50,000/- and he was provided a forged result card of
passing Aviation Meteorology. He submitted the same alongwith other documents
to DGCA and was granted CPL Licence on 05/05/2009.

        On 02.05.2011 Capt. Anirban Sannigrahi (aged 22 years) s/o Asoke
Sannigrahi r/o Kolkatta, West Bengal was arrested.            He disclosed that after
                   th
completing his 12 from Kolkatta he joined Kolkatta Flying School in May, 2007 and
till Sept., 2007 he was there but due to unavailability of Flight Instructor and no Air
Worthiness Certificate of Flying School he could not fly even a single hour at the
flying club. After that in September, 2007 he went to Texas, USA and joined Marc-
Air-Incorporation Flying Club and in May, 2008 he got CPL (USA) FAA and after that
came to India and in June, 2008 he enrolled with DGCA. In July, 2008 he sat for
two exams (i) Air Navigation Composite and (ii) Air Regulation and passed only the
paper of Air Navigation Composite but could not clear Air Regulation. In July, 2008
he met a contact in Delhi who assured him that on payment of Rs 3 lac he would
help him in getting him the result card that would reflect that he had cleared Air
Regulation and he would also get his file processed in DGCA for grant of CPL
licence. Capt. Anirban Sannigrahi paid Rs.50,000/- to the contact. The contact
then submitted the documents for obtaining of CPL with DGCA.         However there
was suspicion over his documents and the file was kept pending for the issue of CPL
licence by the DGCA.

      The contact is still absconding. Efforts are on to apprehend him.

      Further investigation is in progress.

GANG OF INTER STATE AUTO LIFTERS BUSTED: TWO ACCUSED ARRESTED
AND 5 STOLEN MOTORCYCLES RECOVERED
With the arrest of accused Hakam (28 years) s/o Ilyas r/o Village Paswada, Thana
Bahadurgarh, Tehsil Garh, District Ghaziabad, UP and Irfan (26 years) s/o Akhtar
r/o Village Paswada, Thana Bahadurgarh, Tehsil Garh, District Ghaziabad, UP, staff
of PS Hauz Khas, South District have recovered 5 stolen motorcycles.

BRIEF FACTS / INCIDENT :
       In order to curb the incidents of M.V. theft and snatching in the area of PS
Hauz Khas, a strong picket was set up at ganda nalah, Gautam Nagar on 24-04-11
and SI Jainender, ASI Islamuddin, ASI Hukam Chand, HC Kishore, Ct. Davender,
Ct. Kaushal Mehandi, Ct. Mohd. Alam and Ct. Omender were conducting checking of
vehicles. Around 4.30 PM, the picket staff intercepted one motorcycle bearing
registration No. DL-7SAH-0659. On verification, the motor cycle was found to be
stolen from the area of PS Vikaspuri and wanted in case FIR No. 3/11 u/s 379 IPC.
On enquiry, he was identified as Hakam s/o Iliyas r/o Ghaziabad, UP. In this
regard, a case vide FIR No. 142/11 dated 24-04-2011 u/s 411 IPC PS Hauz Khas
was registered and investigation taken up.

INTERROGATION :
      On sustained interrogation, accused Hakam confessed to having involved in
cases of M.V. thefts in Delhi and NCR. In order to recover more stolen vehicles, a
team comprising Insp. Rajeev Kumar, SI Pawan, ASI Islamuddin, ASI Hukam
Chand, ASI Gulab Chand, HC Kishore, HC Lav Kumar, HC Sanjeev Kumar Ct.
Kaushar Mehandi, Ct. Omender, Ct. Ram Niwas, Ct. Mohd. Alam and Ct. Vinod
Tiwari was constituted under the leadership of Inspr. Atul Kumar and overall
supervision of Shri Mehar Singh, ACP/Hauz Khas.

      During interrogation, accused Hakam disclosed the name of his
associate Irfan s/o Akhtar r/o Village Paswada, Thana Bahadurgarh, Tehsil
Garh, District Ghaziabad, UP and disposed off the stolen motorcycles in the
area of Western UP for mere Rs. 7000-8000. He further disclosed that one
Salim r/o Dhaulana, Gaziabad, UP (uncle of accused Irfan) was
instrumental in providing forged documents after tampering the engine
and chassis number by putting fake number plate. At the instance of
accused Hakam, his associate Irfan was arrested on 25-04-11 form his
house at Ghaziabad and one stolen motorcycle with fake number plate
(make Hero Honda Passion) was recovered from his house. The engine
and chassis number of that motor cycle were also found to be tampered.
Further, three more stolen motorcycles of different makes were also
recovered at their instance from Village Paswara, Ghaziabad, UP. The
engine and chassis numbers of these motorcycles were also found to be
tampered. All the four motor cycles are being sent to FSL for examination.

      Raids were conducted at the possible hideouts of accused Salim r/o
Dhaulana, Gaziabad, UP (uncle of accused Irfan) but he was found absconding.
However, efforts are on to nab him.

PROFILE OF ACCUSED PERSONS :

   1. Hakam (28 years) s/o Ilyas r/o Village Paswada, Thana Bahadurgarh, Tehsil
      Garh, District Ghaziabad, UP is a school dropout. He is married. He is
      carpenter by profession.

   2. Irfan (26 years) s/o Akhtar r/o Village Paswada, Thana Bahadurgarh, Tehsil
      Garh, District Ghaziabad, UP is a school dropout. He is married. He is
      motor cycle mechanic by profession. His uncle Salim runs a petty
      workshop in Dhaulana, Ghaziabad and he assists him. He is perfect
      in disposing off the stolen vehicles with the help of his uncle Salim
      who manage forged documents of stolen vehicles by tampering the
      engine/chassis number and number plate.

RECOVERY MADE :

   1. Motor cycle bearing Registration No. DL-7SAH-0659.
   2. Four motor cycles with fake number plates and tampered engine / chassis
      numbers. (Make - 2 Hero Honda Passion, 1 Splender, 1 Bajaj Discover and 1
      Yamaha).

      BLIND MURDER CASE SOLVED WITHIN 12 HOURS : 2 PERSONS ARRESTED

       With the arrest of two accused persons namely Ravi (20 years) S/o Ghisha R/o
C-9/665, Sultan Puri, Delhi and Kuldeep (23 years) S/o Hem Raj R/o C-6/347,
Sultan Puri, Delhi, the staff of PS Sultan Puri has worked out a blind murder case of
Kuldeep @ Petal (25 years) occurred in the night intervening 3/4.5.11 at C-9, Silai Center
near Basti Vikas Kendra C-10 Sultan Puri area with 12 hours.

INCIDENT/BREIF FACTS
      On 4.5.11, at about 6:35 am, a PCR call was received that a dead body was lying
near C-9, Silai Center, Sultan Puri, Delhi. Immediately local police rushed to the spot. The
deceased was identified as Kuldeep @ Petal (25 years) s/o Kailash r/o Plot No. 4, 80
Guj, Indira Jheel, Sultan Puri, Delhi. In this regard, a case vide FIR No. 181/11 u/s 302
IPC, PS Sultan Puri, Delhi was registered and investigation was taken up.

INVESTIGATION TEAM
       In order to work out the case, a team comprising of SHO/Sultan Puri, SI Dhirender,
HC Ali Hasan, Ct. Vijender, Ct. Munawar Khan, Ct. Virender, Ct. Charan Singh, Ct. Raj Pal &
Ct. Naveen under the supervision of Shri Dhanvir Dutt, ACP/Sultan Puri was constituted.
The team put hard and sincere efforts and deployed sources. An information was received
by Ct. Vijender Kumar No. 1254/OD through “Eyes & Ears” that there was a quarrel took
place between deceased and Ravi & Kuldeep over breaking of liquor bottles.             The
information was immediately developed and efforts were made. Finally, the efforts put by
the team gave fruitful result and Kuldeep and Ravi were nabbed from Indira Park and
Nangloi Fatak area respectively.

INTERROGATION
      The accused persons were enquired at length and during sustained interrogation,
accused disclosed that in the night intervening 3/4.5.11, they had quarrel between them
and deceased Kuldeep @ Petal over breaking of liquor bottles. Initially they left but after
some time both accused brought one stone slab and Kuldeep caught hold the legs of
deceased and Ravi assaulted the slab over the forehead of the deceased 5-6 times and after
presuming him dead, they fled away from the spot. Lateron, at the instance of accused
persons, a blood stain piece of stone slab and clothes of accused were also recovered.

PROFILE OF ACCUSED ARRESTED

1.     Ravi (20 years) s/o Ghisha r/o C-9/665, Sultan Puri, Delhi was   studied up to
3rd class and unmarried. He is a habitual of   consuming liquor daily and a rickshaw
puller. His parents were   expired. He has one brother who is working as labour and
       unmarried.

2.      Kuldeep (23 years) s/o Hem Raj r/o C-6/347, Sultan Puri, Delhi was studied up to
        10th class. He is unmarried and working as furniture’s repairer. He has five brother
        and sister and he is youngest one. His father was expired and his mother is
        housewife.

RECOVERY

     1. Blood stained stone slab.
     2. Broken pieces of glass and bottles.
     3. Blood stained clothes worn by accused persons.

     BLIND MURDER CASE SOLVED WITHIN 24 HOURS : 1 PERSON ARRESTED

     With the arrest of Munna Pandit (21 years) s/o Ambika Pandit r/o VPO
Dulan Chak PS Sahar Distt. Bhojpur, Arah, Bihar, the staff of PS Bawana has
worked out a blind murder case of Meghnath Pandit s/o Ambika Pandit r/o
VPO Dulan Chak PS Sahar Distt. Bhojpur, Arah, Bihar occurred 04.05.11 at
DSIDC Bawana within 24 hours.
 INCIDENT/BREIF FACTS

         On 04.05.11, an information was received in the police station that a dead
 body was lying at H-193 Sector 3 DSIDC Bawana Delhi. Immediately local police
 rushed to the spot and found the body was lying in the pool of blood. The
 deceased was identified as Meghnath Pandit S/O Ambika Pandit R/O V.P.O.
 Dulan chak P.S. Sahar Distt. Bhojpur, Arah, Bihar. The elder brother of the
 deceased Munna Pandit told the police that some unknown person had murdered
 his younger brother Meghnath Pandit, when he was on his duty in a factory in the
 vicinity of Sector-3, DSIDC, Bawana. In this regard, a case vide FIR No. 155/11
 u/s 302 IPC, PS Bawana, Delhi was registered and investigation was taken up.

 TEAM AND INTERROGATION

         In order to work out the case, a team comprising of Insp. Raj Singh, SHO
 Bawana, Insp. Kapil Dev, ATO, SI Ramesh Chand, SI Anwar Khan, HC Wazir singh,
 HC Krishan, Ct. Subash and Ct. Satbir was constituted. The team put hard and
 sincere efforts. During investigation the behaviour of elder brother of the deceased
 was suspicious. He was changing his version times and again during interrogation.
 During sustained interrogation he broke down and disclosed to have killed his
 younger brother. He further stated before police that his younger brother was
 insisting to go to native place due to death of his infant child. However, accused
 Munna Pandit forbade him from going to native place. He said when the child is
 already dead what is the benefit of going to native place and further tried to
 convince that he may loose his job during his absence. However, the deceased was
 adament which irked the accused and in a fit of rage he hit his brother with wooden
 stick.

 PROFILE OF ACCUSED ARRESTED

           Accused Munna Pandit is 21 years old and an illiterate person and he had
 five brothers and one a sister. His father is a farmer and mother is a housewife. He
 hailed from Bihar in search of job at about one month back.

    1. Wooden stick.

                     “Recent robberies of Trans-Yamuna solved”

      A team lead by Inspr.Manoj Dixit and Inspr. Ramesh Lamba under supervision of
ACP/Special Cell, Lodhi Colony, Sh.S.K.Giri has arrested notorious dacoit of interstate gang
of dacoits of Pandit Gang namely Sanjay Jha @ Ajju @ Chota Pandit (Aged 25 years) r/o
Village Dharmagatpur Gangti, PO Pilki, PS Sakra, Muzaffarpur, Bihar.

         On 01st March 2011, a robbery took place in the house of Smt. Shakuntala r/o Jyoti
Colony, Shahdara, Delhi. In this incident cash amounting to Rs.32 Lakhs approximately
and Jewellery was looted by the robbers in daylight in the morning by putting the members
of the complainant’s family hostage on the gun point.

         Prior to this on 14th February 2011 another incident of robbery also took place in the
area of Police Station Shahdara in the house of Smt. Meena r/o Shivaji Park, Shahdara,
Delhi in which some artificial jewellery and a gold ring were looted at gun point.

           The team of Special Cell consisting of SI Neeraj Kumar, SI Rahul Sawhny, SI
Ravinder Kumar assisted by other staff developed the information and manual sources were
deployed. In the sequence it was learnt that the notorious Pandit Gang headed by the Pandit
brothers of Bihar namely Sanjay Jha @ Chota Pandat and Ajay Jha @ Bada Pandat r/o
Muzaffarpur, Bihar was involved in the above said incidents of robberies of Shahdara.
Subsequently, it was also learnt that the elder brother Ajay Jha @ Bada Pandat is lodged in
Muzaffarpur Jail in a sensational murder case and his younger brother Sanjay Jha @ Chota
Pandat was operating the gang in Delhi, UP, Uttaranchal and Haryana. The duo brothers
had deep roots of informers in the business community and contacts with notorious
dacoits/robbers of Murad Nagar, UP. It was also learnt that this gang was earlier involved in
a famous case of dacoity in the posh area of Defence Colony, New Delhi with the same modus
operandi.

         Special Cell got lead from their sources in Muzaffarpur, Bihar about the whereabouts
of notorious dacoits of above said Pandit brother’s gang and it was learnt that the younger
brother Sanjay Jha had movement in Delhi area.

        On 1st May 2011 reliable source informed Inspector Ramesh Lamba that the above
said notorious dacoits Sanjay Jha would come to Khajuri Chowk on his motorcycle No. DL-
4S-BL-6171 to meet one of his contact person/associates to discuss further planning of a
huge dacoity. On this lead a raid was conducted which led to apprehension of Sanjay Jha
and recovery of huge cash and jewellery mentioned below from his possession from Khajuri
Chowk, Wazirabad Road.

        1)     A Gold chain and Gold ring.
        2)     Motor Cycle No. DL-4S-BL-6171, Model Apache TVS Motors.
        3)     Cash of Rs.1.40 Lakhs

        The interrogation of Sanjay Jha revealed that he alongwith his associates namely
Dilshad and Akram @ Pappu (brothers), Shamshed r/o Muzaffar Nagar, UP and one Karan @
Paneerwala r/o Noida were involved with him in above said incidents of dacoity/robberies.
The tip for Jyoti Nagar robbery on 01st March 2011 was given by Sonu and her Husband
Boby @ Bobby chor r/o trans Yamuna, whereas tip for robbery             in the house of
Smt. Meena on 14 Feb, 2011 r/o Shivaji Park Shahdara was given by one Sanjay Thakur @
Raju Langra r/o Trans Yamuna.

Previous involvements

        Accused    Sanjay  Jha   during   interrogation  also   revealed   about   his
involvement/conspiracy in some other heinous robberies/dacoities in Uttar Pradesh and
Uttranchal as below:-

1.         That he and his associates committed a robbery/dacoity near Railway Phatak
        market in Lakshure in Uttaranchal in which they committed a robbery/dacoity in a
        house in which gold and huge cash was looted by them. His associates Intezar,
       Sartaz etc. have already been arrested. This incident took place in 2010 in which
       Pappu and his brother Dilshad were wanted and both brothers surrendered after
       committing robbery in Shahdara in the house of Smt. Shakuntala.

2.        That he and his associates Rajender, Dilshad, Intezar, Akram @ Pappu and
       Sartaz committed a dacoity in a house in Roorki in 2010 in which they looted cash
       and jewellery.

3.        That he and his associates committed a robbery in the house of a Kinner in
       Muzaffar Nagar, who was handicapped and was residing in Balmiki Mohallah near
       court. Akram @ Pappu and his younger brother Dilshad and Rajender r/o Muzafar
       Nagar and brother of Rajender and nephew of one local criminal notoriously known
       as Doctor r/o Muzafar Nagar were involved with him in the loot of huge cash and
       jewellery in 2010.

4.        That he and his associates committed a dacoity in Bijnor (UP) near Bus Stand
       Bijnor near court around one year back in morning hours with Akram @ Pappu,
       Dilshad, Intezar and Rajender. Huge cash was looted in this dacoity.

5.        He & her brother were involved in a heinous dacoity in Punjab in which their
       associates were arrested.

6.         Accused Sanjay Jha with his associates namely Vikash @ Bittu, Mool Chand @
       Male, Talib Ali Khan and Smt. Reshma committed a dacoity in 2002 in the posh area
       of Defence Colony, Delhi in which they looted one licenced pistol of complainant,
       laptop, gold chain, mobile phone, dollars and cash, wrist watch, gold rings and
       bangles on the gun point. The above said dacoits were arrested by the team of Delhi
       Police and recovery of looted articles also affected. Accused Sanjay Jha remained in
       jail for 5 years till 2007.

     Further investigation is in progress.

             “Notorious Robber involved in Murder arrested”

        A team under the supervision of ACP Sh. S.K Giri, Special Cell/NDR,
 consisting Insp. Vivek Tyagi, SI Vinay Tyagi, SI Youdhbir Singh, SI Shiv Kumar,
 WSI Jay Shree, ASI’s Dinesh, Ombir, Intzar and HCs Pradeep, Neeraj, Samay,
 Anil, Chanderveer and Ct. Satprakash, Upendra and Ajay has arrested a
 wanted extortionist and local don and bad character of PS Lahori Gate Taslim
Ahmed @ Akram @ Don @ Bhai involved in abduction & murder in the year
2010 of PS Gokulpuri.

       Recently, Special Cell has worked out the above mentioned abduction
and murder case with the arrest of Inam Buddu Gang members namely
Naushad Kabra@ Bijendra Mulla and Pawan. Subsequent upon their arrest
and interrogation in above mentioned case this fact came in to light that the
local don and a close associate of Anwar Thakur (another underworld don and
life convict who is undergoing his prison term in Tihar) was also
instrumental/involved (alongwith Akil @ Don) in abduction and murder of
victim Shakeel.

Operation
       Taslim Ahmed @ Akram@ Bhai r/o Punjabi Phatak Ballimaran Delhi has
been released from the jail on 6 April 2011. Earlier in the month of April 2010,
the accused persons had abducted and killed the victim Shakeel. The case was
registered for offence of abduction at PS Gokul Puri. The case defied detection
even after the arrest of one accused Salim as the fact remained undisclosed
that the victim has been killed by the abductors.

     In view of the involvements of these goons the team of Insp Vivek tyagi
was deployed to arrest the wanted criminals. There was a input that the said
goon is hiding himself in the area of Central- Delhi and would come near
Golcha Cinema to meet someone. Surveillance was mounted in the area to
monitor the activities of the suspect & on a specific information, a trap was laid
near Golcha Cinema Delhi. On 02nd May 2011 at about 5.05 pm, above
accused person came from the Tirhaya Bairam Khan side road & he was
apprehended after a little scuffle.

      During the questioning he disclosed and confessed about his
involvement in various cases beside the above referred abduction and murder
case.

       Accused Taslim Ahmed @ Akram @ Don @ Bhai, is a hardened criminal
who started indulging in crime at a very young age. Initially he was associated
with “Inam-Ibrahim @ Baddu Gang” of Meerut. After the murder of Ibrahim @
Baddu, He joined “Anwar Thakur Gang” and become a close confidante and
right hand of Anwar. He has been involved in a number of cases of sensational
Dacoity, Robbery, Theft, Murder, Attempt to Murder, Kidnapping, Arms Acts,
cases of UP and Delhi.

Motive of Murder
      Ms Renu elder daughter of accused Bijender @ Naushad Kabra @
Mullaha was earlier married to accused Salim @ Akram @ Santosh. When
Salim was in Jail in a criminal case, deceased Shakeel @ Aman who was
known to these people developed illicit relationship with Renu and later on
both of them married. When Salim came to know about this development, he
alongwith above accused persons hatched a conspiracy to eliminate him.

      As per disclosure and interrogation of accused persons, on 9th April
2010, accused Bijender @ Naushad Kabra @ Mullaha along with Pawan Kumar
took Shakeel @ Aman on their Motor Cycle from Chandbagh area of PS
Gokulpuri area to their rented room at Khjuri Khas Colony, Delhi, where
dreaded criminal and active BC of PS Lahori Gate namely Taslim Ahmed @
Akram @ Bhai & Mohd Aqil @ Don and other BC of Jaffrabad and Sallim @
Akram @ Santosh (Presently in Tihar Jail in Case of robbery and attempt to
murder of PS Geeta Colony, Delhi) were already present in the rented room of
Bijender @ Naushad Kabra @ Mullaha. Bijender @ Naushad Kabra @ Mullaha,
Pawan Kumar and Mohd Aqil @ Don overpowered Shakeel @ Aman and in the
meantime, Taslim Ahmed @ Akram shot him with bullets and Sallim @ Santosh
slit his throat with knife.

       After murder of Shakeel @ Aman, accused Pawan Kumar and Bijender
@ Naushad Kabra @ Mullaha,Mohd Aqil @ Don and Salim @ Akram @ Santosh
took the dead body on their motor cycles in a gunny (Plastic) bag and the same
was disposed of somewhere in the Delhi - UP border area. In this regard, a case
of abduction and murder is under investigation with PS Gokulpuri.

                       STOLEN AUTO VEHICLE RECEIVER ARRESTED
INTRODUCTION:
                 With a view to keep a check on the incidents of ‘auto theft’ and to nab the criminals
involved in auto lifting, the A.A.T.S of North-West District had been sensitized and vehicle checking was
intensified in the area of North-West District. The AATS/N-W Distt arrested a receiver of stolen auto
vehicles vide DD No.5 B dated 5.5.2011 u/s 41.1(d) Cr.P.C PS Maurya Enclave, Delhi, and recovered Two
(02) stolen vehicles, at his instance.
INCIDENT:
                On 4.5.11, a secret information was received that one person would come on a stolen
motor cycle near Varun Enclave Pitampura to dispose off the same. On this information a team of
A.A.T.S. was formed and laid a trap near Varun Enclave Pitampura. The team apprehended one youth
with one motor cycle without number on it. Later on the youth was identified as Virender s/o Kattu
Wari r/o Jhuggi No. N-30 B/436, H Block Jahangir Puri, Delhi. He was asked to produce the papers of the
said motor cycle which he could not produce. The engine and chassis numbers of the said vehicle were
verified from AUTO MATCH and ZIP NET, and it was found that the said vehicle is stolen vide FIR No.
10/11dated 11.1.11 u/s 379 IPC PS Rani Bagh, Delhi. Subsequently he was arrested in DD No.5 B dated
5.5.2011 u/s 41.1(d) Cr.P.C PS Maurya Enclave, Delhi

INTERROGATION:
                On sustained interrogation, it revealed that the rider Virender used to receive the stolen
vehicles from different parts of Delhi from his other associates. He used to sell the motor cycles after
dismantling into pieces.

INVESTIGATION:
                Accused Virender disclosed that he used to receive the stolen motor cycles at his
garage in Jahangir Puri from a Gang of auto lifter Jahangir Puri has committed auto thefts in the area of
Delhi. On further interrogation, the accused said that after dissembling the stolen motor cycles he used
to change the parts of the stolen motor cycles by replacing the same in genuine motor cycles and selling
remaining parts to the Kabaries.

               During investigation, on his instance the following two stolen vehicles and dismantled
parts of the stolen motor cycles have been recovered. One Motor cycle TVS Victor No. DL-8 SAW 5836,
which was found to be stolen from the area of PS Rani Bagh, Delhi has been recovered from the
possession of accused Virender, One Engine No 20050 and other parts of Motor Cycle No. DL-4 SND
2524 Bajaj Pulsar which was found to be stolen from the area of PS Keshav Puram, Delhi was recovered
from his possession.

MODUS OPERANDI:

                Accused Virender used to receive the stolen vehicle from a Gang of auto lifters who
used to steal vehicles from residential areas of North-West District and park in the garage of accused
Virender and in other isolated places. The Gang leader is being identified.

PROFILE OF ACCUSED PERSONS:-
1)     Virender studied up to 4th class from Gorakh Pur (UP) and belongs to a poor family. His father
       works as a casual labour in Azadpur Subzi Mandi. Accused Virender shifted to Jahangir Puri Delhi
       and learnt the job of motor cycle mechanic and later on he came in contact of one Sonu and
       started receiving the stolen motor cycles from him to earn quick money. Ravinder assured him
       to give him a good amount on each stolen vehicle. He committed lot of crime with his associate
       Ravinder @ Sonu but has no previous criminal record.

                 The concerned Police Stations have been informed about their involvements/arrest.
Their other incidents are being verified and sincere efforts are being made to arrest the co-accused and
recover the other vehicles.

AUTO LIFTER, WHO WAS PROCLAIMED OFFENDER IN TWO CASES
          NABBED, 3 MOTOR CYCLES RECOVERED
                The officials of North District have arrested an auto lifter namely Kamaluddin s/o Jahid
r/o Village Baloo Basti, PS Isampur, District East Dinapur, West Begal, who was proclaimed offender in
two cases of PS Bara Hindu Rao and Sadar Bazar, Delhi. Three stolen motor cycles have been recovered
from his possession.

INCIDENT AND TEAM
                  To curb the incident of motor vehicle thefts and apprehending the proclaimed offenders a
team comprising of Inspr. Raj Kumar, ATO/ Sadar Bazar, HC Manik Chand, HC Umesh and Ct. Hawa
Singh was constituted under the supervision of Inspr. Veer Singh Tyagi, SHO/S.Bazar and over all
supervision of Sh. Budhi Prakash, ACP/Sadar Bazar. The team cultivated the sources to apprehend the
criminals operating in the area. On 04.05.2011, secret information was received regarding a person, who
is an auto lifter and is having stolen vehicle in his possession shall visit the area of PS Sadar Bazar from
Motia Khan side. On the receipt of this information, members of the said team started vehicle checking at
Mangla Hospital. At about 04:10 PM, one person later on identified as Kamaluddin s/o Jahid r/o Village
Baloo Basti, PS Isampur, District East Dinapur, West Begal, came on motor- cycle from Motia Khan
Side. Front number plate of the motor cycle was found missing. He was directed to produce the papers
of Motor Cycle but he could not produce any document pertaining to the motor cycle. He was put under
sustained interrogation and during interrogation, he revealed that the vehicle was stolen from the area of
Police Station Sadar Bazar and its number is DL 65 AF 9600. After checking of records, the said motor
cycle was found stolen vide FIR No. 60/11. Subsequently, Kamaluddin was arrested in this case.
INTERROGATION
                On sustained interrogation, it has been found that the accused is proclaimed offender in 2
cases and is previously involved in 3 criminal cases. On further interrogation 2 other motor-cycles have
also been recovered at his instance, which were stolen from area of PS, Subzi Mandi and DBG Road.
During interrogation it has been revealed that he is the member of auto – lifting gang operated by one
Zabadul Haque s/o Zamiluddin r/o Village Panjidab, PO Mohar Gual Darhar, Distt. Morth Dinajpur, West
Bengal, who is involved in more than 25 cases and he is not attending the courts. Sources have been
deployed to apprehend him.

       Kamaluddin s/o Jahid r/o Village Baloo Basti, PS Isampur, District East Dinapur, West Bengal is
unmarried. Earlier he was working as a tailor.

                                          ORDER
Whereas, a large number of private courier services operate in and around the
capital to facilities to facilitate sending of goods though courier across the
country.

2. And whereas, it has been noticed that the private courier services generally
book goods or items to be transferred on the face value of the courier sender
without bothering to verify his or her address there by paying the way for
unscrupulous persons using the courier services for illegal activities.

3. And whereas, instances have come to notice where criminals have used courier
services to send incriminatory items, contraband and even dead bodies in the
guise of courier.
4. And whereas, it has also been observed that the record of courier senders are
not kept by the courier services or agents engaged in the business of facilitating
courier of goods making it difficult for the investigation agencies to identify the
culprits behind such crimes.

5. And whereas, it is thus rendered imperative to put regulatory check on the
private courier services who deal in booking and sending goods from one place to
another so that the anti social elements may not be able to use them to send
incriminatory things through them and it is felt immediate action is necessary in
this regard.

6.Now, therefore, in exercise of the powers conferred upon me by virtue of
Section 144 Cr.P.C., 1973(No. 2 of 1974) read with Govt. of India, Ministry of
Home Affairs, New Delhi’s is Notification No. U-11036/(i) UTL, dated 09.09.2010,
I, BISHEN MOHAN, Asstt. Commissioner of Police, Sub-Div. Bawana, Outer District,
Delhi do hereby make this written order that all such private courier services or
agents who deal in booking and sending goods in the jurisdiction of Sub-Division
Bawana, Delhi shall:-

   a. Maintain a register of courier senders and detail of goods to be sent
      through courier.
   b. Keep copies of identification documents like election card, ration card, PAN
      Card, Driving License etc. of the courier sender for access by the police as
      and when required.
   c. Cross- check from the concerned company or office if its representative or
      employee approaches for getting the goods booked for courier in case
      sender is acting on behalf of a company or office or organization.
   d. Generally satisfy oneself about the goods before accepting the
      packet/parcel booked for courier.
   e. Install CCTV with sufficient number of cameras and recording system with
      play back facility, to cover booking office and area where goods are to be
      kept. The CCTV should monitor anyone coming for booking a courier.
   f. The recording system shall preserve a digital record of CCTV coverage for
      not less than 30 days.
   g. The private courier service or agent shall cause to copy the CCTV coverage
      on a CD and hand over to the police whenever demanded.
   h. Inform the nearby police station if the courier sender of the goods is found
      suspicious.

7. These orders shall come into force with effect from 29.4.2011 and shall remain
in force for the period of 60 days i.e. up to 27.6.2011 (both days inclusive) unless
withdrawn earlier.
8. Any person dealing in business of courier services or agent who contravenes
this order shall be liable to be punished in accordance with the provision of
Section 188 of the Indian Penal Code.

9. As are notice can be served individually on all concerned, the order is hereby
passed ex-parte. It shall be published for the information of the public through
the press and by affixing copes on the notice boards of the officers of all DCsP,
Addl. DCsP/ACsP, tehsil Officer, all Police Stations concerned and all offices of
NDMC and MCD.

                                           ORDER
Whereas report have been received that due to the situation prevailing in the area of Police stations of
North-East District, it is apprehended that terrorist/anti-social elements may seek hideouts in the
residential areas of the said Police Stations/North East District and there is every likelihood of breach of
peace and disturbance of public tranquility and also there is grave danger to human life, safety and
injury to public property on that account.

2.     And whereas it is necessary that some checks should be put on landlords/tenets so that
terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray
etc. and that immediate action is necessary for the prevention of the same.

3.      Now, therefore, I, Satpal Gupta, Asstt. Commissioner of Police, Sub-Div. Seema Puri, North East
District, Delhi in exercise of the power conferred upon me under section 144 Cr. P.C. 1973 (No.2 of
1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL,
dated 09.09.2010 do hereby order that no landlord/owner/person of any house/property which falls
under the jurisdiction of Sub-Div. Seema Puri, North East District, Delhi shall let/sublet/rent out any
accommodation to any person unless and until he has furnish the particulars of the said tenant(s) to the
Station House Officer of the Police Station concerned. All persons who intend to take accommodation
on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction
the premises fall. The persons dealing in property business shall also inform in writing to the Station
House Officer concerned, in whose jurisdiction the premises fall about the particulars of the said
tenants.

4.    These orders shall come into force with effect from 03.05.2011 shall effective for a period of 60
days up to 01.07.2011 (both days inclusive) unless withdrawn earlier.

5.    Any person contravening this order shall be punishable under Section 188 of the Indian Penal
Code.

6.       As this order cannot be served individually to all concerned, the order is hereby passed ex-parte.

FAKE ROBBERY CASE SOLVED.
RS. 11.72 LACS RECOVERED AT THE INSTANCE OF
COMPLAINANT.
      The staff of Police Station Kirti Nagar, West Distt arrested one Parminder
Pal Singh S/o Sh. Mehar Singh who enacted a scene of robbery and recovered Rs
11.72 lacs belonging to his employer.

INCIDENT, TEAM AND OPERATION

       A team of officers of Police Station Kirti Nagar under the supervision of Sh.
J.K.Sharma and led by Inspr. Ranjay Atrishya SHO/Kirti , Insp. Kishore Kumar,
Insp. ATO, PSI Dinesh Beniwal, PSI Ram Pal, HC Mahender Kumar 2087/W, HC
Ravinder Kumar 1750/W and HC Ghan Shyam 2266/W and Ct. Rajender Singh
907/W was constituted to work out the case which initially was got registered
under section 394/397/34 IPC.

       Brief facts of the case are that on 2.5.2011 a call was received from Kalra
Hospital that one person was admitted with stab wounds and it was found that
Parminder Pal Singh S/o Sh. Mehar Singh R/o WZ- 87A, Ram Nagar Chaukhandi
Tilak Nagar New Delhi was the injured person who later on gave a statement
stating there in that on 2.5.2011 he left from the shop of the employer namely
Kwality Forex (Money changer) situated at 2282/69 Karol Bagh New Delhi. He
further stated that when he started from his shop he had 11 lacs of rupees in a bag
belonging to his employer namely Harpreet Singh and this money was to be
given to his employer Sh. Harpreet Singh at his home situated at Mansarovar
Garden. Parminder Pal Singh further stated that at around 8.30 PM when he
reached near patrol pump Rama Road Kirti Nagar he was surrounded by four boys
on four motor Cycles and one of them attacked him on his right hand with a sharp
edged weapon and robbed the money i.e. Rs 11 lacs . On receipt of this
information case FIR No. 128/11 u/s 394/397/34 IPC P.S.Kirti Nagar was
registered and investigation was taken up.

       In the process of investigation several loopholes were found in the version of
the complainant, so systematic interrogation of the complainant Sh. Parminder Pal
Singh was done and after sustained interrogation the chain of events was
established and it revealed that the incidence of robbery was preplanned by
Parminder Pal Singh him self who after starting from Karol Bagh called one of his
friends namely Jaspal Singh and without telling him any thing handed over the bag
containing money to him and then went to the house of Sh. Harpreet Singh, the
employer and told him the false story of robbery.
      Later on, Parminder Pal Singh collected the bag from Jaspal Singh and gave
Rs. 9.95 lacs to one Raj Kumar @ Bunty from whom Parminder Pal Singh had
taken a loan Rs 9.95 lacs earlier.

       During the process of investigation, the whole amount of Rs 11.72 lacs was
recovered at the instance of accused Parminder Pal Singh. He has been arrested in
the case and the case has been converted into a case of criminal breach of trust and
false information to police i.e 408/182 IPC

             Staff involved in the good work is being rewarded suitably.
