                                                             COMPREHENSIVE NEEDS ASSESSMENT

This information has been based on AEIS data for Keene Elementary School: TAKS performance for 08-09 and attendance rates for 08-09. Data
for general education and special programs was desegregated for all population groups, including male and female. Individual student’s strengths
and weaknesses were identified by desegregating TAKS data and TPRI data by grade level, subject area, and objectives. Keene Elementary is a Title
I Schoolwide campus with 88% designated in October 2008, as socio-disadvantaged students. As a result, State Compensatory Education funds are
used to supplement the Title I services in accordance with the ten Title I Schoolwide components. Needs included a full time technology curriculum
specialist along with advanced technology equipment to address academic needs in reading, writing, math, and science.

The Keene Elementary teachers met in May 2009 to discuss ways to improve student mastery indicated on the 2008-09 TAKS in reading, writing,
math, and science. The team recommended a study of curriculum needs aligned with TEKS/TAKS, an upgrade of computer assisted instruction, a
review of supplemental material, continuing Reading Mastery for PK-2nd grade, benchmarking at regular intervals using TAKS Released Tests,
teacher observation techniques, additional staff development opportunities during the school year, tutorials during the school day and after school by
the classroom teachers as well as optional after school study hall supervised by classroom teachers, and child care before and after school, working
toward getting all classroom teachers ESL certified by 2009-10 school year, ESL summer school is provided to all ESL children entering PK and
Kindergarten, and provide staff with matching school shirts to unify and build campus team. More space under one roof is needed as four portable
classrooms and the white building are now being used for Elementary students.

The needs assessment also consisted of identifying needs for all grade levels at the December 2008, planning meeting for the elementary campus
using the seven School Correlates of Effective Schools -- (1) strong instructional leadership, (2) clear and focused mission, (3) safe and orderly
environment, (4) climate of high expectations, (5) frequent monitoring of student progress, (6) opportunity to learn/student time on task, and (7)
positive home-school relations, the Framework for Schoolwide Planning, Title I – (1) comprehensive needs assessment of the entire campus, (2)
schoolwide reform strategies for student mastery, (3) highly qualified teachers, (4) professional development for all staff to meet academic
achievement standards, (5) strategies to attract high-qualified teachers, (6) Parental involvement strategies, (7) plans for transition from early
childhood programs, (8) inclusion of teachers in decisions regarding use of academic assessments, (9)effective, timely additional assistance for at-
risk students, and (10) coordination and integration between federal, state, and local services including programs under NCLB, and the Six

Guidelines for Site-Based Decision-Making -- (1) planning, (2) curriculum/instruction, (3) staffing, (4) staff development, (5) school organization,
and (6) budgeting.

Parent surveys are conducted every two years. A survey was conducted with parents during the October 2007, PTO meeting, with the Site-Based
Decision-Making Committee. During the December 2007, Site-Based Decision-Making meeting with parents, business and community
representatives and staff, a review of all special programs and Title programs was conducted. The PTO Planning Committee also reviewed the
special programs and Title programs.

We have met Adequate Yearly Progress (AYP) under the federal No Child Left Behind (NCLB) mandate for 2008-09.
Our 2009 State Accountability rating for the Elementary Campus was Exemplary. All of our staff is highly qualified according to the federal No
Child Left Behind (NCLB) mandate for 2008-09.

We have 100 % family participation in academic and/or extra curricular activities. Some of these activities include participation in
teacher-parent conferences, signing academic progress reports/students work, field trips, classroom volunteers, PTO members, Open
House, Little Dribblers basketball program, musical programs and other school events and assemblies, as well as helping with PTO fund
raisers. We have an active Parent-Teacher Organization. We participate in a partnership with the Southwestern Adventist University in
supervising their student teachers, welcoming and scheduling student observers to our classrooms, and participating in a student
work/study tutorial program using SWAU students.

The educational staff is highly motivated to increase student mastery. They actively participate in Site-Based Decision-Making planning
meetings, seek quality staff development, and set high expectations for themselves and their students. Emphasis for all students is an
understanding of concepts in reading, writing, history, mathematics, science, and raising the level of development of higher level critical
thinking skills as evaluated in the Professional Development Assessment System (PDAS).
