FOR
THE STUDY
ON
THE TELECOMMUNICATIONS DEVELOPMENT
IN
LAO PEOPLE’S DEMOCRATIC REPUBLIC
AGREED UPON BETWEEN
THE DEPARTMENT OF POST AND TELECOMMUNICATION,
MINISTRY OF COMMUNICATION, TRANSPORT, POST AND
CONSTRUCTION
AND
THE JAPAN INTERNATIONAL COOPERATION AGENCY
I. INTRODUCTION
In response to the request of the Government of the Lao People’s
Democratic Republic (hereinafter referred to as "the Lao Government"), the
Government of Japan has decided to conduct the Study on the
Telecommunications Development in the Lao People’s Democratic Republic
(hereinafter referred to as "the Study") in accordance with the relevant laws
and regulations in force in Japan.
Accordingly, the Japan International Cooperation Agency (hereinafter
referred to as "JICA"), the official agency responsible for the implementation
of the technical cooperation programs of the Government of Japan, will
undertake the Study in close cooperation with the authorities concerned of
the Lao Government.
The present document sets forth the scope of work with regard to the
Study.
II. OBJECTIVES OF THE STUDY
The objectives of the Study are:
(1) to formulate a master plan for the telecommunications development in
Lao People’s Democratic Republic up to the year 2015,
(2) to pursue technology transfer (including methodology, know-how for
formulating master plan) to the counterpart personnel in the course of the
Study.
III. STUDY AREA
The Study area covers the whole of Lao P.D.R.
IV. SCOPE OF THE STUDY
In order to achieve the objective mentioned above, the Study shall cover
the following items:
Phase I Basic Study
(1) Collection and analysis of existing data and information
(2) Field survey
(3) Present situations of telecommunications facilities and networks
(facilities status, operation status and service quality)
(4) Present situations of operation and maintenance of telecommunications
services (organization, laws and regulations, human resources and
charging system)
(5) Social and economic survey
(6) Demand survey (telecommunications demand and traffic)
Phase II Formulation of the Master Plan
(1) Planning framework (target year, planning area and service level)
(2) Examinations of standard of telecommunications network plan (key
communications system, inter-network connection and
telecommunications service)
(3) Examination of technologies of telecommunications (numbering plan,
signaling plan, switching plan, transmission plan, routing plan, outside
plant, and network management planning)
(4) Operation and maintenance plan
(5) Organization and institutional plan (laws and regulations)
(6) Human resource development plan
(7) Phased implementation plan
(8) Cost estimation
(9) Financial plan
(10) Project evaluation (economy, finance, organization, technology,
environment, and society)
V. SCHEDULE FOR THE STUDY
The Study will be carried out in accordance with the tentative study
schedule shown in ANNEX.
VI. REPORTS
JICA will prepare and submit the following reports in English to the Lao
Government.
1. Inception Report:
Thirty (30) copies at the beginning of the first work stage in Lao P.D.R.
(This report contains the schedule and methodology of the study as
well as an outline of the field study programs.)
2. Progress Report:
Thirty (30) copies at the end of the first work stage in Lao P.D.R.
(This report will summarize the findings of the first field study.)
3. Interim Report:
Thirty (30) copies at the beginning of the second work stage in Lao
P.D.R.
(This report will summarize the findings of the first work in Lao P.D.R.
and in Japan.)
4. Draft Final Report:
Thirty (30) copies after the end of the second work stage in Lao P.D.R.
and Japan. The Lao Government will submit its comments on the report
to JICA within one (1) month after the receipt of the Draft Final Report.
(This report contains all the results of the study, and will be finalized
according to the comments of the Lao side.)
5. Final Report:
Sixty (60) copies within two (2) months after the receipt of the
comments on the Draft Final Report.
VII. UNDERTAKING OF THE LAO GOVERNMENT
1. To facilitate the smooth conduct of the Study, the Lao Government shall
take the following necessary measures:
(1) to secure the safety of the Study Team in Lao P.D.R.
(2) to permit the members of the Study Team to enter, leave and sojourn
in Lao P.D.R. for the duration of their assignment therein, and exempt
them from foreign registration requirements and consular fees
(3) to exempt the members of the Study Team from taxes, duties and
other charges on equipment, machinery, vehicles and other materials
brought into Lao P.D.R. for the conduct of the Study
(4) to exempt the members of the Study Team from income tax and
charges of any kind imposed on or in connection with any emoluments or
allowances paid to the members of the Study Team for their services in
connection with the implementation of the Study
(5) to provide necessary facilities to the Study Team for remittance as well
as utilization of the funds introduced into Lao P.D.R. from Japan in
connection with the implementation of the Study
(6) to secure permission for entry into private properties or restricted areas
for the conduct of the Study
(7) to secure permission for the Study Team to take all data and
documents (including maps and photographs) related to the Study out of
Lao P.D.R. to Japan
(8) to provide medical services as needed. Its expenses will be chargeable
to members of the Study Team.
2. The Lao Government shall bear claims, if any arise, against the
members of the Study Team resulting from, occurring in the course of, or
otherwise connected with, the discharge of their duties in the
implementation of the Study, except when such claims arise from gross
negligence or willful misconduct on the part of the members of the Study
Team.
3. The Department of Post and Telecommunication of the Ministry of
Communication, Transport, Post and Construction (hereinafter referred
to as “MCTPC”) shall act as the counterpart agency to the Study Team
and also coordinating body in relations with other governmental and
non-governmental organizations concerned with the smooth
implementation of the Study.
4. MCTPC shall, at its own expense, provide the Study Team with the
following, in cooperation with other relevant organizations concerned:
(1) available data and information related to the Study
(2) counterpart personnel
(3) suitable office space with necessary office equipment and furniture
(4) credentials or identification cards and necessary residence permits
VIII. UNDERTAKINGS OF JICA
For the implementation of the Study, JICA shall take the following
measures:
(1) to dispatch, at its own expense, the Study Team to Lao P.D.R.
(2) to pursue technology transfer (including methodology, know-how for
formulating master plan) to Lao counterpart personnel in the course of
the Study.
IX. CONSULTATION
JICA and MCTPC shall consult with each other in respect of any matter
that may arise from or in connection with the Study.
