The following section provides a brief overview of the provider’s experience and qualifications



Paul De Morgan, Senior Mediator with RESOLVE, has over 12 years of experience facilitating and

mediating multi-party, consensus-oriented policy dialogues and site-specific dispute-resolution

processes. His work has focused on issues related to natural resource management, hydro relicensing,

use of biotechnology, trends in agriculture, and endocrine disruptors. Mr. De Morgan has facilitated a

wide range of processes, including site-specific consensus building efforts, Federal Advisory Committees,

national policy dialogues, public workshops, information exchanges, and strategic planning processes.

Mr. De Morgan graduated from the University of Oregon with a Bachelor of Science in economics and

received his Masters in Natural Resource Policy from the University of Michigan, where he wrote his thesis

on environmental dispute settlement. He is currently a member of the Association for Conflict Resolution.

between Metafore, a non-profit organization, and 11 companies seeking to develop a

predictable and affordable supply of environmentally preferable paper. The design of

Case/project name Continental Dialogue on Non-Native Forest Insects and Diseases



Description: Provide facilitation and process consultation to a diverse group of stakeholders in an effort

to establish a collaborative with the goal of addressing the threat of forest invasive

species. Worked with Dialogue Steering Committee to design and convene an initial

Dialogue meeting to develop the Vision and Goals and assisted with development of the

Case/project name ODFW Wolf Advisory Committee



Description: Provided facilitation and mediation services for an advisory group tasked by the Oregon

Fish and Wildlife Commission with developing a statewide management plan for the gray

wolf. The group, which included ranchers, farmers, hunters, environmentalists, and wolf

advocates, met 11 times throughout the state in developing a plan they provided to the

Commission. The Commission unanimously approved the plan after additional public

input.

Case/project name Clackamas Hydro Project Relicensing



Description: From February 2004 through July 2005, I served as co-project director for the complex

hydro relicensing effort on the Clackamas River. I played an integral role in provision of

process design and neutral third-party negotiation assistance to a diverse group of

regulatory agencies (including ODFW, NOAA Fisheries, USFS, and USFWS) and other

stakeholders (including three Indian tribes, American Rivers, NW Steelheaders, and water

providers) and the hydro project licensee (Portland General Electric).The group reached

agreement in principle on the settlement package and submitted it to FERC in June 2005.

They finalized license articles for the final settlement agreement which was signed in

March 2006.

Description: Led the effort to prepare for a three-day symposium related to SRKW research over the

past three years. The event included over 200 people interested in research results and

in building toward management actions based on those results. The result led to a report

that captured the existing results and identified additional research still needed for the

NOAA Northwest Fisheries Science Center.

Description: Provided facilitation services for a group of ten scientists who comprise a NOAA Fisheries

TRT. The group focused on assembling and analyzing technical information and making

recommendations to assist the recovery of salmonid species that reside in the Lower

Columbia and Willamette River region and are listed as threatened under the Endangered

Species Act.

Description: One of a team of mediators who assisted diverse interests, representing environmental

groups, industry, farmers, academia and consumers, brought together to develop

likely to arise in the near future from the next generation of agricultural biotechnology

products. The group developed a final report which was subsequently distributed by the

Pew Initiative.

Description: Project director for a Department of Commerce effort to develop guiding principles for the

laying, and maintenance, of submarine cables, particularly fiber-optic cables, in the marine

environment. Facilitated planning meetings, internal working sessions, a tutorial, and the

workshop, which included representatives of environmental groups, the

telecommunications industry, fishing interests, and federal agencies.
