GENERAL APPROPRIATION DESCRIPTION AND INSTRUCTIONS
These funds are available for the purpose of allowing the Department of the Army to improve, repair and modernize Department of
Defense facilities, restore and modernize real property to include barracks, and invest in the energy efficiency of Department of
Defense facilities in the continental United States, Alaska, and Hawaii.

DETAILED GUIDANCE
Beginning March 2, 2009 and on each Monday thereafter, all agencies receiving American Recovery and Reinvestment
Act (ARRA) funds are required to report weekly by TAFS, total obligations and total disbursements as recorded in
accounting systems; and submit short bulleted list of the major actions taken to date and major planned actions. Weekly
reports are submitted through Chain of Command to OSD-Comptroller.
American Recovery and Reinvestment Act of 2009 (ARRA 2009) funds (21*2066) must be recorded and reported at the
detailed project level. The project code structure for ARRA is shown below. Detailed point accounts crosswalk to specific
project numbers, and these must be used to record data in the financial systems at the detailed project level. These project
numbers were derived from the DOD ARRA Expenditure Plan sent to Congress on 20 March 09, which is available at
www.defenselink.mil/recovery. Resources Managers must ensure that the appropriate contract number is recorded on the
obligation, expenditure, and other transactions in their financial system. Army Commands may not use reimbursable
MIPRS to execute ARRA funds. Direct fund cite MIPRS for contracts may be used on a case by case basis with prior
written approval from HQDA, Army Budget Office, Budget Execution Division (SAFM-BUC-E).
Additionally, execution of ARRA 2009 funds must comply with Recovery Act rules defined in ASA/ALT Alert Policies #09-34
and the Federal Acquisition Regulation guidance published in the Federal Register on 31 March 2009, FAR 2009-8 through
FAR 2009-12, including any future amendments specific to the American Reinvestment and Recovery Act of 2009 which
are published in the Federal Register.

working condition and upgrade facilities to new
standards or functions. Restoration includes
repair and replacement to fix facilities damaged

Modernization includes altering facilities solely to
implement new or higher technologies, to
accommodate new functions, or replace building
components that exceed the overall service life
of the facilities. Provides upgrades to bring

access, and upgrades for Force Protection as
well as energy initiatives.
