to raise enough money to give out $6,500.00 in
scholarships. On April 27, 2006 we held our annual
Mini-PDI at the Lee Club on Fort Lee, VA, with the

MINI-PDI, 2006 Mr. Robert Murphy, speaking on behalf of
DCMA, talked about the recent decision to re-locate
their Headquarters Operation from Northern
Virginia to Fort Lee, Virginia and what impact that
may have on the local economy. It is anticipated
about 500 jobs will come with this transfer action.
Though the final transfer date is still many months
away, planning for the event has already begun.
For those that missed the news, Fort Lee came out
on the plus side of the recent base realignment
process and must begin changing its infrastructure
to meet increased demands. The leased DeCA
facility known as the "NICK II" in Prince George
will also move to on base quarters as soon as a
facility can be designed and built.
LTC Ralph Tremaglio gave a primer to the
audience on Fiscal Law. The Judge Advocate
General school is located in Charlottesville. LTC
Tremaglio was a high energy speaker who
cautioned attendees to monitor the ever changing
rules regarding use of public funds. Proper use of

lunch, Mr. Hale presented a briefing on the Outlook
for Defense Financial Managers. A superb
speaker, Mr. Hale knew his material well and
breezed through a variety of high level topics of
interest to defense managers everywhere.
Ms. Cherie Smith, the General Fund Enterprise
Business System Project Officer joined us in the
afternoon and gave us a run-down on how major
financial systems are designed, acquired and
deployed. This system will be the backbone of
Army financial management in the future. Many

As a previous chapter president, I am
amazed by the new administration. At times I find
myself impressed and occasionally I’m
disappointed. I’m always interested, but not always
involved. I’m active, but reserved. This
chapter always seems to be changing and it appears
to want to live despite hardship and struggles. I
know first hand the difficulties and challenges that
Presidents and elected officials face. Everyone
seems to know more and has better ideas than the
sitting President. And yes, sometimes that includes
former presidents.
What I also know as a former president, and
remember very well, is that it is most frequently the
