Projects:

A storm water forum was held last week to discuss the ongoing study of flooding issues
in Radnor Township. Approximately 30 residents attended the meeting which was
hosted by the Township’s consultant.

A separate meeting was held with a vendor to discuss purchasing sewer vent dishes.
These would be installed on sewer vents in low lying areas to minimize ground water
inflow into our sanitary sewer system.

Several energy ordinances were reviewed by staff. These consisted of Solar, Geothermal,
and wind. A recommendation will be formulated and forwarded to the EAC and then
onto the Board of commissioners.

The Westover Companies project (for Johnny Cabo’s) has started work in earnest.
Grading work is being conducted at this time to raise the elevation of the former parking
lot up to the level of the existing building. Sanitary sewer installation has started, but a
conflict with the foundation has been detected. New plans are being drawn to resolve the
issue.

Subdivision/Land Development Applications:

Two land developments/subdivisions were addressed by the Board of Commissioners this
earlier this week. Eastern’s Student Union (Preliminary) was sent back to the Planning
Commission for further review and the Atterbury – 5 lot subdivision (final) was
approved. Two other plans will be reviewed by the Board at the March 28th meeting.
These are Fox Fields Association lot line change (final) and the Walker property at
Glenmary and King of Prussia Roads – 2 lot subdivision (final).

The land development plans for a new Rite-Aid store on Lancaster Ave at N Aberdeen
Ave have been submitted. In addition Bentley Homes submitted a sketch plan to
subdivide the existing 4.634 acre parcel at 1430 County Line Road into 12 residential
lots. These plans will be reviewed by the Planning Commission at their April 4th
meeting.

Grading Permit/ Plan review:

Eight new Grading Permits were received in the past week. Five new or previous
submittals have been reviewed, released and/or commented on.

Devonwood Rd         - Shed
W Wayne Ave          - Add two parking spaces
St Davids Rd         - Construct a gazebo
Runnymede Ave        - install patio, deck, and driveway
Bloomingdale Ave     - Add a garage
Comrie Dr            - Add a detached garage
Woodcrest Rd         - construct a patio
Boxwood Rd           - construct a pool and covered patio

Inspections:

Twenty inspections of on going projects were completed over the last week by the
Engineer and/or Assistant Engineer.

Three complaints regarding construction projects were investigated and resolved.

Two mark outs were conducted for sales of homes.

Escrow releases were processed. The requests were approved and passed on to the
finance department.

Radnor 411 video was completed by the Assistant Engineer.

Miscellaneous:
Processed paperwork for grading permits within the system
Processed four sidewalk permit applications – total of 9 blocks
Escrow releases were processed
Inspection fees were addressed and deducted from the appropriate escrow account for 13
projects
Entered and/or processed paperwork for grading permits
Plans were filed and organized
Attended numerous residents and contractors at the customer service window

           develops; prepare monthly e-newsletter details.
    •      Met with Department staff members and intern to review goals and objectives and update on
           various project areas/provide direction on projects such as Township Newsletter development and

Parks/Facilities

Radnor Activity Center at Sulpizio Gymnasium
   •   Coordinated user and schedules with two new private/public groups and birthday parties.
   •   Refined the calendar for seasonal groups, Department's winter and spring recreational usage, and
       Radnor Youth Basketball Program.
   •   Coordinated clean up and restoration of the facility with Township Custodian.
   •   Met with Township Commissioners and Township Staff to walk through facility and review areas
       for compliance to codes and maintenance/repair.

The Willows Mansion
   •    Events held included: No events.
   •    Director met with a client and a coordinator for an April wedding; met with two prospective clients
        for August and Fall weddings; scheduled appointments for upcoming week; scheduled supervision
        and deliveries for and upcoming event; performed administrative duties such as returning phone
        calls and emails, paperwork filing, scheduled appointments with for prospective clients; performed
        spring cleaning, touch up painting, cleaning of window treatments.
   •    Inspection report items completed this week were staircase railing tightened; removal of sink and
        toilet in basement (plumber to come in and complete the job); repair of leaking pipe in basement.
   •    Coordinated schedule and event details with staff at the Willows.
   •    Had discussions throughout the week with Main Line School Night regarding rental and set up at
        the Willows for the fall.

Other
    •   Continued exploration of improvements and equipment movement/replacement in Township
        Building fitness room; reviewed price quotes from local companies; continued to research the sale
        of current pieces located in the room.
    •   Conducted winter indoor facility/outdoor fields scheduling with the Radnor Township School
        District and members of the community and sports organizations.
    •   Had discussions with the Parks Supervisor regarding current park maintenance and field needs
        relevant to use.
    •   Coordinated with Administrative Assistant and Spring Community Sports users regarding use
        plans and communication.
    •   Coordinated return of security deposit for sign installation company.
    •   Had discussion with Harford Dog Club representative regarding dog bags and items relevant to
        the park.

    •   Met with Radnor Wayne Little League representative and Township staff to discuss park ball field
        dugouts repair and codes compliance along with other needed field/facility repairs.

Projects

Cowan Park DCNR Grant
Proposals for an architectural design of a standard comfort station footprint that would be applied at
Cowan Park and future comfort stations that are added or replaced at other parks within the Township
have been received. Award of bid has been issued and I have met with the architect and Township Staff
where we reviewed the plans and specifications for codes compliance and detail. The architect is in the
process of preparing an updated draft of the drawings and draft of the specifications which will be
reviewed again the coming weeks. Potential grant extension will be requested from DCNR to lengthen
timeline to complete project in 2011.

Agnes Irwin School Proposal for Turf Field at Radnor Memorial Park
Proposal was reviewed by the Board of Commissioners on Monday, January 24th and was approved to
begin working on the development of a lease agreement with AIS. Lease development is currently
underway by Township and AIS legal councils.

Willows Cottage Energy Grant from PA DEP
Geothermal, Mechanical, Carpentry, Insulation, and Windows – project is 99% complete. The insulation
contractor is to return and complete installation of the insulation in remaining areas.

Ithan Valley Park Arboretum
An exciting project is being taken on by members of the Radnor community and Radnor Conservancy at
Ithan Valley Park that involves the historical arboretum on site. Ithan Valley Park is a remnant piece of an
old estate which was left when the Blue Route was put together. The owners of the former mill and the
estate were interested in botany and collected trees from all over the world. Due to efforts by members of
the community, many of the trees have been identified that are either old enough to have been part of the
original collection or seedlings of those trees. Essentially one of the earliest arboretums in the country
exists right here in Radnor. Remnants of the estate also remain such as a sand garden by the creek.
Over the next few months efforts will take place to bring the arboretum to life and bring it into public light
by providing education and ways to get involved.

Eagle Scout Projects
I am working with two local scouts to conduct their Eagle Scout Projects this spring and summer. We are
discussing ideas for trail enhancements/extensions/clearings along with painting rusty park fences. We
will be working to further identify the details of each project and will plan to present them to the Parks and
Recreation Board in the coming months.

Trail History Signs for Radnor Trail
The Radnor Conservancy, Friends of Radnor Trails, and the Radnor Historical Society have been working
with the Parks and Recreation Department to add two additional (through donations at no cost to the
Township) – one at the old West Wayne Station and one at the old Sugartown Road Station. The signs
should be installed sometime in the spring.

Meetings/Upcoming Events

    •   A BOC Parks and Recreation Committee Meeting will take place on Thursday, March 24th at 6:00
        PM in the Radnor Police Roll Call Room.
    •   The next Parks and Recreation Board Meeting will be held on Thursday, April 14th at 6:30 PM at
        the Radnor Township Building.
    •   Spring Chess Tournament will take place on Sunday, March 20th at Radnor Middle School.

Mr. Zienkowski,

The following is a highlight summary of Police Operations for the week of March 07
through March 13, 2011.

Training

No training to report.


Patrol Activities

On March 07, Officer Miller responded to the 1000 block of Conestoga Road for a
reported theft of two packages from a common area in an apartment building. After
reviewing the security footage, Officer Miller developed two suspects who had been at
the Manager’s officer early to complete an application to rent a unit. The two were
questioned about the incident and returned the stolen merchandise The officer filed theft
charges against a 39 YO Haverford, PA woman and a 50 YO Bryn Mawr, PA man. I
don’t believe their rental application was approved.

On March 09, Officer Jagodinski made a stop on a vehicle for failing to stop at a red
light. The officer noticed the operator displayed obvious signs of intoxication and was
ask to submit to a Standard Field Sobriety test, which he failed. The 26 YO man from
Bryn Mawr, PA was arrested for Driving Under the Influence of Alcohol and other
vehicle Code Violations.

On March 10, Officer Schrieber came across an extremely intoxicated male in a parking
lot at 800 East Lancaster Avenue. When asked for ID, the man produced a fake license
showing him to be over the age of twenty-one. The 19 YO Leawood, KS, man was
issued a citation for carrying a false ID and Underage Consumption of Alcohol. He was
the released to school security.

On March 11, Officer Schrieber responded to the 800 block East Lancaster Avenue to
assist school security with a very intoxicated subject. The man refused medical
treatment. The 19 YO Fair Hills, NJ man a citation for carrying a false ID and Underage
Consumption of Alcohol.

On March 12, Officer Myers responded to the 800 block of East Lancaster Avenue for a
report of an alcohol overdose. The 16 YO, Sylvania, GA female was issued a citation for
Underage Consumption of Alcohol.

On March 13, at about 03:31 am, Officer Myers responded to the 100 block of Charles
Drive for a report of a loud party. The 21 YO host was cited for a violation of the
Township Noise Ordinance. Four guests at the party, a 20 YO Villanova, PA man, a 19
YO Villanova, PA man and two 19 YO Villanova, PA women were cited for Underage
Consumption of Alcohol.

General

As a result of the investigations into the recent commercial burglaries, which occurred at
the Radnor Corporate Center and the Fidelity Court in Latye 2010 and early 2011,
Investigator Paolantonio filed a criminal complaint against Marshall Porter, of
Philadelphia, PA. Porter is being charged with the following violations of Title18:
Burglary (4 cts), Criminal Trespass (4 cts), Theft (4 cts.), Receiving Stolen Property (3
cts), Criminal Mischief (4 cts), and Disruption of Computer Service (4 cts). A detainer
was placed on Porter who is presently in Montgomery County Prison

3/11/11       Mark out all PA ONE CALL request for signalized intersections.

              Completed compiling the LED list, and turned it in to Paul Bazik..

              Called Rittenhouse Electric and ordered 6 ballast, and 6 175 watt metal
              halide bulbs for the Public Works Building yard flood light repairs.

              Paul Bazik asked if I could measure the height of the street light poles so a
              specification can be put into the open bid being sent out for the street light
              repairs.

              Went to Rittenhouse Electric and picked up the spare fuses that I had
              ordered for the Woods Pumping Station Electrical Service Disconnect.

              Responded to 2 PA ONE CALL emergency mark out request.

 3/16/11      Mark out all PA ONE CALL request for signalized intersections.

              Met with Bob Hale at the Township Building to discuss the locations for
              the new switches to control the lights in the Police Roll Call Room, and
              the Police Report Room, made Material list and called it into Rittenhouse
              Electric, some of the material was not in stock and had to be ordered,
              Rittenhouse Electric will notify me when all material is ready for pick up.
             Responded to 1 PA ONE CALL emergency mark out request.

             Went to the Township Building and picked up all reports from the Police
             pertaining to the accident on March 1, 2011 at the corner of 30 and
             Pembroke in which a street light pole was knocked down, so we have all
             the information for the insurance claim to replace the street light pole and
             cobra head fixture.
             Adjusted the volume on all the audible pedestrian signals, and adjusted,
             and properly secured several pedestrian signals at the intersection of 30
             and Aberdeen.

 3/17/11     Mark out all PA ONE CALL request for signalized intersections.

             Met with Melisa Conn at the Township Building to discuss the updated
             lighting change over list.

             Met with representatives of PIASBOA at the request of Melissa Conn
             about some lighting concerns, and the installation of a receptacle at a
             specified location, I informed the representatives I would have to run their
             request by Mr. Zienkowski the Township Manager for his approval before
             any work could be started

             Set up an appointment to meet with Mr. Zienkowski the Township
             Manager to discuss the PIASBOA request, the basement storage area
             lighting concerns, and the repair to the mast arm at 30 and Aberdeen

             Responded to 1 PA ONE CALL emergency mark out request.

             Met with representatives of PENN DOT for the final inspection of the
             Notre Dame School Zone.

             new cotter pins

             Unit #9 Police – Check fluids, add 1 quart of motor oil, remove and
             replace 2 marker bulbs that were burnt out

             Unit #2 Police – Lube oil and filter, rotate tires, check brakes, set tire
             pressures

             Unit #32 Trash Truck – State inspection, lube, oil and filter, replace air
             filter, replace fuel filter, install 1 worn rear tire, road test, issue sticker

3/14/11   Unit #56 Electrician Truck – Replace 3 push clips for right rear mud flap,
          reset manual lift actuator

          Unit #T-3 Police – Repaired center console arm rest, tighten all fasteners

          Unit #88 Community Dev. – Road call to township building, dead battery,
          jump start, check charging system

          Unit #18 Police – State inspection, emission inspection, lube oil and filter,
          remove and replace inner tie rod, road test, issue stickers, will need front
          end alignment

          Unit #L-1 Loader – Engine loosing power, code for injector pressure,
          called and ordered fuel filters from Volvo and water separator

          Cleaned and put away all tools and equipment

3/15/11   Unit #10 Police – Lube, oil and filter, mount and balance 4 tires, remove
          and replace air filter, fuel filter, and replace marker bulb on right front

          Unit #18 Police – Took vehicle to laments Automotive for front end
          alignment, road test

          Unit #76 Pickup – Complaint of check oil level light on, check oil level
          ok, call and order oil level sensor, remove and replace oil level sensor in
          oil pan

          Unit #21 Police – Road call to township building, vehicle no start, dead
          battery, jump start and check charging system

          Unit # L-1 Loader – Right rear tire loosing air around sealing ring, Call
          Ardmore tire for service call

          Unit # 39 Pickup – Leaking transmission fluid, found rear seal bad,
          remove driveshaft, remove and replace rear tail shaft seal, fill with fluid,
          test

          Clean and put away all tools and equipment

3/16/11   Unit #35 Trash Truck – Picked up parts at G.L.Sayre, replace bad air
          compressor governor for brakes, replace broken dash bezel, replace power
          steering pump, refill reservoir, fill packer hydraulic fluid tank that was
          low, road test
             Unit #27 Trash Truck – In for state inspection, did visual inspection and
             found 2 rear broken leaf springs, called Interstate Springs, will pick up
             tomorrow

             Unit #47 Pickup – In for service, noise in front end, remove all wheels,
             found bad right wheel bearing, ordered parts, remove and replace right
             front wheel bearing, installed new right rear brake caliper, and remove and
             replace rear brake pads, mount and balance 2 tires and install on front,

             Met with Safety Kleen rep. for removal of 55 gallon drums of liquids.

             Unit #36 Trash Truck – Took truck to G.L.Sayer International for
             computer problems involving fuel pedal operation

             Clean and put away all tools and equipment

03/17/11     Unit #27 Trash Truck – Remove and replace 4 rear tires, and 2 front tires,
             lube, oil and filter, will check for inspection when truck gets back from
             spring company

             Unit #L-1 Loader – Filters came in for loader, remove and replace fuel
             water separator filter, and primary fuel filter on engine, prime and check
             for leaks

             Unit #93 Community Dev. - Diagnose abs and 4 wheel drive light
             flashing on dash panel

             Unit #17 Police – Taking truck up for emissions test, start on state
             inspection, lube, oil and filter

             Unit #47 Pickup – Remove and disassemble intake manifold to get to
             knock sensor replacement

             Called Riggins Fuel for gasoline and diesel fuel amounts for tomorrow
             delivery

             Clean and put away all tools and equipment
