Introduction
This program is designed for a 16 and under (16U) Girls’ Fast Pitch Softball
Tournament, it could easily be modified for a 14 and under (14U) or 18 and under (18U).
The agency that will deliver is a city parks and recreation department and will utilize
their current available field space. This program is designed to cover a years worth of
fees for the governing agency as well as becoming a traditional, highly competitive
tournament to generate revenue for current accreditations. The governing agency and
fees for this type of tournament will be NSA or National Softball Association. This
specific tournament set-up is not a qualifying tournament but instead a player highlight
tournament. The scheduling of this tournament is set-up for highly competitive players
with high levels of endurance. In some instances of this scheduling there will be
upwards of four games per day. Included in this manual will be press releases,
marketing releases, and an athletic department letter for universities to be informed of
the highlight tournament.

Team Information Packet
Governing Body: The National Softball Association, Inc. will be the governing body of
this tournament/highlight. All teams must be sanctioned by the NSA prior to play. The
cost per team is $20 and the form can be found in Appendix A.
Format: The format of this tournament will be a 4-team Round Robin directly followed
with a league Single Elimination Tournament. A second Single Elimination
Tournament of the league leaders will then decide the winner of the tournament.
Practice sites will NOT be provided since there is almost continuous play for resting
purposes. If a team prefers a practice site, accommodations can be procured by
contacting the local parks and recreation department, in this case Bloomington Parks
and Recreation.

In conjunction with Bloomington Visitor Center, Bloomington, Indiana
Cost: $375/team
Length of Program: 3 Days, championship play will be on Day 3.
Play Times: Play will start at 8am and end at 10pm with games lasting 90 minutes and
games starting every 2 hours. The tournament will take place over the course of 3 days,
culminating with a championship game. The minimum number of games per team will
be four with at least 2 days of play.
Eligibility: Players must be 13 years old by December 31, 2006 to be eligible for current
tournament. Players are allowed to play up two age groups according to NSA
regulations.
Teams: Teams may enter a maximum of 20 players per roster and proof of age is
required at sign-in. Each coach is required to have proof of age for each player on the
team at all times. Rosters are due March 1, 2007 with play commencing on June 2-4,
2007.
Necessary Team Equipment: Bloomington Parks and Recreation Department will not
be providing any equipment for the teams. Each team is expected to come prepared
with NSA-Approved bats, Catching Equipment, warm-up balls, warm-up equipment,
uniforms, shoes, helmets, etc. The list of approved equipment can be found in
Appendix A of this manual. Each team is also responsible for minor first-aid of their
teams, this includes having a first-aid kit on hand and stocked. Major medical services
will be provided by the nearest hospital.
Leagues: There is a maximum of 24 entries for this player’s highlight. There are four
guaranteed games per team and 2 days of play.
Tournament Scheduling: The tournament will have six – 4 team round robins followed
by a randomly seeded single elimination tournament within the league to determine a
league leader. After the single elimination tournament, the league leaders will be
randomly seeded again to play a second single elimination tournament. This second
single elimination will determine a tournament champion.
Tournament Prizes: The grand champion (determined by the second single elimination
tournament) will receive a refund on their entry fees as well as a team trophy and one
sponsorship plaque. If more are necessary they can be ordered through the parks

department for a small fee. Two $500 scholarships will be awarded to the league Most
Valuable Player to be determined by all coaches and a Best Sportsmanship award will
be presented to the player who best displayed the goals of the parks and recreation
department. All other players will receive a pin specially designed for this tournament.

Staffing Plan
The staffing of this tournament will consist of 143 official spots, the tournament director
and everyone that can be utilized from the department. This is a fundraising effort.
Benefits of Participation
The benefits this play will have on youth are in not only scholarship opportunity but
also the ability to display and enhance their endurance play for not only themselves but
for possible college scouts. This type of play will allow a full roster to highlight as all of
their players at some point during play. For partial rosters (15 players or less), their
team will have more visibility within the teams. Environmentally speaking, the fields
will be maximized but for less time cutting down on how much damage is done to them.
The main benefit of this play is national caliber players competing with each other. This
is not so much a tournament for a qualifying bid but for college scouts to look at up and
coming talent without too much pressure on them to be 100% since they are still young.
This age group will benefit the most by seeing their competition prior to entering
college.
Policies and Procedures
The policies and procedures for the organization will be implemented for this
tournament. If there is a rainout, the tournament will proceed as normal unless severe
weather (lightening, tornado) occurs. In that case, the games will be postponed and
resumed the following day and ending by the end of the third day. All emergencies
will fall under the organizations pre-implemented plans; this makes the program
suitable for any pre-existing city/county park and recreation department. Teams can
purchase passes for themselves and family members that are driving the team for a fee
of $15/car. Teams are encouraged to car pool. Fans and others can purchase a single
parking pass for one day for $8/car. Weekend passes are available for $20/car.
Rules and Regulations
Rules for the sport will follow National Softball Association, Inc. guidelines. The
rulebook for this organization can be found in Appendix A.

Rules for tournament conduct at the park will include:
Smoking is only permitted in the parking lot of the facility.
No alcoholic beverages will be permitted within the facilities.
County, City, and State Laws take precedence over all others.
Any violence will directly be reported to the local authorities.
Dogs must be leashed at all times
Visitors and Players under 16 must be accompanied by adult (over 21) at all
times.
Public Intoxication will not be tolerated.
Rule Modifications
Games will last 5 innings or 90 minutes, whichever comes first.
Blood Rule – (Mercy Rule) – if either team is winning by 15 or more in the 3rd
inning or 10 or more in the 4th inning, the game will be called with the win going
to the team with the most runs.
If the game is past the 3rd inning and the umpire calls the game for any reason,
the win goes to the team with the most runs.
All other rules will follow NSA rules (Appendix A).
Accommodations and Customer Service Policies
A list of area hotels will be provided to the teams with contact information with the
welcome pack. Transportation to and from, meals, and sleeping accommodations will
be determined by the teams. The hosting organization will not guarantee any
accommodations to a team. The hosting team is not responsible for any costs incurred
by the teams while participating in the tournament. The team will be provided with a
phone number to the hosting organization to direct questions to about housing, but the
hosting organization will not arrange for the teams. Refund requests will not be
honored after May 1, 2007. Teams are required to pay the registration fee when the
roster is submitted. Roster changes can be made through registration and until the
team’s first scheduled game. Changes to tournament information will be announced by
May 1, 2007. The hosting organization reserves the right to change the tournament up
until May 1, 2007 with notification being sent out by May 3, 2007. Teams that do not
show for registration will not receive a refund on their entry fee and no team is
guaranteed a spot in the tournament until they receive a confirmation letter. Teams that
are scheduled to play a no-show team will receive a bye for that round with the bye

counting as a game. Complaints and/or concerns can be submitted in writing to the
hosting agency.
Safety/Risk Management
Prior to the tournament, the hosting organization will take inventory of their parking
lot to determine the exact amount of parking spots available. Speed limit signs will be
posted within the parking lots at 5 mph. Local emergency medical services and police
will be notified of the tournament for safety risks and invited to attend. Umpires
reserve the right to eject anyone from the tournament for unsportsmanlike conduct.
Local police will be called in any cases of disturbances from either park. The hosting
organization will not provide first-aid supplies or services to participants and guests of
the tournament. The hosting organization will provide access to a telephone for
emergency services but will not provide the service for liability risks.
Governance Program and Control Issues
Governance of this tournament lies with the National Softball Association, Inc. (NSA).
Rules for the NSA will be implemented for tournament play. Control of the actual
facility lies with the hosting organization (Bloomington Parks and Recreation) and
along with the risk management, will provide staff and volunteers to help run a
successful tournament. The on-site coordination will come directly from the individual
appointed by the hosting organization to be the tournament director or the pre-existing
tournament director for the organization.
Evaluation and Assessment
Each team will be asked to provide feedback to basic questions administered by a
volunteer group. The assessment of information will directly lead into the next
tournament administered by the same organization. The evaluation is meant to assess
weaknesses of the program and implement ways to make it more successful.

LOCAL PARKS AND RECREATION ANNOUNCES SOFTBALL
TOURNAMENT
BLOOMINGTON, IN, APRIL 27, 2006: City of Bloomington
Parks and Recreation announces the addition of a national
caliber 16 and Under Fast Pitch Softball Tournament. This
National Softball Association, Inc. (NSA) softball
tournament will take place June 2-4, 2007 at Twin Lakes
Park and Winslow Sports Complex. Utilizing seven fields,
this tournament is admitting a maximum of 24 entries. In
addition, national scouts will be present for viewing.
